
IMF puts growth below govt target
The International Monetary Fund (IMF) on Tuesday projected Pakistan's economic growth rate at 3.6% for the current fiscal year, below the government's official target of 4.2%. The projection was released in the IMF's latest World Economic Outlook Update report which kept Pakistan's growth forecast unchanged.
The government had set a higher growth goal based on expected recovery in agriculture and industrial sectors. However, the World Bank recently estimated that poverty in Pakistan affects nearly 45% of the population. Official data on poverty and unemployment is currently unavailable, though the Pakistan Bureau of Statistics (PBS) is said to be updating relevant surveys. Due to outdated data, the provisional GDP growth rate of 2.7% for FY2024-25 has been disputed by independent economists. The PBS plans to release findings of the latest Agriculture Census next month, which may address some of these queries.
On the same day, the federal government also briefed foreign diplomats on recent economic developments and sought support to increase foreign direct investment (FDI), which remains low. The diplomats raised concerns over rising debt costs, heavy reliance on costly commercial loans, tax relief measures, and the sustainability of the Power Division's plan to cut circular debt through Rs1.25 trillion in fresh domestic borrowing.
Finance Minister of State Bilal Azhar Kayani and Power Minister Sardar Awais Ahmad Khan Leghari led the briefing for diplomats from the US, UK, EU, Italy, Germany, Canada, Australia, Switzerland, Japan, the Netherlands, and Saudi Arabia. According to a finance ministry press release, officials outlined reforms in taxation and the power sector. Kayani said Pakistan's macroeconomic strategy had shifted from stabilisation to sustained reform. He noted that GDP growth was 2.7% in FY2024-25, and per capita income increased by 10% to $1,824. However, this was based on old and relatively low population estimates.
The finance ministry claimed a 3.1% primary surplus in GDP, the highest in 20 years, though it did not clarify in the press note whether this was for the full year or only the first 11 months.
Inflation dropped to 4.5%, a nine-year low, while the central bank's policy rate was halved from 22% to 11%. The debt-to-GDP ratio also reportedly declined to 69%, indicating improved fiscal management.
Diplomats asked how the government planned to reduce the high cost of external debt. Officials said that the strategy had already been finalised with both the IMF and the World Bank. The finance ministry said the external sector showed resilience, recording a $2.1 billion current account surplus, the first in 14 years and the highest in 22 years. This was supported by strong remittances, higher exports, rising FDI, and stable foreign reserves of over $14.5 billion.
Officials claimed this performance was achieved without heavy reliance on foreign borrowing. However, the central bank purchased at least $7.3 billion from the local market between July and April, which kept the rupee artificially low. This sum exceeded the entire three-year size of the IMF bailout package.
Diplomats were also told that two credit rating agencies had recently given Pakistan positive reviews, and Moody's is expected to upgrade the country soon. S&P upgraded Pakistan to 'B negative' last week, advising further political and security stability for continued progress.
In the energy sector, Leghari told diplomats that significant milestones had been achieved, although questions remained over their long-term sustainability. He said the circular debt, now around Rs2.4 trillion, was being addressed under a plan agreed with the IMF.
The government has secured Rs1.25 trillion in commercial loans to pay down a large portion of this debt. The repayment will be funded through a Rs3.24 per unit electricity surcharge, ultimately borne by consumers. Diplomats questioned whether this approach was sustainable. Leghari acknowledged structural problems such as high tariffs and inefficient pricing, which had made electricity unaffordable for households and industry. These issues had also created fiscal pressures.
To address them, the government has undertaken broad-based reforms centred on tariff rationalisation, fiscal responsibility and operational improvement. Leghari said progress had been made in stabilising circular debt in FY2025.
He also pointed out the need to modernise energy planning to account for seasonal demand shifts, regional supply gaps, and the rising role of distributed generation.
Distribution company performance was another key focus. Leghari said infrastructure upgrades and strengthened governance were underway to reduce losses, with reforms implemented to ensure regional equity and institutional coordination.
He called on foreign governments and global investors to invest in the energy sector, citing $2-3 billion in potential across grid modernisation, renewable energy, distribution efficiency, and energy services. He also noted that the government aims to privatise electricity distribution companies, with three companies being restructured for privatisation by early 2026.
Chairman FBR, Rashid Langrial, briefed diplomats on the FBR Transformation Plan, built on three pillars: people, process, and technology. He claimed that real tax collection had increased by 46% due to improved compliance and enforcement.
He also stated that the tax-to-GDP ratio rose to 10.24% in FY2025, up from 8.8% in FY2024.
However, Pakistan still missed its IMF revenue target by 0.3% of GDP, despite levying record-high taxes last year.

Food prices push inflation to 1.73% YoY
Listen to article The Sensitive Price Indicator (SPI) for the week ended August 7, 2025 recorded an increase of 1.73% year-on-year (YoY) and 0.05% week-on-week (WoW), according to data released by the Pakistan Bureau of Statistics (PBS). The SPI, which monitors the price movement of 51 essential commodities in 50 markets across 17 cities, is a key gauge of short-term inflationary trends. During the week under review, prices of 12 items (23.53%) increased, 12 items decreased and 27 items (52.94%) remained unchanged. On a weekly basis, the major price increase was observed in onions (+16.53%), tomatoes (+10.17%), chicken (+4.12%), eggs (+1.32%), diesel (+0.52%), pulse masoor (+0.34%), prepared tea (+0.31%), mustard oil (+0.20%), cigarettes (+0.12%), firewood (+0.08%) and fresh milk (+0.05%). Analysts attribute the sharp rise in onion and tomato prices to seasonal supply constraints and higher transportation costs. Conversely, a notable decline was recorded in prices of liquefied petroleum gas (LPG, -3.21%), petrol (-2.75%), bananas (-1.56%), pulse moong (-1.09%), pulse mash (-1.07%), potatoes (-0.44%), sugar (-0.37%), garlic (-0.36%), broken Basmati rice (-0.28%) and wheat flour (-0.24%). The drop in fuel prices provided some relief to consumers, although it was offset by rising food costs in other categories. From the consumption group perspective, the WoW change was most pronounced for the lowest income quintile (Q1), where the SPI rose 0.30%, followed by Q2 (+0.26%), Q3 (+0.19%) and Q4 (+0.14%). The highest income group (Q5) saw a slight decline of 0.06%, indicating that lower-income households bore the brunt of recent price increases. On an annual basis, the 1.73% YoY rise in the SPI was driven by a significant increase in prices of ladies' sandals (+55.62%), gas charges for Q1 (+29.85%), sugar (+21.75%), beef (+14.15%), 2.5kg vegetable ghee (+12.20%), pulse moong (+12.09%), 1kg vegetable ghee (+11.58%), firewood (+11.22%), gur (+10.94%), cooked beef (+9.31%), bananas (+9.29%) and printed lawn (+7.32%). In contrast, a steep annual decline was noted in onions (-55.34%), garlic (-26.43%), pulse mash (-22.99%), wheat flour (-22.01%), tomatoes (-21.42%), Lipton tea (-17.93%), potatoes (-16.91%), electricity charges for Q1 (-10.02%), pulse gram (-9.87%) and LPG (-5.68%). Economists say the mixed price movement highlights the interplay between seasonal supply cycles, fuel price fluctuations and base effects from last year's elevated prices. While fuel price cuts have helped ease broader inflationary pressures, persistent food price volatility — particularly in perishable items — continues to affect household budgets, especially for lower-income groups.

IMF social spending goal missed
Listen to article Pakistan narrowly missed the International Monetary Fund's (IMF) target to spend at least Rs2.86 trillion on improving poor health and education standards, as Sindh, Khyber- Pakhtunkhwa (K-P), and Punjab fell short of their commitments. Education spending appeared to be a low priority, despite one in four children being out of school and half of grade-five students unable to read grade-two Urdu stories. Against the target of Rs2.863 trillion, the federal and four provincial governments spent Rs2.84 trillion in the last fiscal year, missing the mark by Rs27 billion, according to government sources. Compared to the targets in the memorandums of understanding (MOUs) signed by all five governments, expenditures were Rs240 billion lower than commitments. Sindh, Khyber-Pakhtunkhwa, and Punjab missed their targets by wide margins, while the federal and Balochistan governments exceeded theirs. Poor administrative structures and low absorption capacity were cited as major reasons for the shortfall. The IMF set quarterly and annual ceilings to ensure health and education spending was not sacrificed for meeting other conditions such as cash surpluses and budget balances. In May, Pakistani authorities assured the IMF they would work to improve provincial capacity in these sectors. The IMF's staff report stated that Pakistan's health and education spending has declined since 2018. All governments had aimed for a modest increase in spending to 2.4% of GDP, but execution fell short, particularly in Sindh and Khyber-Pakhtunkhwa, due to absorption issues. The IMF's annual target was missed despite higher spending in the last quarter. Against a quarterly target of Rs713 billion, the five governments spent Rs937 billion in April-June, which was nearly one-third more than planned. However, this late surge failed to offset shortfalls from the first three quarters. Authorities had acknowledged the decline in non-Benazir Income Support Programme (BISP) health and education spending in recent years and committed to gradually increasing it as a share of GDP over the three-year IMF programme. Compared to internal budgetary targets, the federal government spent Rs261 billion on health and education against a Rs248 billion target. Punjab fell Rs35 billion short, spending Rs1.15 trillion in total. Provincial Information Minister Azma Bukhari said Punjab's health budget was Rs524.8 billion, with Rs505 billion actually spent — 96% of the target. Education spending was targeted at Rs664 billion but stood at Rs649 billion, or 98% of the goal. Sindh, under the government of Chief Minister Syed Murad Ali Shah, fell Rs153 billion short, spending Rs670 billion against a target of Rs853 billion, said the sources. Provincial governments often favour large infrastructure projects with more visibility to voters over softer social spending targets. Khyber-Pakhtunkhwa spent Rs545 billion on health and education compared to the Rs600 billion target, missing by Rs55 billion. Balochistan, however, exceeded its target by Rs25 billion, spending Rs206 billion. A recent World Bank report for the "Actions to Strengthen Performance for Inclusive and Responsive Education" programme said Pakistan still struggles with equitable access to education, with significant disparities across levels and genders. The gross intake ratio in grade one is 91%, with disparities between males and females. Transition rates from primary to middle school are 83%, and from middle to secondary school, 92%, according to the World Bank. However, the gross enrollment rate drops sharply from 78% at primary level to 22% in higher secondary education, highlighting retention issues. Out-of-school children remain a major concern, with 26.1 million, or 38% of the school-age population, not attending school in 2022-23. Gender disparities worsen at higher education levels, and rural areas are hardest hit, accounting for 74% of out-of-school children. For girls, lack of access is a critical barrier. Despite progress in enrolment, earning outcomes remain low, with national assessments showing a decline in foundational literacy and numeracy (FLN). In 2023, only 50% of grade-five students could read a grade-two story in Urdu or Sindhi, down from 55% in 2021. English literacy also slipped, with just 54% of grade-five students able to read simple sentences, compared to 56% in 2021. Numeracy skills also worsened. World Bank publications on health sector loans show a similarly troubling picture. Although Pakistan has seen improvements in health outcomes over the past decade, it is unlikely to meet most 2030 health-related Sustainable Development Goals (SDGs) at the current pace. Life expectancy has improved but remains among the lowest in South Asia. Progress in reproductive, maternal, and child health is also inadequate, and Pakistan remains one of only two countries where polio is endemic.
