In a sweeping enforcement action, the Uttar Pradesh State Transport Department on Friday said it has cancelled over 8,000 transport permits and suspended over 700 for violations ranging from expired validity to breach of statutory conditions.
The move, aimed at tightening compliance and improving road safety, also saw three permits linked to fatal crashes -- each involving four to five deaths -- revoked with a one-year ban on fresh issuance to the operators concerned, it said.
According to an official statement, the decisions were taken at a meeting of the
State Transport Authority
(STA) held on August 7, where members reviewed permit matters, clean-fuel compliance in the National Capital Region (NCR), school vehicle safety, and the functioning of
Accredited Driving Training Centres
(ADTCs).
"A total of 8,322 permits were cancelled to ensure strict compliance with age limits, expiry and other statutory conditions... It was decided to suspend 738 permits for 45 days," the statement said.
Notices have been issued to 1,200 permit holders whose permits expired more than seven years ago without renewal, while pending renewal and transfer applications have been disposed of in line with the Motor Vehicles Act provisions, it added.
"These decisions of the State Transport Authority (STA) have been taken keeping road safety, passenger interest, and environmental protection paramount. There will be strict action on rule violations, while service continuity will also be ensured by approving permits on essential routes. All operators are expected to fully comply with legal provisions and permit conditions," Transport Commissioner Brajesh Narain Singh said.
The STA also approved measures to curb vehicular pollution in the NCR, in line with the Commission for Air Quality Management (CAQM) directives. From November 1, 2025, only BS-VI CNG, LNG or electric light, medium, and heavy goods vehicles will be allowed entry into the NCR, while from November 1, 2026, buses entering the region must run on CNG, electricity, or BS-VI diesel. These requirements will be incorporated into permit conditions.
For school vehicles, divisional transport authorities have been directed to strictly enforce fitness and safety norms, with violations leading to action against the vehicle's permit, according to the statement.
The STA also acted against non-compliant ADTCs, cancelling 11 letters of intent where the institutions failed to set up training centres within a year. New centres will only be approved in line with national rules and after verification by authorised testing agencies, it stated.
In a move to improve monitoring, the STA emphasised strict adherence to Rule 103 of the Uttar Pradesh Motor Vehicles Rules, 1998, mandating detailed daily records for each transport vehicle.
It also proposed a NIC-developed online module integrated with VAHAN 4.0 to record vehicle operation details, driver hours, routes, and passenger or goods data accessible to transport authorities for inspection.

Police followed the vehicle for a few kilometres but called off the chase to avoid triggering an accident. The cab driver then dropped off the passengers and fled, and was arrested later that night, police said on Friday. While the woman can be seen shouting in panic and the children are crying, the father can be heard saying, 'I have kids with me, please stop, I will pay the fine.' The accused was identified as Nasim (one name), who registered himself as 'Sonu' with the cab aggregator, police said. He is from Palwal in Haryana and lives in Sarfabad in Nodia Sector 113. 'At 1.30 pm on Thursday, I booked a cab for Connaught Place in Delhi from Noida Sector 119 through an online transportation service. After we boarded the cab, a Maruti Suzuki WagonR, the cab driver spotted a police checkpoint near Sector 119 and suddenly sped up to evade the police,' said Sanjay Mohan, who recorded the video and uploaded it on social media. 'After a ride of 3-4km at high speed, he dropped us. I don't know where he dropped us, but during the ride, he hit another two-wheeler near a roundabout in a bid to escape,' added Mohan. Police said the cab dropped Mohan and his family at Transport Nagar in Noida Phase 3. Mohan said he uploaded the video on his social media account and Noida police took cognizance. Police said that a police interceptor had spotted the speeding cab and followed it for a few kilometres, but when they saw that the driver was rashly driving and could cause a major accident, they stopped following the cab. They arrested the driver on Thursday night after tracking him down with the help of his car's registration number. 'A case under sections 281 (rash driving), 137(2) (kidnapping), 127(2) (wrongful confinement), 319 (cheating by personation), 318(4) (cheating), 336(2) and 338 (forgery) of Bharatiya Nyaya Sanhita was registered against Nasim at Phase 3 police station,' said Shakti Mohan Avasthy, deputy commissioner of police, Central Noida. 'We also issued a challan of ₹29,250 for speeding, not possessing a driving licence, disobedience of any direction given by authority, lack of reflective tape, driving without a permit, and an uninsured vehicle under the Motor Vehicles Act against the vehicle owner, and also seized the car,' he added. 1 2 Nagpur: In a move contradicting earlier directives, deputy commissioner of police (traffic) Lohit Matani on Thursday ordered traffic personnel to film rash and negligent drivers on city roads and use the footage to register FIRs under Section 279 of the Bharatiya Nyaya Sanhita. The instruction is aimed at curbing speeding, wrong-side driving, triple-seat riding, and driving by minors. Barely a month ago, CP Ravinder Singal, during the launch of Operation U-Turn on July 10, barred traffic cops from using mobile phones to capture violations. State ADGP (Traffic) Kulwant Kumar Sarangal had also earlier directed police across Maharashtra to refrain from using personal devices for such purposes. Matani has directed every traffic cop to register at least 10 such cases daily, aiming for 100 actions citywide, to instill discipline on the roads. "Video evidence is critical. For minors driving vehicles, FIRs will be filed under Section 199A of the Motor Vehicles Act, which carries penalties of up to 25,000 and three years' imprisonment. Parents or guardians in whose name the vehicle is registered will also face charges. Matani also stressed strict action against drivers using the wrong side, speeding, and triple-seat riding. "These are different forms of rash driving. We must enforce the law consistently to bring discipline," he said. Emphasising that technology like CCTVs and e-challans can assist only "in 10% traffic regulation", Matani said the "90% contribution" comes from officers' presence at designated points. He warned that surprise checks would be conducted, and absence from assigned duty spots would invite action. The DCP further ordered an immediate response to congestion points and continuous patrolling by traffic inspectors. "If you delay by even 15 minutes, the situation worsens. Be there immediately to clear jams," he said. The aggressive enforcement comes amid concerns over rising accidents in both daytime and evening hours. Pune: An 18-year-old girl was crushed by a truck that turned on its side while trying to navigate a sharp turn on the Mhalunge-Nighoje Road on Tuesday morning. The accident occurred around 9.45am, when the victim was walking along the road. She was identified as Riya Sahani, a resident of Nighoje in Khed taluka. Sahani's brother, Rahul (25), lodged a complaint with the police after the incident. The Mahalunge MIDC police have arrested the truck driver on the charge of causing death by negligence.
