China quietly issues 2025 rare earth quotas, sources say

The government issued the first set of quotas for the year only in June, without the usual public statement, said the sources.
China has quietly issued its first 2025 rare earth mining and smelting quotas without the typical public statement, sources with knowledge of the matter said this week, another sign of Beijing tightening its control over the crucial sector.
The quotas are closely monitored as a barometer for the global supply of rare earths, a group of 17 elements used in electric vehicles, wind turbines, robots and missiles. China is the world's largest producer of the minerals and the government typically issues them twice a year to state-owned companies but they have been delayed in 2025.
The government issued the first set of quotas for the year only in June, without the usual public statement, said the sources, with one of them saying the companies were told not to share the numbers for security reasons. These details are being reported here for the first time.
The sources did not give the quota volumes.
China is increasingly sensitive about rare earths and its control over the supply, which it has been willing to assert amid its trade discussions with the US and European Union.
Beijing added several of the elements and related magnets to its export restriction list in retaliation for US tariff hikes, cutting off supply and forcing some automakers outside China to partially shutter production.
In the previous four years, China's Ministry of Industry and Information Technology issued the first batch of quotas in the first quarter of the year in an announcement on its website.

The Ministry did not immediately reply to a request sent by fax for a comment on why the information has not been publicly issued.
In 2024, China issued two batches of mining quotas for 270,000 metric tons, with annual supply growth slowing to 5.9 per cent from 21.4 per cent in 2023.
The smelting and separation quota in 2024 was also in two batches, totalling 254,000 tons, up 4.2 per cent from 2023.
Beijing has used the quota system, first introduced in 2006, and corporate consolidation to tame the industry and give officials control over output.
Beijing has narrowed access to the quotas, with only two state-owned groups - China Rare Earth Group and China Northern Rare Earth Group High-Tech - eligible in 2024, down from six previously.
The quotas were delayed in 2025 partly because of a proposal in February to add imported ore into the quota system, which sparked opposition from companies that rely on imports and were concerned they could lose access to feedstock, according to the two sources and an additional source with knowledge of the matter. The fast-growing London-based fintech company was valued at $45 billion last year through a secondary share sale to new and existing investors. Swiss-based Sauber are becoming the factory Audi team in 2026, when Formula One starts a new engine era with major rule changes and an 11th team on the grid with the arrival of Cadillac. Jonathan Wheatley, principal of the Audi team, said the deal had been put together in less than four months and had obvious benefits for both sides. "If you imagine we need to engage with our fans, we need a partner that's going to help us do that," Wheatley told Reuters in a video call. "We need to expand hugely into this incredible global space that Formula One is in at the moment, and we need to become the most attractive team in Formula One." Revolut has more than 55 million customers but has no physical branches. It gained a banking licence in Britain in 2024, after a three-year wait, and has global expansion plans. Antoine Le Nel, Revolut's chief marketing officer, gave no financial details of the F1 partnership but said the company was in for the long run with Audi and aiming for 100 million customers by 2027. He said Revolut had been looking for a platform to help the company build on its expansion. "I think we have a true opportunity to really bring F1 to a huge audience," he told Reuters. "From a retail perspective as well as a business perspective, I think there's going to be a lot of opportunities for us to connect the fan base to the sport through the Revolut platform." Le Nel said Audi taking on the established teams in Formula One was like Revolut competing against traditional banks. "If you look at Audi, very premium German brand dominating its market, it's where we want to be," he said. "It's a way for Revolut to elevate and get to where Audi has been for such a long time." High gold prices ‘a nightmare': French luxury jeweller Boucheron's CEO

[SINGAPORE] The European Union and the United States may have averted a trade war when they made a tariff deal this week, but manufacturing costs remain a nightmare for French luxury jeweller, Boucheron. This is because gold prices have been rising steadily – up almost 40 per cent year on year and close to 70 per cent from five years ago. Yet, the maison has only raised prices by 3 per cent annually, just like it did before gold prices started spiking, says its chief executive officer, Helene Poulit-Duquesne. 'We do not pass on to clients the rise in cost of production, which I believe is a good way of treating them,' says Poulit-Duquesnet over a teleconference call from France in early July. Speaking to The Business Times in conjunction with the launch of Boucheron's latest high jewellery collection, she added candidly, 'It's (also) a nightmare for us because we have to cut our margins'. PHOTO: BOUCHERON Despite that, the Kering-owned brand, which does not disclose sales figures, must be doing extremely well, as Poulit-Duquesne is 'very happy' with its performance. Boucheron's business has been growing strongly everywhere apart from Europe, where things have been 'difficult'. Since she took the helm after leaving Cartier as its director for international client and business development a decade ago, the avid horse rider has done much to raise the brand's profile and expand its business. Boucheron has more than doubled the boutique count from about 40 to some 95 stores around the world, with 17 in China and three in America – all opened within the last six years. Sign Up Sign Up More men are also wearing jewellery today – a trend Poulit-Duquesne says started in Asia – and something she'd been fighting for, for years. 'We were really the first, five years ago, to put high jewellery on men and at that time, all the journalists were super surprised. But it was not for the purpose of creating collections for men but because we thought our jewellery is above gender. Then two years later, all the competition decided to put high jewellery on men.' High jewellery continues to be 'super resilient' in the face of a gloomy economic environment as its buyers consider items in the category to be an investment. The segment's boom led Poulit-Duquesne to expand capacity by acquiring a high jewellery workshop with about 60 artisans in late 2023. This takes care of its ability to produce jewellery for the top-end of the market for the next 10 years. For Boucheron, high jewellery refers to pieces priced above 250,000 euros (S$371,553), fine jewellery to those priced between 50,000 and 250,000 euros and jewellery for those below 50,000 euros – which makes up over 80 per cent of its turnover. The maison launches two high jewellery collections every year – Histoire de Style in January, where creative director Claire Choisne casts a fresh eye on archival designs, and Carte Blanche in July, where she has total creative freedom. Impermanence, like previous Carte Blanche high jewellery collections, uses unusual and avant-garde materials. PHOTO: BOUCHERON Its latest Carte Blanche collection, Impermanence, was inspired by the Japanese philosophy of wabi sabi and the art of ikebana. The very innovative, 28-piece collection is designed around six delicate botanical compositions. Like previous collections, they are crafted from unusual and avant-garde materials such as borosilicate glass, ceramic, rock crystal and Vantablack coating – said to be the darkest material on earth. But is it justifiable for Boucheron to charge top-end prices for non-precious materials? 'At Boucheron, we have a precise answer to that,' says Poulit-Duquesne. 'We question what is precious, because what gives value to the piece is not only the precious materials we're using, but the emotion that the product gives to our clients. This allows Claire to use pretty much every material in the world and the reason why she's so innovative.' She says the maison sees its products as works of art – which some of its clients are collecting. 'Of course, we use diamonds and precious metals, but it's just like when you buy a painting, you don't think about the price of the materials used. What you buy are the aesthetics, the poetry, the emotion.'

Asia: Markets mixed as China-US talks end, eyes on tech earnings

[HONG KONG] Asian markets were mixed on Wednesday as investors kept tabs on China-US developments after they agreed to further talks to extend their trade truce, while eyes were also on tech earnings and a key Federal Reserve meeting. After deals were reached with the European Union and Japan over the past week, focus has been on negotiations between Washington and Beijing to extend an agreement to lower eye-watering tariffs that threatened the world's top economies. The two-day meeting in Stockholm ended without a resolution but with the US team voicing optimism they could announce a second 90-day truce. Neither side has made public any details, although US Trade Representative Jamieson Greer said President Donald Trump would have the 'final call' on any extension. Treasury Secretary Scott Bessent called the tone of the talks 'very constructive'. Chris Weston at Pepperstone said: 'Progress on a further extension remains the well-subscribed base case, but Trump holds the final call on that, and we note there is still ample time until we reach the deadline of 1Aug 12. Sign Up Sign Up 'For now, the markets are unperturbed by what they hear and have a further impending 90-day extension fully priced.' The general feeling is that the moratorium will be extended but there remains some nervousness, with many other countries still to reach agreements ahead of Trump's Aug 1 deadline. In early Asian trade, Tokyo was flat, while Hong Kong, Singapore and Manila were down and Shanghai, Sydney, Seoul, Wellington, Taipei and Jakarta rose. Among those countries still to reach a deal are Brazil and India, with the South American giant facing the threat of 50 per cent tariffs. On Tuesday, the president said New Delhi could face a 20 to 25 per cent rate, adding: 'India has been a good friend, but India has charged basically more tariffs than almost any other country. 'You just can't do that.' Major earnings releases from tech titans Meta and Microsoft are due on Wednesday, with Amazon and Apple coming on Thursday. 'It's been a solid US reporting season so far, but these mega-cap names need to run it hot and blow the lights out, given the bar to please has been sufficiently raised,' Pepperstone's Weston said. As well as the results, focus will be on the firms' forecasts in light of Trump's tariffs and their colossal investments in artificial intelligence. The Fed is widely expected to stand pat on interest rates on Wednesday, but investors will be looking for any hint of a cut in September after recent economic data indicated some softening in the labour market. Oil prices held Tuesday's gains of more than three per cent - their biggest in six weeks, according to Bloomberg News - after Trump reiterated his warning of fresh sanctions on Russia unless it reaches a truce deal with Ukraine.
