IAS Officer Who Scripted Nitish Kumar Success Stories Gets Top Bihar Job
The year is 2006. Bihar cadre IAS officer Pratyaya Amrit, then in his late 30s, is on central deputation in Delhi. The 1991-batch IAS officer has earlier served in Jharkhand's Dumka and Simdega, then in Bihar, and moved to the national capital for a five-year central posting.
Six months before his deputation is to end, Mr Amrit gets a phone call. On the other side is a top Bihar bureaucrat. "Would you mind returning to your home state? There's plenty to be done here," the caller says. Soon after, Mr Amrit packs his bags and leaves for home.
The 2005 Assembly election was a watershed moment for Bihar. Nitish Kumar became the Chief Minister and worked towards fulfilling his promise of transforming Bihar, reeling under the corruption and neglect of the Lalu Yadav era. The new Chief Minister started identifying bright IAS officers of the Bihar cadre on central deputation. They were called up and asked to come and serve their state. Mr Amrit found his calling in that call.
What followed was the jugalbandi of an energetic Chief Minister, fully in his 'Susashan Babu' avatar, and a sharp bureaucrat who gets work done. From roads to bridges to power to the fight against Covid, Mr Kumar has repeatedly relied on Mr Amrit and given him key responsibilities and he has delivered. And now, as the JDU chief is at a crossroads, with his rivals claiming that he is past his prime, he has yet again turned to his trusted officer. And Pratyay Amrit has been chosen as Bihar's next Chief Secretary months ahead of the polls.
Now serving as Development Commissioner for Bihar Vikas Mission, Mr Amrit will take charge as the state's top bureaucrat on September 1. He will succeed current chief secretary Amrit Lal Meena, who retires this month.
The Beginning
Mr Amrit shares his native Gopalganj district with RJD founder Lalu Prasad Yadav. He comes from a family of teachers. His father, Ripusudan Srivastava, served as a college lecturer and former vice-chancellor of Bhupendra Narayan Mandal University and his mother, Kavita Verma, was also a lecturer. Mr Amrit's sister, Pragya Richa, is an IPS officer.
An alumnus of the prestigious St Stephen's College, Delhi, Mr Amrit completed his post-graduation in ancient history and topped Delhi University. He cleared the UPSC civil services entrance exam in his second attempt.
An Illustrious Career
During his IAS probation in Dumka (then in Bihar), Mr Amrit is said to have learnt Santhali, the local language, to build better connections with the people. As the subdivisional magistrate of Simdega, he busted gambling rackets. While on central deputation, he was called back to Bihar to take charge of the Bihar Rajya Pul Nirman Nigam Private Limited. The government organisation was on the verge of being liquidated. One man believed a turnaround is possible -- Nitish Kumar and he bet on Mr Amrit to get this done. A bureaucrat who thrives in tight deadlines, Mr Amrit oversaw the construction of 1,123 bridges across the state within seven years.
In 2011, Mr Amrit received the Prime Minister's Excellence Award in Public Administration. The certificate read: "Bridging the gap: For turning around a dying Bihar State Bridge Construction Corporation into a profit-making unit."
His next task was rural electrification. As Chairman and Managing Director of Bihar State Power Holding Company Limited, Mr Amrit oversaw the electrification of nearly 40,000 villages.
A Different Juncture
Mr Amrit's new posting comes at a time when Nitish Kumar's development story is waning. The 74-year-old Chief Minister, now slowed down by age, faces a crucial election in a few months. Over the past few years, the BJP has expanded in Bihar and Mr Kumar's JDU has lost ground. On the opposite side is the Rashtriya Janata Dal, led by Lalu Yadav's younger son Tejashwi Yadav, and the Congress.
Nitish Kumar's favourite bureaucrat is about to take over as Chief Secretary with only a few months to go before the polls. Is it enough time for him to script another success story? Nitish Kumar would be hoping it is.

Governor RN Ravi reserves Kalaignar University Bill for President's assent, delays new varsity launch
CHENNAI: Governor RN Ravi has reserved the Kalaignar University Bill, passed by the legislative assembly to form a new university in Kumbakonam with the chief minister as chancellor, for the President's consideration. 'The governor has not given immediate assent to the bill but has instead, referred it to the President for a decision. This will further delay the process of formation of the university as we have to wait for the President's reply, ' said a higher education official. The President can either give assent, withhold assent, or return the bill for state government had announced the new university in the name of former Chief Minister M Karunanidhi in Kumbakonam in this year's budget. The bill proposed that the chief minister (presently MK Stalin) will be the chancellor of the university and the higher education minister would be the pro-chancellor. The bill was moved in the legislative Assembly in April this year and later sent to governor for his assent. Chezhiaan had announced that the university would start functioning from academic year 2025-26 only, however due to delay in governor's assent the department could not inaugurate the varsity, said a higher education official. Stalin and higher education minister Govi Chezhian had expressed their displeasure, claiming the governor had been sitting on the bill for three months and that the government was considering moving the SC again. The Supreme Court's landmark judgment in April approved 10 amendment bills that curtailed the governor's powers to appoint V-Cs in 18 of the 20 state-run universities. However, another bill to amend the University of Madras Act is also pending President's approval. Apart from approving the bills, the SC also set a timeline for governors to act on bills.

Bihar Cabinet approves domicile policy in school teachers' appointment
In order to implement the domicile policy in the State, the Bihar cabinet chaired by Chief Minister Nitish Kumar on Tuesday (August 5, 2025) gave its nod to 'Bihar State School Teacher (Appointment, Transfer, Disciplinary Action & Service Conditions) (Amendment) Rules 2025' as per which people hailing from Bihar alone will be eligible for appointment as school teachers in the State. As per Rules 2025, the students who have passed matriculation and intermediate from the State will get priority in the appointment of education department's jobs— both in teaching and non-teaching, Cabinet Secretariat Department's Additional Chief Secretary S. Siddharth told reporters in a post cabinet briefing. Mr. Siddharth added that the move would enable around 85% of reservation in jobs for the people originally hailing from the State. Only 15% will be left open as an unreserved category in which people from across the country can appear for the examinations for getting jobs, he said while asserting that 'domicile policy has been implemented in the State.' The Rules will come into effect with the holding of Teachers Recruitment Examination (TRE)-4 which is scheduled to be held this year (2025) and TRE-5 which will be held in 2026. Mr. Kumar had on Monday (August 4, 2025) directed education department officials to amend the relevant rules to give priority to the people of Bihar in the teacher appointment. The State government on July 8, 2025 had approved 35% reservation in all the government jobs 'only for women domicile'. The women from the State have been getting the benefit of 35% reservation in State government jobs since 2016. The Cabinet also decided to hike in the honorariums of support staff working in education, health and rural development departments which include school cooks, watchmen, physical education instructors, Mamata, ASHA and sanitation workers The Cabinet approved the Education Department's proposal to change the reference date to complete 75% attendance to avail the various benefits like scholarships, uniform and bi-cycle through Direct Benefit Transfer (DBT). Mr. Siddharth said that the reference date will now be April 1 to July 31, 2025 as against the existing reference date of April 1 to September 30. The decision will be applicable to all the government, government aided (including minority) secondary and higher secondary schools. With a view to provide better and quality education to the students through digital medium, the Bihar Cabinet also gave its nod for opening a 'digital library kendra' in all 243 Assembly constituencies of the State. The 'digital library kendra' in every Assembly constituency will be set up under Mukhya Mantri Digital Library Yojana at an estimated cost of ₹94.50 crore. 'The digital library will be set up in a panchayat building, block office, municipal council building, nagar panchayat building, community halls, school and college premises having additional space for the purpose and other places,' Mr. Siddharth said adding that each library will have 10 computer terminals equipped with electricity and high speed internet connectivity. In another important decision, the Cabinet approved the energy department's proposal for setting up a 2400 MW (800 MWX3) thermal power plant in place of a solar power plant at Pirpainti in Bhagalpur, Mr. Siddharth said. The Cabinet also gave its nod to run inter-State bus service on a PPP mode in order to deal with the rush of passengers between Durga puja and Chhath and during Holi, Mr. Siddharth said. Around 6,000 people from Delhi, Uttar Pradesh, Punjab, Haryana and Rajasthan come to Bihar during the festivals on a daily basis, a Cabinet press note said. As per the scheme, Bihar State Road Transport Corporation, Patna will have an agreement with private bus operators for starting service for a period of five years . A total of ₹35.64 crore will be spent during a period of five years. The Cabinet gave its approval for expansion of industrial areas to promote investment and creation of employment opportunities in different districts. Total 36 decisions were approved in the Cabinet meeting.

In outreach to youth, women, Nitish plays domicile card in jobs before polls
Barely a few months before the Bihar Assembly elections, the Nitish Kumar-led NDA Cabinet on Tuesday cleared the implementation of a domicile policy in mass recruitment of teachers under the Teachers Recruitment Examination (TRE), providing over 85% reservation for it for natives of the state, which will start with the TRE-4 to be held later this year for 1.10 lakh jobs. On July 8, the NDA government had earmarked the existing 35% women reservation in government jobs for native Bihar women. This quota, in force since 2016, had earlier been open to women from other states as well. The government's Tuesday move came a day after Chief Minister Nitish Kumar directed the state education department to amend the rules to prioritise Biharis in the teachers' appointment. In a social media post Monday, Nitish, who is also the JD(U) chief, said: 'We have been constantly working to improve the education system of the state ever since our government was formed in November 2005. Teachers have been appointed in large numbers in order to strengthen the education system….The education department has been directed to amend the relevant rules to give priority to the people of Bihar in the teachers' appointment.' The NDA government's decision, coming on the eve of the Assembly polls, assumes significance as it is aimed at wooing the vast constituencies of youth and women across the state. Even though the Nitish government had first announced a domicile policy in 2020, it was not implemented in any recruitment examinations. The government later reversed its decision, which led to protests in subsequent years by various student associations. The TRE-4 would thus mark first time when native Bihar candidates, including 35% women, would avail benefits of a domicile policy. On the Cabinet's decision, Bihar additional chief secretary S Siddharth told reporters, 'Bihar Cabinet gave its nod to 'Bihar State School Teacher (Appointment, Transfer, Disciplinary Action & Service Conditions) (Amendment) Rules 2025' under which people hailing from Bihar alone will be eligible for appointment as school teachers in the state'. As per these amended rules, students who have passed matriculation (Class 10) and intermediate (Class 12) from Bihar will get priority in the appointment of education department's jobs, both in teaching and non-teaching ones, said Siddharth, adding that the move would enable natives of Bihar to avail of over 85% job quota. This would leave candidates from other states to appear for examination for only 15% of these jobs. About 60,000 teachers hailing from outside Bihar had been appointed through three TREs conducted over the last five years. Jobs have emerged as one of the key issues in the run-up to the Bihar polls, with a large section of youths and students holding protests over the last several months to press for a domicile policy for recruitment in government jobs. RJD leader and Leader of the Opposition (LoP) Tejashwi Yadav and Jan Suraaj Party chief Prashant Kishor have been among the Bihar leaders who have called for a state domicile policy. Tejashwi has even promised 100% reservation across all jobs if the RJD-led Opposition Mahagathbandhan comes to power in the upcoming polls. In his reaction to Nitish's move, he accused the NDA government of 'copying' the Opposition's agenda. Union minister and LJP(RV) chief Chirag Paswan, an NDA ally, has also favoured a domicile policy to give priority to Bihar youths in government jobs. Dilip Kumar, a student leader who led several protests over non-implementation of a domicile policy, said: 'It is a victory of all Bihar students. We always believed in son-of-soil principle. When other states had not opened avenues for us, our government has now done the right thing by rolling out a domicile policy.' Over the last couple of months, the Nitish government has taken various populist measures, which include the hiking of social security pension from Rs 400 to Rs 1,100 per month and the allotment of 125 unit free electricity to all domestic consumers in the state, numbering 1.67 crore families. More sops The Nitish Cabinet Tuesday also raised the honorarium of midday meal scheme cooks from Rs 1,650 to Rs 3,300 per month, benefitting 2,18,622 cooks. The honorarium of 6,000 night watchmen working in secondary and higher secondary schools has been doubled from Rs 5,000 to Rs 10,000. The honorarium of 2,350 physical education and health instructors has been increased from Rs 8,000 to Rs 16,000. The Cabinet also increased the monthly incentives of the ASHA and community health workers from Rs 1,000 to Rs 3,000.
