Why are they protesting in Bengaluru?
The protest comes months after Chief Minister Siddaramaiah, in his Budget speech, promised to introduce the Shepherds' Protection and Prevention of Atrocities Bill. While the government has since proposed the Traditional Migratory Shepherds (Protection Against Atrocities and Provision of Welfare) Bill, 2025, herders argue that the draft legislation does not go far enough.

In a memorandum submitted to the government, the Traditional Shepherds' Welfare Protection Struggle Committee alleged that community members have been subjected to life threats, murders, rapes, theft of livestock, and even bribe demands from forest department officials. The committee cited recent violent incidents in Bagalkote, Bidar, and Dharwad districts as evidence of the risks shepherds face, calling the attacks 'a grave question on humanity.'
Protesters said their demand for a dedicated law has been pending for years, stressing that welfare measures such as hostel facilities, educational reservations for shepherds' children, health insurance, and market support for sheep rearing must be legally guaranteed.

While welcoming the government's draft Bill, the shepherds urged that punishments and fines for atrocities be made more stringent, bail provisions for theft be tightened, and stricter action be taken against ineligible persons availing benefits meant for their community — along with officials who enable such misuse.

Uttarakhand Assembly clears amendments to UCC and anti-conversion Bills, new minority education law
The Uttarakhand Assembly cleared nine Bills amid uproar on Wednesday (August 20, 2025), including amendments to controversial Bills on the Uniform Civil Code (UCC) and religious conversion, and an equally controversial legislation related to minority education. Among the Bills passed in the Assembly session held at Gairsain, the summer capital of Uttarakhand, was the Uniform Civil Code (Amendment) Bill, 2025, which increases punishments with regard to illegal live-in relationships. The amendment to Section 380(2) says a married person entering a live-in relationship can be punished with jail term of up to seven years and fine. The government has also amended sub-sections of Section 387 which now says getting into a relationship by force, pressure or fraud will attract imprisonment of up to seven years and fine. The time limit for marriage registration, which needed to be done in six months, was extended to one year. A new Section was also inserted into the UCC. Under Section 390-A, the Registrar-General will have the power to cancel any registration related to marriage, divorce, live-in relationship or inheritance. The Freedom of Religion and Prohibition of Unlawful Conversion (Amendment) Bill, 2025, allows jail sentences ranging from three years to life term for persons found guilty of 'forced conversions'. Previously, the maximum jail term for a 'forced conversion' was 10 years. The Bill defines 'allurement' as 'any gift, gratification, easy money or material benefit, whether in cash or kind, employment, or by invoking divine displeasure'. Human trafficking and making threats to life attract sentences ranging from 20 years to life term under the 2025 Bill. Accused can also be booked for 'false promises of marriage' under the Bill. Hiding one's religion with the intention of marriage will attract imprisonment of three to 10 years, and a fine of ₹3 lakh. Speaking ill of one religion and praising another, and propaganda on social or digital media, will also be considered as participation in religious conversion. The government faced maximum opposition when passing the Minority Educational Institutions Bill, 2025, which extends the benefits of minority status to educational institutions of Sikh, Jain, Christian, Parsi, and Buddhist communities. With the passage of the Bill, all madrasas running in the State will have to seek affiliation from the Uttarakhand Education Board by July 1, 2026, and then apply for minority status with the Uttarakhand State Authority for Minority Education (USAME). Only if the necessary conditions are fulfilled will the institutions be granted minority educational status and unrecognised madrasas will be shut down. The government, however, deleted an earlier proposal on the request of Kashipur MLA Trilok Singh Cheema, who had sought the removal of the 15% reservation cap for non-minority students in educational institutions run by minorities. Apart from these, the Assembly also cleared the Supplementary Appropriation Bill, 2025; Uttarakhand-Uttar Pradesh Shri Badrinath and Shri Kedarnath Temples (Amendment) Bill, 2025; Uttarakhand Private Universities (Amendment) Bill, 2025; Uttarakhand Witness Protection Repeal Bill, 2025; Uttarakhand Panchayati Raj (Amendment) Bill, 2025; and Uttarakhand Loktantra Senani Samman Bill, 2025. The five-day Assembly session, which started on August 19, ended sine die within two days, amid protests by the Opposition leaders who demanded a debate on disaster management issues and law and order in the State under Rule 310. The demands were made citing the recent flash flood in Dharali, where around 68 people went missing and the alleged abduction of five of Congress members during recently held panchyat election. Chief Minister Pushkar Dhami presented the supplementary budget of ₹5,315.89 crore during the three-hour session on Wednesday (August 20, 2025).

Odisha: Man arrested for raping girl for over 8 months
Agency: Berhampur (Odisha), Aug 20 (PTI) Odisha Police have arrested a 26-year-old man from Surat city in Gujarat for allegedly raping a girl from Berhampur several times over the last eight months, police said on Wednesday. The accused, who hails from Uttar Pradesh's Jaunpur district, was arrested by a team of Berhampur Town police station on Sunday, Berhampur Superintendent of Police Saravana Vivek M said. The accused was an autorickshaw driver in Surat. He was produced before a court in Surat and then brought to Odisha on transit remand, following which he was produced before a court here on Tuesday night, he said. According to the police, the girl went to Surat alone in November last year after a misunderstanding with her family members. She met the accused at Surat railway station. As the victim was searching for a job there, the accused enticed her for a job and took her to his house and allegedly repeatedly raped her, another police officer said. She was one of the 55 women and children rescued by the police under the ongoing 'Operation Anweshan' launched by Odisha Police to rescue the missing and kidnapped children and women. The drive started on Monday and will continue for a week. After being rescued, the 17-year-old victim was lodged in a rescue centre here, he said. 'In the last two days till Tuesday, we have rescued around 44 victims which included 32 women and 12 children," said Ganjam Superintendent of Police Subhendu Patra. The Berhampur SP said they have rescued around 10 children and women during the period. Notably, Ganjam district has two police districts — Ganjam and Berhampur. Around 50 Delhi schools receive fresh bomb threats, declared hoax
Agency: Last Updated: New Delhi, Aug 20 (PTI) Around 50 schools in the national capital received bomb threats on Wednesday through e-mail, which were later declared 'hoax', officials said. Police sources said that around 50 schools received bomb threats via e-mail, which were from the same group named 'Terrorizers 111' that had sent the mail on Monday. In the mail, which was sent to schools on Tuesday night, the group demanded 2,000 Dollars in cryptocurrency. 'We are the Terrorizers 111 group. We have planted explosives inside your building, and others across the city. Devices include high-yield C4 bombs and timed charges placed in classrooms, auditoriums, staff rooms, and school buses, designed to cause maximum casualties. We have breached your IT systems, extracted student and staff data, and compromised all security cameras," the threatening mail read. The mail also demanded the transfer of money to an Ethereum address, or within 48 hours, the bombs would be detonated. 'Evacuate all schools and suspend operations immediately to avoid loss of life. Any attempt to contact authorities will trigger immediate detonation and public release of your sensitive data. Terrorizers 111 Group does not forgive or forget. Payment is your only option to prevent disaster. Act now," the mail said further. The DAV Public School, Faith Academy, Doon Public School, Sarvodhaya Vidyalaya, Rahul Model School, Maxfort School in Dwarka, SKV in Malviya Nagar, and the Andhra School in Prasad Nagar were among the institutions that received the bomb threat. According to the Delhi Fire Services, information regarding bomb threats at two schools — SKV in Malviya Nagar and Andhra School in Prasad Nagar — was received at 7.40 am and 7.42 am, respectively. Police teams, along with fire personnel and bomb disposal squads, rushed to the premises immediately, officials said. The fresh threat came just two days after 32 schools across the city received similar threats on August 18, which later turned out to be hoaxes.
