Over 2,500 more illegal structures in blue line; PCMC vows to continue action

The Pimpri Chinchwad Municipal Corporation (PCMC) will soon begin action against 2,534 illegal structures located within the blue flood line zones. These were identified during a survey conducted last year, and the demolition drive will be carried out in phases, officials said.
Of the 2,534 identified structures, 1,392 are residential, 1,118 commercial, and 24 include tin sheds and under-construction buildings. These are located within the flood-prone blue line zones of the Pavana, Indrayani, and Mula rivers.
Shekhar Singh, PCMC municipal commissioner, said, 'The drive will be undertaken in a phased manner. Demolition of buildings within the blue flood line of the Pavana, Mula, and Indrayani rivers will begin soon to prevent potential loss of life and property.'
Flood lines are demarcated by the irrigation department based on flood risk assessments, and any construction activity within these zones is prohibited.
Raju Savle, a civic activist, criticised the planned action, alleging double standards by the PCMC. 'The civic body itself has carried out construction in blue line zones for various projects. When citizens do the same, it is labelled illegal. Many of these constructions were previously approved by the PCMC,' he said.
Savle pointed specifically to PCMC's River Front Development (RFD) work being carried out within the blue line.
Last September, PCMC initiated a similar demolition drive, razing 27 structures spread across 37,900 sq ft in the blue line zones of the three rivers. Notices were issued to owners of 1,092 structures. However, following political pressure and persistent heavy rains, the action was temporarily halted.

"He had taken her along claiming they were going on a vacation, and drove to Delhi," the police officer said. During his time on the run, the officer said Chavan avoided using debit cards, paid only cash and even picked shops that didn't have CCTV. He also kept moving, from one place to another. The police officer, citing interviews with Chavan, said he decided to go on the run soon after Warje police registered a case against him, for allegedly threatening Vaishnavi's father with a gun. The Pimpri Chinchwad police official said Chavan, along with his girlfriend - she has not been named in any FIR or case - first headed to Delhi, where it's believed they stayed for a day or two. "He then sent her back to Pune and proceeded to UP, en route to Nepal. Sometime during this trip, he used his girlfriend's high-end smartphone to video call a contact in Pune. Chavan used an end-to-end encrypted app, thinking the call would not be traced, but we had already put his Pune contact's phone under surveillance," the officer said. In fact, PCMC police's cyber wing was already monitoring calls to Chavan's close friends and relatives. "After that one call he placed to Pune, our cyber cell, led by assistant police inspector Pravin Swami, were alerted and they soon managed to get the IP address of the handset he used. They found that he was on a private bus. The team then managed to get CCTV footage from inside that bus, which confirmed he was on his way to UP from Delhi," the officer said, adding that from UP, Chavan managed to cross into Nepal. "When we discovered that he was in Nepal, Pimpri Chinchwad police commissioner Vinoy Kumar Choubey alerted his counterparts there and they helped us get the phone number of a local cab driver. We studied this driver's call history and the cyber cell zeroed in on one particular number, which Chavan had purchased in Nepal. We had his location," the officer said. Chavan was found staying at a low-budget lodge in Nepal's Bhairahawa (officially, Siddharthanagar), around 200km from capital Kathmandu. "We brought him to Maharajganj in UP where on May 30 (Friday), he was formally placed under arrest. We recovered three mobile handsets from him," the Pimpri Chinchwad police officer said. Police officials TOI spoke to said Chavan was making calls to Pune to stay updated on the investigation into Vaishnavi's death. On May 16, the 24-year-old was found hanging at her in-law's house in Bhukum. Her family have alleged that she was being harassed for dowry.

PUNE : The Pimpri Chinchwad police registered a case against three directors of a construction company on the charge of cheating homebuyers of Rs 5.37 crore in two separate projects — one housing in Hinjewadi and the other commercial in Rahatani . One of the buyers lodged a complaint with the Hinjewadi police on Tuesday on behalf of the others. The complainant, a resident of Hinjewadi, stated that the company took money by impressing upon them that it got permission to build up to 10 floors in either project. In reality, he said, the firm got permission to build only up to the fourth floor in Hinjewadi's housing project and up to the fifth floor at the commercial project site in Rahatani. The company had promised to hand over the flats by May 2020 but failed to deliver on the promise. After pursuing the matter in vain for five years, the buyers finally decided to lodge the complaint. "We invoked offences under sections 406 (criminal breach of trust), 409 (criminal breach of trust by merchant), 420 (cheating) of the Indian Penal Code and the relevant sections of the Maharashtra Flat Ownership Act," an officer from the economic offences wing of the Pimpri Chinchwad police said. He said the complainant booked a flat in the company's project in Hinjewadi in 2020. He was told by the directors that the firm got permission to build up to the 10th floor and accepted money from him. "The complainant was given receipts of every payment he made. Similarly, they took money from customers for their commercial project in Rahatani," the officer said. He said the complainant later found that the Pune Metropolitan Region Development Authority ( PMRDA ) gave permission to the company to build only up to the fourth floor in the Hinjewadi housing society site and the Pimpri Chinchwad Municipal Corporation (PCMC) gave permission to build up to the fifth floor in Rahatani's commercial project site. "The company promised the complainant possession by May 2020 and later extended the deadline for two more years," the officer said. The complainant stated that the company did not complete the construction work. Also, it did not register the agreement with the customers. "When the complainant did not get the flat's possession or his money back after waiting for at least three years, he approached us. So far, four customers have approached us. They were collectively duped of Rs5.37 crore. Our investigations are on," the officer said.

PCMC kicks off Kasardi river rejuvenation work

Navi Mumbai: With the Raigad collector's approval to transfer over Rs 17.4 crore to the Panvel City Municipal Corporation (PCMC), the civic body has started the process for the restoration and rejuvenation of Kasardi river, which passes through Taloja MIDC. PCMC additional municipal commissioner Ganesh Shete and his team, along with representatives from the Maharashtra Pollution Control Board, irrigation department, PWD and MIDC, recently inspected the most polluted stretch of the river. After the polluted river drew the attention of international media, a case was filed in the National Green Tribunal, which imposed a collective Rs 15 crore penalty on the Common Effluent Treatment Plant and industries in Taloja MIDC. The matter is sub-judice and was challenged in Supreme Court. During the May 14 inspection, Shete was informed that tankers were allegedly releasing chemical effluent at Ganesh Ghat at Navde village, off the Mumbai-Pune highway and Tondare village thus increasing the river pollution. MPCB was asked to take action against such companies. He also asked the CETP and MIDC to help process the chemical effluents already released into the river. ivic officials have been asked to screen the companies or industrial units indulged in releasing chemical effluents to the river stretch. Former corporator Haresh Keni of BJP said, "Ganesh Ghat beautification and a solid waste management project on the opposite side of the ghat remain a concern. Surprisingly, these lie in the village of Arvind Mhatre, the complainant in the NGT case. The polluted river stretches into the village side." PCMC is also focusing on finalising the flood level and river's lowest water level during the summer.
