Delay in payment for procured black gram prompts rebuke from Thoothukudi Collector

Collector K. Elambahavath on Thursday criticised officials after learning that farmers had not yet been paid for the black gram that was procured four months ago. 'Like us, the payment is like their salary and their livelihood depends on it,' he said, while addressing the farmers grievance meeting here. Submitting their petitions at the monthly grievance meeting held at the Collectorate, farmers raised several issues including the revenue department's delay in issuance of crop loans. They said they had been made to run from village to village to obtain certificates stating they had no other landholdings. They urged officials to organise a consultative meeting with Block Development Officers to clear the invasive Prosopis juliflora, which served as a hiding place for wild boars. Pointing to non-payment for the procured black gram, the farmers said the delay had severely affected their livelihood. They also sought immediate disbursal of compensation for the crops damaged in the December 2024 rains and full subsidy for seeds and fertilizers for maize, green gram and black gram. In the Mukkani area, a private company was drawing water from the Tamirabharani using heavy duty pumps, creating deep pits, where people continue to drown, they said. In addition, they also urged that water from Papanasam and Manimuthar dams be released through the Sadayaneri canal to fill the tanks in Udangudi and Sathankulam areas. Since adequate water was available in dams, citing rules to deny release was inhumane. The rules must be amended, if necessary. Addressing the petitions. Mr. Elambahavath assured them that issues related to crop compensation and crop loans would be resolved soon. He directed the Block Development Officers to hold a consultation with farmers to prepare a detailed plan within a week to remove Prosopis juliflora to curb wild boar menace. Around 86,000 hectares of crops were damaged in December 2024 rain and a compensation proposal of ₹75 crore had been sent to the government, he said. Joint Director, Agriculture, R. Periysamay and other officials were present at the meeting.

Crop survey, birth and death registration must be carried out in time, Ballari officials told

Deputy Commissioner Prashanth Kumar Mishra has directed officials to ensure that the ongoing crop survey in the district must be conducted in a systematic and error-free manner, while delays in the registration of births and deaths will not be tolerated. Chairing a District-level Coordination Committee meeting at his office in Ballari on Tuesday, Mr. Mishra reviewed the progress of crop-cutting experiments, civil registration of births and deaths, crop area reconciliation and other related matters. Noting that 84% of sowing has been completed in the district for the current agricultural season, Mr. Mishra said that 1,760 field-level workers from the Agriculture, Horticulture, Revenue and Rural Development and Panchayat Raj departments have been deployed across five taluks to conduct the monsoon crop survey. 'So far, 1,704 crop-cutting experiments have been carried out. Form 1 must be mandatorily filled during the crop survey,' he said and directed departmental heads to ensure the completion of the exercise in time. On the issue of birth and death registrations, Mr. Mishra underlined that all registrations in both rural and urban areas must be completed within the stipulated 21 days as mandated under the Births and Deaths Registration Act. 'There should be no delay in issuing certificates. There should be no scope for middlemen. Citizens must be provided certificates promptly,' he said. District Statistical Officer N.K. Patribasappa told the meeting that between January and July 2025, 17,098 births were registered in the district, comprising 8,817 boys and 8,281 girls. During the period, 7,883 deaths were registered, including 4,667 male, 3,213 female and three persons belonging to minority gender groups. Responding to this, the Deputy Commissioner said that government and private health institutions across the district must mandatorily record all births and deaths occurring on their premises within the prescribed time. He noted that 3,388 cases of birth and death registrations remain pending in urban local bodies, including the Ballari City Corporation, and directed the District Health and Family Welfare Officer to issue notices to private health facilities responsible for delays. Additional Deputy Commissioner Mohammed Zubair, District Surgeon N. Basareddy, Joint Director of Agriculture Somasundar, officers of the Horticulture and Municipal Administration departments, Land Records and Survey Settlement officials, all tahsildars and other district-level officers were present.
