New Delhi, June 28 (UNI) Vice President Jagdeep Dhankhar today described as ''Nasoor'' (festering wound) and a sacrilege to the spirit of Sanatana the words secularism and socialism added in the Preamble of the Constitution during emergency, asserting that the Preamble should have been respected rather than tweaked, altered, and decimated.
''What a travesty of justice! First, we change something which is not changeable, alterable and then change it during Emergency. Preamble, the soul of the Constitution should have been respected rather than tweaked, altered, and decimated,'' he said at the Vice-President's Enclave marking the presentation of the first copy of 'Ambedkar's Messages' compiled by D. S. Veeraiah, author and former MLC Karnataka.
He regretted that a very serious work which could not be altered, had been changed ''casually, farcically and with no sense of propriety.''
Describing the Preamble of any constitution as its ''soul,'' he said Preamble of the Indian Constitution is unique.
Preamble is not changeable. Preamble is not alterable. Preamble is the basis on which the constitution has grown. Preamble is the seed of the Constitution. It is Soul of the constitution but this Preamble for Bharat was changed by 42nd Constitutional Amendment act of 1976, adding words Socialist, Secular and integrity'.
'We must reflect why our temples of democracy are sacrileged? Why are our temples of democracy ravaged by disruption?'
Dr. Ambedkar did painstaking work. He would have surely focused on it. The founding fathers thought it befittingly wise to give us that Preamble. No country's Preamble has undergone change — except Bharat. But devastatingly, this change was effected for Bharat at a time when people were virtually enslaved. We the people, the ultimate fountain of power — the best of them were languishing in jails. They were denied access to the judicial system…So, what a travesty of justice ! First, we change something which is not changeable, alterable — something that emanates from We the People — and then, you change it during Emergency. When We the People were bleeding — in heart, in soul — they were in darkness', he added.
'We are changing the soul of the Constitution. We are, as a matter of fact, by this flash of words, added during the darkest period of Emergency — the darkest period for the Constitution of the country. And in the process, if you deeply reflect, we are giving wings to existential challenges. These words have been added as Nasoor (festering wound). These words will create upheaval. Addition of these words in the Preamble during the Emergency signals betrayal of the mindset of the framers of the Constitution. It is nothing but belittling the civilizational wealth and knowledge of this country for thousands of years. It is sacrilege to the spirit of Sanatana', he further underlined.
Describing Dr Ambedkar as a visionary and statesman, the Vice President said Dr. Ambedkar should never be seen as a politician, he asked why was he given Bharat Ratna so late? Why so late? Why posthumously?

New Delhi: The Supreme Court will on Thursday take up a set of applications seeking the restoration of statehood to Jammu and Kashmir within a fixed timeframe. According to the causelist published on the apex court's website, a Bench comprising Chief Justice of India B.R. Gavai and Justice K. Vinod Chandran will hear the matter on Thursday, a day ahead of Independence Day. Last week, CJI Gavai agreed to retain the petitions on the hearing board after they were mentioned by senior advocate Gopal Sankaranarayanan. One of the applications, filed by Zahoor Ahmed Bhat and activist Khurshaid Ahmad Malik, argued that the prolonged delay in restoring statehood is "gravely affecting the rights of the citizens of Jammu and Kashmir and also violating the idea of federalism." The applicants contended that the absence of a time-bound framework for restoration amounts to a breach of federalism, which is part of the Constitution's Basic Structure. In its landmark verdict on Article 370, a five-judge Constitution Bench headed by then CJI D.Y. Chandrachud had left open the question of whether Parliament has the authority to extinguish statehood by converting a state into one or more Union Territories. The Bench relied on a statement by Solicitor General Tushar Mehta assuring that statehood would be restored to Jammu and Kashmir. During the oral hearings, SG Mehta, the second-highest law officer of the Centre, had told the court that the Union Home Ministry could not provide an exact timeline, saying it would take "some time" to restore statehood. Nevertheless, the Constitution Bench -- which also included Justices S.K. Kaul, Sanjiv Khanna, B.R. Gavai, and Surya Kant -- directed the Election Commission of India to hold Legislative Assembly elections in Jammu and Kashmir under Section 14 of the Reorganisation Act by September 30, 2024, and stated that "restoration of statehood shall take place at the earliest and as soon as possible." The verdict also upheld Ladakh's status as a Union Territory under Article 3(a) read with Explanation I of the Constitution, which allows the creation of a Union Territory by separating a territory from a state. In May 2024, the Supreme Court dismissed review petitions challenging this ruling, finding "no error apparent on the face of the record" and declining to list the matter for an open court hearing.

Haryana Chief Minister Nayab Singh Saini Wednesday took a jibe at Congress' Leader of Opposition in the Lok Sabha Rahul Gandhi and said that Congress won 10 seats in the state by margins ranging from 100 to 1,000 votes. 'If there were any faults in the EVMs, they would not have won these seats. People should not be misled on the issue. Congress members should explain this to their leader Rahul Gandhi and get him treated, as there is no cure for.' Prajapati community gets new identity CM Saini and his cabinet colleagues Wednesday distributed eligibility certificates to the members of Prajapati community across various parts of Haryana. The CM presided over the state-level function in Kurukshetra for distribution of these entitlement certificates to families belonging to Prajapati community. The programme was held simultaneously in all 22 districts and the certificates will benefit around 1,00,000 families with land entitlement certificates. Under the scheme, entitlement certificates have been issued in about 1,700 villages, granting the Prajapati community collective rights for soil excavation. A government spokesperson said, 'These certificates, issued under the Gram Shamlat Bhumi Niyamwali, 1964, not only grant the right to use the land but also provide legal authority to carry out their work without hindrance. This initiative will enable the Prajapati community to give a new direction to their art, help realise their dreams and allow them to manufacture products without having to travel far.' Describing the Prajapati community as hardworking, honest and skilled, Saini said that the art of making earthen pots has been an integral part of our cultural heritage. 'However, over time, this skill has not received the respect and opportunities the community deserves, and the necessary resources to connect the new generation with this art were not provided in time. Earlier, in every village, adequate land was available for the Prajapati community to source soil, but previous governments failed to address this need. During the Congress regime, even the workplaces of the Prajapati community were encroached upon. Not only that, those in power at the time conspired against the community and attempted to take away their livelihood. A superficial promise of allotting 100-square-yard plots in villages was made, but those plots were carved out from the very land where the Prajapati community earned their living. Such policies brought the employment of this community almost to a standstill.'
