CBI, Delhi Police officers receive medals for distinguished, meritorious service on Independence Day eve

NEW DELHI: On the eve of Independence Day, 30 officers – 15 each from CBI and Delhi Police – were awarded the Police Medal for Meritorious Service on Thursday.
A total of 10 officers, including 1997-batch IPS officers Hargobinder Singh Dhaliwal and Sagar Preet Hooda, and CBI DIGs Vivek Priyadarshi and Machhindra Ramchandra Kadole, received the President's Medal for Distinguished Service.
Dhaliwal is credited with successfully solving the high-profile murder cases of Soumya Vishwanathan, Radhika Tanwar and Jigisha Ghosh and maintaining close contact with the victims' families until the final convictions, earning appreciation for Delhi Police.

Dhaliwal also played a pivotal role in cracking the Delhi serial blasts case, leading to the arrest of three Indian Mujahideen members, and led operations against dangerous biker gangs.
As Special CP of the Special Cell, he headed the investigation into the killing of Punjabi singer Sidhu Moosewala, and managed India's first extradition case with FBI, leading to the arrest of notorious gangster Deepak Boxer.
Hooda is currently serving as DGP Chandigarh. As additional DCP of Northwest district, his flagship initiative 'Parivartan' led to an 8% reduction in sexual assault cases over five years, Delhi Police said in a statement.

She has held several key leadership roles and spearheaded technology-driven reforms in policing, stated Delhi Police. Others who received the honour included ACPs Vijay Kumar Vats and Suraj Bhan, and sub-inspector Satender Yadav.
From CBI, PSM, additional SPs Venkata Narendra Deve and Bandi Peddi Raju, DSP Vishal, and head constable Abhijit Sen were also awarded the President's Medal for Distinguished Service.
The 15 Delhi Police officers who were awarded the Police Medal for Meritorious Service included DCP Anyesh Roy, who was recognised for his distinguished service in key roles across Delhi and the Andaman & Nicobar Islands. As DCP, he led major investigations into economic and cybercrime cases and played a crucial role in the implementation of Delhi's Safe City Project.
The 15 CBI officers who were conferred the Police Medal for Meritorious Service included DIG Anoop T Mathew, deputy legal advisors Bal Karan Singh and Subhash Chandra Sharma, additional SP Sunil Dutt, DSPs Ashok Kumar, K Vijaya Vaishnavi and Ajay Singh Gahlaut, crime assistant Dilbagh Singh Jasrotia, ASI Pawan Kumar Bhardwaj; head constables Mohan Singh Jadaun, Arabinda Garai and Chitimireddy Suryanarayan Reddy, and constables Satish Kumar, Rambabu Yedida and Naval Kumar Dixit.

Protesters gathered at Central Park near India Gate on Saturday evening against the Supreme Court's recent order to shift all street dogs in the city to shelters. Animal lovers during a protest against the recent order by the Supreme Court to authorities in Delhi-National Capital Region (NCR) to start picking up stray dogs from all localities and relocate the animals to dog shelters, at Connaught Place(PTI) Protesters, largely animal rights activists and dog lovers, said they had assembled around 6pm with banners and were assaulted by Delhi Police personnel at the site. 'Security personnel came to us and asked us to leave. All the exits of Central Park were shut and only one exit gate was open. While we were leaving through the only exit gate, they started assaulting us, even women. We were stuffed inside a few buses and later released at Jantar Mantar and Jhandewalan at around 7–7.30pm,' Divya Puri, co-founder of the Karan Puri Foundation, said. Purported videos circulated on social media by the group showed uniformed officials hitting protesters and dragging them into buses. Activists said women were also subjected to verbal abuse and assault. 'The protesters were gathered peacefully. The police deployment was as much as the people gathered there. They abused and assaulted us and tried to tear our clothes. Is gathering peacefully also banned now?' asked Tarana Singh, another activist. A senior Delhi Police officer, meanwhile, said holding protests inside Central Park is prohibited and the gathering had no permission to do so. The protesters allegedly charged at officers first and the police retaliated, the officer added. An FIR under Section 223 (disobedience of order by a public servant) of the Bharatiya Nyaya Sanhita has been registered against the protesters, the fifth such case in connection with similar demonstrations. Deputy commissioner of police (New Delhi) Devesh Kumar Mahla said Section 163 (issuing orders in urgent cases of nuisance) of the BNSS has been imposed in New Delhi area because of the ongoing parliament session. 'We are bound by law to take action when there is a protest at places which are not designated for protests,' he said. When asked about videos of a female sub-inspector hitting a protester inside a detention bus, the first officer claimed that an inquiry was initiated and it was found that the protester had struck first, following which the SI retaliated.

C handigarh: In a legal dispute balancing individual privacy against the right to know one's parentage, the Punjab and Haryana high court ruled that the latter takes precedence. "The right of privacy, as such, cannot override the right of the child and vest interest in his favour," the HC has held. The court also clarified that if the person refused to undergo DNA testing, the trial court would be free to draw an adverse inference based on his conduct and other evidence. "Why should there be any hesitation to undergo this test is not coming forth," the HC observed, noting that photographs and testimonies already on record suggested familial ties. A DNA test would provide clarity and assist the court in reaching the right conclusion without leaving the matter to presumptions, the HC clarified. Justice Archana Puri passed these orders while upholding an order dated Nov 27, 2015, passed by a lower court in Haryana directing a DNA test in a long-running paternity dispute. The petitioner in this case had approached the HC challenging the lower court's order. Vitauthority Learn More Undo The man, whom the boy referred to as his father, however, persistently denied the claim, terming the boy a "stranger" and resisting any attempt to establish paternity through scientific means. The boy's claim traces back to events in 1988 when, according to him, his mother and the man began cohabiting as husband and wife, while the man was living in her mother's house as a tenant. The boy was born from that relationship in 1990 and lived with both until 2000. Supporting him, the woman admitted to the relationship and backed her son's plea. However, the petitioner argued that the boy was born during the woman's earlier marriage with her then husband, from whom she obtained a divorce in 1994. He cited Section 112 of the Indian Evidence Act, which presumes the legitimacy of a child born within wedlock, to oppose compulsory DNA testing. The HC, however, observed that unlike cases where a spouse resists parenthood during the subsistence of marriage, this matter involved an adult child seeking to establish his own parentage. In such circumstances, Section 112's presumption of legitimacy cannot override the child's right to know the truth of his origins. "So far as the stakeholders are concerned, it is pertinent to mention that the child, who asserts defendant No.1 to be his father, is major and while asserting paternity, he is thus very well aware of the consequences of the order, which may downsize his position and that of his mother in the society. Even the mother of the plaintiff is of mature age and she is bound to be well aware of the consequences of the action of her son and his claim regarding the paternity issue. They having come forward unhesitatingly has to be considered," observed the HC while dismissing the revision petition challenging the lower court order. The HC further clarified that the DNA test is a surer test to affix the paternity. If the boy and the man are strangers in any manner as asserted, no injustice shall be done to defendant No.1 by conducting this test. Rather, if he is the father, his position will be put beyond doubt by the testing and the paternity as pleaded shall be ascertained. "Why there should be any hesitation to undergo this test is not coming forth. Of course, the evidence is to be led by both sides, but the question arises, when the paternity can be affixed by a surer test, then why a decision based on legal presumption or gathering of inference, on the basis of the evidence or any gap, on account of misjudgment, be left," the HC held in its detailed order dated Aug 12. 1 2 Visakhapatnam: The deputy commissioner of the endowments department has launched an inquiry into alleged mismanagement of silver ornaments at Sri Kanaka Mahalakshmi Temple in One Town. At the center of the controversy is a 60-kilo silver backdrop affixed behind the idol of Goddess Kanaka Mahalakshmi — now a flashpoint in temple administration. The temple draws nearly four lakh devotees during Margasira Maasotsavaalu, with pilgrims arriving from North Andhra, Odisha, Chhattisgarh, and Telangana. Thursdays in that month are considered especially auspicious. The issue surfaced after a donor alerted the temple management via letter, claiming that the old 34-kilo silver cover — promised to him after he donated a new one in 2021–22 — was never handed over. He alleged that despite assurances, not a single gram of silver was returned. Temple sources say donors typically receive receipts for contributions, whether in cash or precious metals. However, in this case, no receipt was issued for the 60-kilo silver cover, despite staff acknowledging the donor's identity. The administration maintains that a receipt is issued only for direct donations—not exchanges.
