Lynas, Kelantan ink MoU for mixed rare earths carbonate supply
In a statement today, Lynas said the MoU is non-binding and remains subject to the negotiation and finalisation of definitive agreements.
It said the memorandum outlines a framework for both parties to strengthen, promote and develop cooperation to advance the Malaysian rare earths industry in Kelantan.
"It also provides a basis for MB Inc and Lynas to negotiate a definitive agreement for the supply of MREC feedstock to the Lynas Malaysia Advanced Materials Plant in Kuantan once the project commences production,' it added.
Lynas Rare Earths chief executive officer and managing director Amanda Lacaze said Malaysia is already recognised as a rare earths centre of excellence through Lynas' operations, and the MoU marks a significant step towards developing locally sourced and separated rare earth products.
"Lynas is delighted to sign this MoU with the Kelantan state government's MB Inc. This is a significant step for Lynas and the Malaysian rare earths industry, bringing together Lynas Malaysia's over a decade of rare earths industry expertise and Kelantan state's rare earth resources,' she said.
Lacaze noted that Malaysia's ionic clay deposits have strong potential as future feedstock for Lynas Malaysia, particularly due to the high concentration of heavy rare earths, which are in demand for advanced technologies such as electric vehicles and electronics.
"We look forward to working closely with MB Inc to ensure that the MREC produced meets the high environmental and technical standards required by Lynas and our customers across Malaysian and global manufacturing supply chains,' she added. - Bernama

Petronas Ownership Remains Under Federal Govt, Steps Taken To Enhance Participation Of States -- Azalina KUALA LUMPUR, Aug 14 (Bernama) -- The ownership of Petroliam Nasional Bhd (Petronas) remains with the federal government, although steps were taken to enhance the participation of states through strategic collaboration platforms, joint project implementation, and involvement in the value chain, said Minister in the Prime Minister's Department (Law and Institutional Reform) Datuk Seri Azalina Othman Said. Azalina said the federal government's approach is aligned with an inclusive federal structure and ensures sustained benefits for all parties. The minister said that the federal government is currently the sole owner of Petronas, which is incorporated under the Companies Act 1965 as the national oil and gas company. 'The Petroleum Development Act 1974 (Act 144) entrusts Petronas with ownership of petroleum, along with the exclusive rights, powers, freedoms, and privileges to explore, manage, and develop the country's petroleum resources, whether onshore, offshore, or in Malaysian waters,' she said in a response posted on the Parliament's website today. Azalina was responding to Datuk Seri Dr Jeffrey Kitingan (GRS-Keningau), who asked whether the government could consider distributing 50 per cent shares in Petronas to oil- and gas-producing territories and states, namely Sarawak, Sabah, Terengganu, and Kelantan. According to Jeffrey, the distribution is a fundamental step to strengthen the Malaysian Federation moving forward, while easing politicisation and dissatisfaction over oil and gas rights. Azalina said that although the ownership of Petronas is under the federal government, the current approach allows producing states to receive direct benefits from the petroleum industry through cash payments and various forms of commercial cooperation.
