Rubber production incentive benefits 239,053 smallholders with RM523.4 mln payout
The incentive, designed to stabilise smallholder incomes when rubber prices drop below a set threshold, was raised to RM3 per kilogramme in 2024.
KPK also noted that 221 tonnes of latex have been produced under the Latex Production Incentive Project (IPL+) as of June 2025.
'This figure is projected to grow as the programme expands to Negeri Sembilan, Pahang, and Selangor in 2025,' the ministry stated on the Parliament's website.
'This effort also reduces reliance on imported latex.'
The update followed a query from Datuk Awang Hashim (PN-Pendang) on measures to stabilise rubber prices and protect smallholder earnings.
KPK further revealed that the Malaysian Rubber Board (LGM) is building three centres under the National Rubber Industry Transformation Program (TARGET), set to open by mid-2026.
TARGET aims to integrate smallholders into the supply chain, eliminating middlemen.
'It streamlines production and allows farmers to process higher-value crepe rubber with 80% Dry Rubber Content (DRC),' KPK explained. 'Cooperative participation also ensures profit-sharing among members.'

Sivakumar, Associate Professor Dr Mohd Zainizan Shahdan and Shahkeer Azzat Zailan via a Section 58 form was allegedly committed at Wisma KMDI, Jalan Gambut, on June 20, 2023. She was charged under Section 591(2)(a) of the Companies Act 2016 (Act 777), which carries a maximum penalty of 10 years' imprisonment, a fine of up to RM3 million, or both, upon conviction. SSM prosecuting officer Abdul Hadi Abdul Muti proposed bail at RM30,000 with one surety. However, defence counsel Muhammad Nazrin Mohd Seth requested a reduction to between RM5,000 and RM8,000, citing that the surety is a contractor with irregular income. The court allowed bail at RM8,000 and fixed Aug 28 for mention and submission of documents. The court also issued a warrant of arrest against Mohd Nazrul Izad for failing to appear for today's proceedings. Muhammad Nazrin informed the court that his client was hospitalised at a private facility due to multiple health issues and submitted a hospital admission letter.

Cybercrime, cost of living & TNB bills top Parliament agenda today
KUALA LUMPUR: Cybercrime issues, cost of living, and changes to the Tenaga Nasional Bhd (TNB) electricity bill structure are among the matters that will be raised in Parliament today. According to the Order of Business on the Parliament portal, Chong Zhemin (PH-Kampar) will ask the Home Minister about the number of cybercrime cases reported throughout 2024 as well as the ministry's steps to improve the level of digital security of the people, during the question-and-answer session. Datuk Seri Hamzah Zainudin (PN-Larut) will ask the Finance Minister about the government's strategy to reduce the burden of the people's cost of living following the country's total debt now reaching RM1.5 trillion, in addition to the World Bank's announcement that Malaysia's gross domestic product (GDP) growth for 2025 will fall to 3.9 per cent and the country's situation facing reciprocal tariffs from the United States. Also expected to attract attention will be the question from Datuk Seri Takiyuddin Hassan (PN-Kota Bharu) who will seek an explanation from the Minister of Energy Transition and Water Transformation on the changes to the TNB electricity bill structure which no longer uses tiered rates for domestic consumers. He also will want to know whether the new mechanism would ensure cost fairness, energy efficiency, and maintain concentrated subsidies for the B40 and M40 groups.
