
India to assess easing auto localisation norms after Chinese rare earth magnet crisis
The Centre has asked testing agencies to check whether strict localization norms to claim incentives can be relaxed, three people aware of the development said. The heavy industries ministry has also asked these agencies to assess the likely impact of such a move, the people said on the condition of anonymity.
'The testing agencies have been asked to assess the potential impact on manufacturers and their localization, their domestic value addition (DVA). The Automotive Research Association of India (ARAI) will do the assessment to see if relaxations are necessary," one of the three people cited above said on the condition of anonymity. ARAI is an autonomous testing and certification agency set up by the automotive industry along with the government, and affiliated with the heavy industries ministry.
Vehicles must have specific amounts of domestic content to be eligible for central incentives. With the Chinese clampdown on exports of rare earth magnets used in motors, automakers have considered importing fully-built motors instead, but that would breach the localization norms and cut off incentives; to avert this, the manufacturers had approached the Centre for relief.
Four testing agencies—ARAI, International Centre for Automotive Technology (ICAT), Global Automotive Research Centre (GARC), and National Automotive Test Track (NATRAX)—have been notified under the schemes to assess localization levels and other criteria for manufacturers to claim benefits.
The two central subsidy schemes are the Production Linked Incentive Scheme for Automobile and Auto Components (PLI-Auto) as well as the PM Electric Drive Revolution in Innovative Vehicle Enhancement (PM E-DRIVE) scheme to subsidize electric mobility. Under the PLI-Auto scheme, 50% of the components used in a vehicle must be made in India.
Implementation issues
While the extent of the relief sought is still being discussed, even a temporary relaxation—as sought by the auto industry—would have a significant impact. The PM E-DRIVE scheme is set to lapse in less than nine months, making even short-term relief a big part of the scheme. On the other hand, the PLI-Auto scheme has a very high bar for localisation, making any deviation a major change in the way the scheme operates.
One expert indicated that a revision of the norm could be tough to implement.
"It is not easy to relax localization norms because you don't know where to stop and when to revert. Timeline relaxation can be considered, but a full localisation norm relaxation is difficult," said an industry consultant working with auto manufacturers.
Even importing fully built motors may prove to be costly, apart from increasing reliance on China. According to Harshvardhan Sharma, group head for auto tech and innovation at Nomura Research Institute Consulting & Solutions India, the disruption in rare earth magnet supply—particularly neodymium-iron-boron (NdFeB) magnets—is increasingly forcing Indian automakers to look at importing fully assembled traction motors.
'This shift is both a cost and strategic concern," said Sharma. He said fully built motors attract a basic customs duty of 10% to 15%, whereas magnet imports or motor sub-components may fall within the 2.5-5.0% duty bracket.
'The delta in duties, combined with logistics and markup by motor OEMs, can increase the landed cost of motors by 18-25%," he said. 'Beyond cost, this dynamic increases India's exposure to supply concentration risks, particularly given China's control over 85% of global rare earth refining capacity. India's reliance on fully built motors effectively transfers part of the value chain and technological control offshore."
The localisation criteria under PM E-DRIVE follow the phased manufacturing programme and list the components that manufacturers are allowed to import and mandate the ones that are to be made locally.
Email queries sent to the ministry of heavy industries and the testing agencies on 14 July remained unanswered.
Depleted stockpiles
China's clampdown on rare earth magnets has thrown the Indian auto industry into a quagmire. Indian importers of rare earth magnets had rushed to buy the commodity at a premium, ahead of the Chinese curb on exports introduced in April, helping cushion the blow to the industry, Mint reported earlier. With those stockpiles almost depleted and no prospects of fresh magnet imports, Indian automakers are considering importing fully assembled components.
Rare earth magnets, such as neodymium-iron-boron (NdFeB) magnets, are used in advanced automotive applications and are essential in components such as traction motors for electric vehicles.
The Society of Indian Automobile Manufacturers had written to the ministry on 27 June, asking for a temporary relaxation of localisation norms in various government schemes like the PLI-Auto scheme and PM E-DRIVE, Mint reported on 7 July. The industry had explained the issue to the government and its testing agencies and sought relaxation of localisation norms under the two schemes, a second person aware of the development said.
The industry's concern is that importing such assemblies will lower the localisation in zero-emission vehicles made by Indian manufacturers and push them out of the PLI-Auto scheme, the first official said. The scheme's focus on using locally manufactured parts to make zero-emission vehicles is to counter the dependence on the Chinese manufacturing ecosystem for critical components of EVs.
The government plans to dole out about ₹2,000 crore in PLI-Auto disbursals in FY26, heavy industries minister HD Kumaraswamy said in an email interview to Mint, following disbursal of ₹332 crore in FY25.
Under the PM E-DRIVE scheme, which has ₹10,900 crore to be doled out by FY26, automakers receive a reimbursement from the government for every electric two- and three-wheeler, ambulance, truck, and bus they sell at a discount.
Testing agencies are critical in implementing India's clean mobility schemes. Under both PM E-DRIVE and PLI-Auto, every manufacturer has to get its vehicles vetted by at least one of the four testing agencies for localisation criteria.

Modi inaugurates long-delayed Yellow Line, taking Bengaluru's Namma Metro network to 96 km
: Bengaluru's long wait for the Yellow Line of Namma Metro finally ended on Sunday, as Prime Minister Narendra Modi inaugurated the 19.15-km corridor linking R.V. Road to Bommasandra. With this, the metro network in the city went up to 96 km. Bengaluru Metro is currently the second-largest metro network in the country after the Delhi Metro, which covers 353.3 km. The Prime Minister also flagged off the Vande Bharat Express between Bengaluru and Belagavi, along with two other Vande Bharat services launched virtually. The Yellow Line, a key metro link connecting the city's IT hub in Electronics City and expected to significantly ease traffic congestion at bottlenecks, such as the Silk Board junction, has been plagued by delays since construction began in 2017. Originally envisioned in the 2011 Detailed Project Report prepared by the Delhi Metro Rail Corporation (DMRC), the project was initially scheduled for completion by December 2021. However, setbacks, including protracted land acquisition, disruptions caused by the COVID-19 pandemic, and delays in rolling stock supply from Chinese manufacturer CRRC Nanjing, pushed the timeline by nearly four years. Namma Metro's Phase 3 At the end of his metro ride to Infosys Foundation Konappana Agrahara Metro Station, the Prime Minister went to the IIIT Auditorium in Electronics City Phase 1. There, he laid the foundation stone for Namma Metro's Phase 3, also known as the Orange Line, and addressed a gathering. The Phase 3 will be fully elevated and is planned to serve underserved areas along Magadi Road and the western portion of the Outer Ring Road. Once completed in 2029, it is projected to accommodate 7.85 lakh commuters daily and will extend Bengaluru's metro network to 222.2 km, according to BMRCL officials. The project has cleared all mandatory hurdles, receiving Union Cabinet approval in August 2024.

Shared strategic interests bind New Delhi and Manila
President Ferdinand Marcos Jr.'s recent visit to India marks a decisive inflexion point in India–Philippines relations. By upgrading ties to a strategic partnership, Manila and New Delhi are signalling that the Indo-Pacific's centre of gravity is increasingly shaped by agile middle powers forging intent-led coalitions. The convergence of strategic priorities, countering Chinese assertiveness, diversifying partnerships, and building maritime resilience has positioned India-Philippines ties as a pragmatic and purposeful partnershi (Rashtrapati Bhavan) The upgrade in ties is about two confident democracies leveraging shared interests to shape the contours of engagement in an increasingly contested Indo-Pacific. The growing alignment between Manila and New Delhi indicates that the two countries are asserting strategic agency — deepening defence ties, expanding maritime cooperation, and reinforcing their commitment to a rules-based regional order. But this acknowledgement is a recent development. Compared to India's ties with other Southeast Asian nations, its partnership with the Philippines has been a relatively late development. While India began conducting bilateral naval exercises with Southeast Asian countries in the 1990s, its first such engagement with the Philippines was in 2021, when they conducted their first (contactless because of the pandemic) bilateral naval exercise in the South China Sea, specifically within the Philippines' exclusive economic zone (EEZ). There are three clear drivers behind the accelerated pace that bilateral ties have assumed. The most obvious one is, of course, shared security concerns over China's maritime assertions. A second factor is a convergence in timing. The strategic diversification by the Philippines coincides with India's diplomatic and defence outreach in line with its Act East Policy and Indo-Pacific vision. India's position on the South China Sea has evolved over the past decade. In a notable shift, India first referenced the importance of freedom of navigation in the South China Sea in a 2014 joint statement with the US. This stance hardened after the 2020 Galwan clash. Since 2021, every India-Asean summit statement has consistently reaffirmed the need to uphold freedom of navigation and the UNCLOS framework in the region. This strategic recalibration has brought India and the Philippines closer. While India remained neutral following the 2016 arbitral ruling in favour of the Philippines, it changed course in 2023, publicly urging China to respect the verdict. In March 2024, external affairs minister S Jaishankar reaffirmed support for the Philippines' sovereignty. This move drew sharp criticism from Beijing and underscored India's growing alignment with Manila in the face of regional tensions. A third driver is a growing understanding of the need for structured, long-term collaboration. A defining development in bilateral ties is the first formal Maritime Cooperative Activity (MCA) conducted by the Philippine and Indian navies in the West Philippine Sea, from August 3 to August 4, 2025, which coincided with Marcos's India visit. The two-day deployment, featuring Indian vessels alongside Philippine frigates demonstrated interoperability within Manila's EEZ. Though the exercise proceeded without incident, it was closely shadowed by Chinese naval vessels, underscoring ongoing regional tensions. The declaration on the commencement of the strategic partnership reflects a move toward deeper maritime collaboration and capability sharing. The 2023 acquisition of the BrahMos supersonic cruise missile made Manila the first foreign recipient of India's most advanced and operationally deployed missile system. During Marcos' visit, there was an expression of interest in acquiring Indian defence hardware, reinforcing defence cooperation as a growing pillar of bilateral interaction. Parallel to security developments, the two nations also committed to strengthening trade through the conclusion of the negotiations of the preferential trade agreement alongside joint ventures in critical minerals, clean tech, agriculture, health, and digital technologies, and improved customs cooperation. Manila and New Delhi agreed to work together through Asean-led platforms, the Voice of the Global South Summit, and climate initiatives like the International Solar Alliance. The plan of action (2025–2029) adopted during Marcos's visit will guide implementation. Both countries pledged expanded cooperation in space, tourism, cultural exchange, and digital technologies, broadening the scope of their strategic outlook. It was also agreed to introduce visa-free travel for Indians to the Philippines, and free e-visas for Filipinos to India, alongside plans to launch direct flights between Delhi and Manila. The convergence of strategic priorities, countering Chinese assertiveness, diversifying partnerships, and building maritime resilience has positioned India-Philippines ties as a pragmatic and purposeful partnership. If sustained, this relationship could become a bedrock of India's Indo-Pacific strategy and a model for strategic South-South cooperation. Indian-ASEAN officials to meet beginning August 11 for ASEAN Trade in Goods Agreement review
As India braces for the impact of U.S. tariffs of 25% that went into effect from August 7, the government is seeking to shore up other trade negotiations, including with ASEAN countries beginning Monday (August 11, 2025) in New Delhi. A delegation of the 10-nation ASEAN, or the Association of South East Asian Nations, will hold talks with Commerce Ministry officials from August 11-14, sources confirmed, for the next round of talks on a review of the ASEAN-India Trade in Goods Agreement (AITIGA). The talks come two months after Commerce and Industries Minister Piyush Goyal called the 2009 agreement 'silly' as it gave India's Asian competitors easy access to its markets, a comment that led to speculation that India was planning to pull out of the agreement. The comment also caused some outrage amongst ASEAN members, as he referred to them as the 'B-team of China', referring to India's concerns over Chinese goods flooding the market via these countries. However, in July, after a meeting between Prime Minister Narendra Modi and Malaysian PM Anwar Ibrahim, who is chairing the ASEAN Summit this year, as well as a meeting between Mr. Goyal and Malaysian Minister of Investment, Trade & Industry Tzafrul Aziz, the two sides agreed to 'fast-track' the AITIGA review to be completed by the end of this year. In addition, officials are preparing for a possible visit by Mr. Modi to Kuala Lumpur for the ASEAN-India Summit and East Asia Summit, at the end of October. On Friday, Mr. Ibrahim announced that he 'looks forward to welcoming' ASEAN leaders and dialogue partners, including United States President Donald Trump and Chinese President Xi Jinping, although China normally attends ASEAN Summits at the level of Premier. The push for a quick end to AITIGA review talks, amongst a number of other trade agreement negotiations the government is pursuing with the European Union, Australia and New Zealand, has been given further impetus by the slapping of 25% additional penalties on India by the U.S. last week. Although the government still hopes to continue negotiations with the U.S. for a free trade agreement, it is studying the impact of the tariffs, particularly as its export rivals in Asia, especially ASEAN countries, have received lower rates from the U.S., of around 19%. Government sources and ASEAN diplomats said that although nine rounds of talks in the past year with ASEAN officials have not produced a breakthrough yet, they are hopeful of some movement this week. 'There has been very little headway so far in reviewing the agreement with ASEAN. We are trying to address the fact that, under the existing deal, our imports have grown far in excess of our exports to these countries. A good deal needs to have balance,' a source told The Hindu. Data with the Ministry of Commerce and Industry show the trade balance between India and the ASEAN grouping has been turning increasingly unfavourable for India over the years. In 2017-18, the earliest year for which the Ministry has made data available, India's exports to the ASEAN countries stood at $34.2 billion while imports from the ASEAN countries were $47.1 billion, leading to a trade deficit of $12.9 billion. As of 2024-25, India's exports to the ASEAN countries grew at an average annual rate of 1.7%, to $39 billion. Imports, on the other hand, grew at 7.5% on average every year, to $84.2 billion by 2024-25. The trade deficit swelled to $45.2 billion last year. Apart from the 'rules of origin' issue vis-à-vis Chinese goods, India has also raised the inequality in tariff lines opened, where India opened up about 71% of its lines, while ASEAN countries offered considerably less, including Indonesia at just 41%. ASEAN countries comprising Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand, and Vietnam also led the effort for the Regional Comprehensive Economic Partnership (RCEP), a 15-nation FTA, from which India walked out in 2019.
