Focus on enhancing learning outcomes, developing fundamental skills among students, Andhra Pradesh HRD Minister Lokesh tells officials

Andhra Pradesh Minister for Human Resources Development N. Lokesh has directed officials of the School Education Department to focus on Guaranteed Foundational Literacy and Numeracy (FL&N) to develop fundamental skills in reading, writing and mathematics among students.
Addressing a review meeting attended by officials of School Education, Samagra Shiksha and Intermediate Education departments, Mr. Lokesh said it would help improve district and State-level rankings of the government schools. He said teachers should be motivated to enhance learning outcomes.
He wanted the officials to maintain utmost transparency in selecting candidates for 'Best Teacher' awards to be given on the occasion of Teachers' Day on September 5.
'Aa-Aa' programme
He said STEM (Science, Technology, Engineering and Mathematics) activities should be effectively implemented in the government schools through Atal Tinkering Labs.
The Minister discussed steps to strengthen the High School Plus system. He enquired about the admissions in the first year of Intermediate courses in government junior colleges and directed the officials to implement the Akshara Andhra (Aa-Aa) literacy programme effectively.
Secretary, School Education, Kona Shashidhar, Commissioner of School Education V. Vijay Rama Raju, Samagra Shiksha State Project Director B. Srinivasa Rao, and Director of Intermediate Education Kritika Shukla were among others present.
Later, at a review meeting with the officials of the Skill Development Department, Mr. Lokesh directed them to complete the Skill Portal being developed to connect youth with industry opportunities by August as it was scheduled to be launched on September 1.
Job fairs
He said the District Employment Officers would be renamed as District Employment and Skill Officers, job fairs would be organised every three months in every constituency and international employment opportunities should be facilitated through OMCAP (Overseas Manpower Corporation of Andhra Pradesh).
He wanted support guidelines to be created for those seeking employment abroad to avoid exploitation and a helpline (0863-2340678) and WhatsApp number- 8500027678 should be made available for any issues faced by job-seekers going abroad.
Managing Director and CEO of Skill Development Corporation G. Ganesh Kumar, Director of College Education N. Bharat Gupta, Adviser, International Skilling and Mobility, Seetha Sharma, and APSSDC Executive Director K. Raghu were among others present.

UAE Minister for Economy & Tourism Abdulla Bin Touq Al Marri has observed that the UAE-India story in these times of global volatility is a different one — that of trust, openness and a long-standing vision. 'We are through global volatility. The context is changing every three months as grey and black swans are emerging. But, the UAE and India are building bridges, not barriers,' Mr. Abdulla Al Marri said on Wednesday (July 24, 2025), expressing confidence that the two countries would together grow towards a resilient future. Addressing an investor meet jointly organised by Investopia, the CII and the AP Economic Development Board in Vijayawada, he said the UAE and India had made rapid strides in bilateral trade after signing the Comprehensive Economic Partnership Agreement in 2021. India became the UAE's third largest trading partner and their non-oil trade was expected to surpass $100 billion by the end of 2030. Non-oil exports to India account for about 13.50% of the UAE's total exports, he pointed out. Talking about Andhra Pradesh, he said the State was known for its entrepreneurial spirit and that he was astonished with infrastructure, the availability of natural resources, especially rivers and its long coastline, and rich human capital. He expressed confidence that A.P. would become a strategic node in the 'India-UAE economic corridor' by virtue of having abundant resources and good connectivity, while promising to facilitate dialogues that would bring in synergies and investments, including venture capital, to the State. Participating in a post-inaugural session, IT & HRD Minister Nara Lokesh pitched the idea of 'data embassies', saying that data centres would act as a nucleus for kickstarting massive economic activities. This was the foresight A.P. had way back in 2017–18, even before the ChatGPT existed in its current form. That was the time when A.P. envisioned Visakhapatnam as the data city of India, he said. 'The last five years have been a setback, but now we are accelerating the journey. We want to lead the entire data revolution in India, and believe Visakhapatnam has the right ingredients,' Mr. Lokesh asserted. Government-to-Government collaborations were critical for India and the UAE to make further progress in their bilateral relations, Mr. Lokesh added.

Vijayawada: Andhra Pradesh is at the forefront of leveraging global opportunities linked to data revolution, Minister for Education, IT, and Electronics Nara Lokesh has asserted. He made these remarks at the Investopia Global–Andhra Pradesh conference, organised by the Economic Development Board in Vijayawada on on Page 7 Minister of Human Resources, IT Nara Lokesh with UAE Finance Minister Abdulla bin Touq Al Marri and Minister of Industries TG Bharat on the sidelines of Investopia Andhra Pradesh-2025 in Vijayawada on Wednesday. During a discussion on AI and data centers, Minister Lokesh highlighted some of the key tech initiatives of the coalition government. "The first 152-bit quantum computer in South Asia is set to be unveiled in Amaravati, the capital of Andhra Pradesh, in January. This will transform the entire ecosystem," he declared. He observed that Visakhapatnam was rapidly developing into a 'data city', with several renowned international organizations expressing interest in establishing their data centers in the port city. Acknowledging the challenges of transforming well-entrenched education systems to embrace advanced technologies like AI, Minister Lokesh outlined significant curriculum changes. "In line with global advancements, we are introducing AI skill development programmes in polytechnic, degree, and engineering education. We are bringing radical changes to the curriculum with subjects like AI and quantum computing," he mentioned. The Minister emphasised the state government's goal to provide improved public services through the integration of AI in daily administration. "During my 'Pada Yatra' (foot march), I personally witnessed the difficulties people faced in accessing basic land records. After our government came to power, we focused on delivering easier citizen services through AI," he said. In the context, he cited 'Mana mitra', a WhatsApp governance initiative, which now provides over 600 types of citizen services rapidly by integrating various government departments through a large back-end data lake. Andhra Pradesh is looking to the UAE as a role model in adopting AI technology. "The United Arab Emirates was the first country in the world to establish a Ministry of AI," Minister Lokesh noted, adding that the UAE utilized AI for traffic regulation too. Addressing concerns over job displacement due to AI, he stated, "I do not agree with the argument that some jobs will be lost due to Artificial Intelligence. I believe every industrial revolution creates new jobs." According to Lokesh, Andhra Pradesh is poised to become a $2.4 trillion economy in the coming days. "As part of G2G collaboration, we aim at strengthening digital economy through mutual cooperation between the UAE and Andhra Pradesh," he said. Minister Lokesh affirmed that they would explore ways to drive economic growth through AI, data centers, digital innovations, and smart governance. Lokesh identified ChatGPT as his favorite AI application. The event was attended by Manu Jain, CEO of G42 India, and hosted by Raksha Shraddha, Vice President of Primus Partners. Minister Lokesh also held discussions with the UAE Finance Minister Abdulla bin Touq Al Marri regarding investments in renewable energy, infrastructure, digital governance, AI-first universities, genome sequencing, quantum valley, and logistics sectors. He sought support from the UAE for investments in these areas. In response, Abdulla bin Touq Al Marri invited Minister Lokesh to visit the UAE.

Vijayawada: The coalition government's commitment to generate 20 lakh jobs over five years is steadily bearing fruit. IT Minister Nara Lokesh, Chairman of the Cabinet Sub-Committee on Employment Generation, continues to make significant strides in attracting investments alongside his cabinet colleagues. In a major development, four prominent companies have come forward to invest in Andhra Pradesh. During the 9th State Investment Promotion Board chaired by the Chief Minister at the Secretariat on Wednesday, investment proposals of renowned firms such as Sify, Sattva, BVM, and ANSR, totaling ₹20,216 crore, were approved and these investments are projected to create 50,600 employment and livelihood opportunities. On this occasion, Lokesh, in his capacity as Chairman of the Employment Generation Sub-Committee, shared his insights into the proposed investments. He stated that the entry of such prestigious companies would significantly enhance Visakhapatnam's standing. He elaborated on the discussions held with these firms and highlighted their respective strengths. Following this, the Chief Minister emphasized the need to align Visakhapatnam's Master Plan with future investments and developmental needs. He reaffirmed that the available land in the region was limited and had been allotted to several companies, including the ArcelorMittal Steel Plant. He stressed the urgency of identifying suitable land for incoming companies and directed officials to undertake proactive planning to avoid infrastructure bottlenecks. When officials highlighted urban challenges faced by cities such as Pune and Bengaluru, the Chief Minister asserted that such issues must be avoided in Visakhapatnam. He underscored the importance of forward-looking planning, particularly for airport and rail connectivity, highways, and Metro networks, so that Visakhapatnam could avoid the urban strains seen elsewhere. While setting up industrial units, it was essential to establish ecosystems that catered also to the needs of residents. Comprehensive planning must ensure that these areas were livable and well-equipped for the general public, he added. To date, 113 projects amounting to ₹5,94,454 crore in investments have been approved under the alliance government's tenure through SIPB meetings. These include 46 projects in the industrial sector, 41 in energy, 11 in tourism, 11 in IT, and four in food processing. Collectively, these ventures are expected to generate 5,56,568 employment and livelihood opportunities.
