Chief Minister Rekha Gupta on Friday announced that the government will launch a month-long campaign, "Delhi's Freedom from Garbage Cleanliness Drive," from August 1 to mark India's Independence anniversary.The special drive will run from August 1 to 31, according to a statement.Gupta announced that on July 29, a major meeting would be held at the Civic Centre, where ministers, MPs, councillors and association representatives would finalise responsibilities to ensure the smooth execution of the campaign.She appealed to the citizens of Delhi to actively participate and help make the city clean and hygienic. To ensure the campaign is carried out effectively, all departments of the Delhi Government will contribute. The drive will also involve Resident Welfare Associations (RWAs), market associations, school and college students, and other institutions, said an official statement. To encourage public participation , a dedicated online portal will be launched, the statement said.At a high-level meeting held on Friday to review preparations for the "Delhi's Freedom from Garbage Cleanliness Drive", Gupta stressed the importance of coordinated efforts. The meeting was attended by Urban Development and Education Minister Ashish Sood, Chief Secretary Dharmendra, and senior officials from the Urban Development Department, PWD, Municipal Corporation of Delhi, NDMC, Delhi Metro Rail Corporation and other key departments.Gupta stated that August is celebrated as the month of India's Independence, and the government has resolved that this August, Delhi will achieve "freedom from garbage".She added that with extensive public participation and strong inter-departmental coordination, the campaign would be implemented so effectively that citizens would truly feel the capital has achieved freedom from garbage.The campaign will place particular focus on schools, government offices and hospitals, with targeted efforts to clear long-accumulated waste and unused items from storerooms. It will also cover vegetable and fruit markets, industrial areas, bus terminals and depots. All ministers of the Delhi Government, MLAs, MPs and municipal councillors will participate in the campaign and run initiatives to increase citizen involvement, the statement added.Gupta also informed that special programmes under the "Freedom from Garbage" campaign would be held every Saturday and Sunday throughout August. Alongside wide publicity through multiple channels, a dedicated online portal will allow residents to upload 'before and after' photographs of cleaned sites to showcase their contribution.She stressed that particular attention would be given to slum areas, unauthorised colonies and informal settlements, ensuring that a significantly higher volume of waste is collected and disposed of compared to normal days.Appealing to the people of Delhi, she said that by participating, they would not only help free the city from garbage but also reinforce Prime Minister Narendra Modi's vision that a nation can only become truly clean when every citizen accepts personal responsibility. She emphasised that cleanliness is not merely a government initiative but a civic duty.Ashish Sood said that through the drive, the city would send a strong message to the nation that the people of Delhi are committed to such initiatives.He said that school and college students would play a crucial role in spreading awareness and mobilising citywide participation. He also mentioned that the government is considering recognising and rewarding those who share their photographs on the official portal.

New Delhi: The Supreme Court's stray dog ban order has raised a major dilemma, with a lawyer pointing out to the Chief Justice of India this morning two contradicting judgments by the top court on dealing with the stray dog menace on the streets of Delhi. The top court had Monday ordered relocating all stray dogs from residential areas to animal shelters in view of rising dog bites and rabies cases. But judgment drew mixed reactions, with Resident Welfare Associations (RWAs) welcoming the order, but animal lovers doubting the fund availability for such a shifting exercise. The matter was brought up again this morning, and Chief Justice BR Gavai was apprised of a previous court order that barred the relocation and killing of stray dogs. Chief Justice Gavai has assured a relook at the matter. There are two contradicting judgments by two different benches of the top court - one that directs the implementation of rules (for birth control of dogs) and another saying forget all rules (and relocate the dogs), a counsel pointed out to the CJI. The question is which verdict will now apply in Delhi. 'Forget All Rules' One of them is the latest order by a bench of Justices JB Pardiwala and R Mahadevan, which called on authorities to round up all stray dogs and send them to a dog shelter to ensure a dog-free locality in Delhi-NCR, without caring about any sentiments or rules. "We are not doing this for us. It is for the public interest. So, no sentiments of any nature should be involved. Pick up dogs from all localities and shift them to shelters. For the time being, forget the rules," Justice Pardiwala said on Monday, making it clear that no petitions by dog lovers would be heard. The Animal Birth Control (ABC) Rules, 2023, are a set of guidelines issued by the centre to manage the stray dog population, address human-dog conflicts, and promote animal welfare. Under the rules, stray dogs are picked up from a locality, sterilised, and sent back to the same locality. The latest order called this rule "absurd" and ordered all dogs to be relocated. 'Implement Rules' The other order was passed by a bench of Justices Sanjay Karol and JK Maheshwari back in 2024. It directed authorities to implement existing laws to include the Animal Birth Control (ABC) rules and underscored that compassion was an enshrined Constitutional value. "We only hasten to add, that under all circumstances, there cannot be any indiscriminate killings of canines and the authorities have to take action in terms of the mandate and spirit of the prevalent legislation(s) in place. There is no gainsaying in the fact that exhibiting compassion to all living beings, is the enshrined Constitutional value and mandate, and casts obligation on the authorities to maintain," the order said. Where Are The Rules? The counsel for petitioner Nanita Sharma, who took up the matter with the Chief Justice this morning, had earlier filed a petition over lags in the implementation of the ABC rules and sterilisation drives in Delhi. If the rules were implemented efficiently, this would not have been the situation, the counsel argued. The public interest litigation (PIL) was filed in the Delhi High Court in 2018 seeking directions to the authorities to carry out regular sterilizations and vaccination of the strays under the ABC rules to prevent them from getting rabies. The plea was disposed by the high court in August 2023 without any specific directions, following which the petitioner had moved to the Supreme Court. A bench comprising Justices Gavai and KV Vishwanathan had on July 8, 2024 issued a notice in the case. Justice Gavai's bench had passed a direction on September 17, 2024, giving four weeks' time to Delhi authorities to file their counter affidavits and to list it thereafter, but it has not been listed so far, the counsel pointed out.

Banaskantha (Gujarat): Sarpanch Thanabhai Dodia of Jaloya village in Gujarat's Banaskantha district has been invited as a special guest for the upcoming Independence Day celebrations in recognition of his village's contributions during Operation Sindoor, when residents provided machinery and labour to assist the armed forces. Dodia, whose village lies about 20 kilometres from the India-Pakistan border, will attend the event at Delhi's Red Fort in the presence of Prime Minister Narendra Modi. On Tuesday, he expressed gratitude to both the Gujarat and central governments for the honour. "I have been invited as a special guest for Independence celebrations to be held on 15th August at Red Fort in Delhi in the presence of Shri Narendra Bhai Modi Sahib. I am thankful to the Government of India, the Government of Gujarat and the authorities from the bottom of my heart. This is the first programme after Operation Sindoor in which I have been invited as the sarpanch of my last village in the border area," Dodia said. "During the war in Operation Sindoor, when the machines were needed, we gave machines, and when labourers were needed, people stood ready. Keeping that in mind, we have been invited. Modi ji has given this opportunity to the sarpanch of the last village. I am grateful for this," he added. He also said the Border Security Force (BSF) has maintained close coordination with the village. "Operation Sindoor was going on, and BSF was in touch with us. We have good liaison in the border area. We sit together, plan and work together. The villagers have always helped the BSF, and the BSF has also helped us a lot," the Jaloya Sarpanch added. Meanwhile, the Gujarat government has planned extensive Independence Day celebrations in Porbandar, the birthplace of Mahatma Gandhi. The flag-hoisting ceremony will be led by Chief Minister Bhupendra Patel. Gujarat Legislative Assembly Speaker Shankar Chaudhary will hoist the flag at Mehsana, while members of the State Cabinet and District Collectors will do so at various district headquarters.
