
Guv gives assent to 16 of 18 bills; two more pending
The exceptions were the Kalaignar University Bill, to establish a university named after former chief minister M Karunanidhi in Kumbakonam, and the Physical Education and Sports University Bill, which empowers the state to appoint and remove the vice-chancellor.
"In all, Raj Bhavan has only two bills pending from the last session, and another two bills, the Tamil Nadu Fiscal Responsibility (Amendment) Bill and the Tamil Nadu Cooperative Societies (Amendment) Bill, pending since 2024. All cleared bills have been notified in the gazette," said an official. One of the approved bills allows use of the Goondas Act against those dumping bio-medical waste, particularly in districts bordering Kerala where such cases have been increasing.
Another bill protects farmers, women, and women's self-help groups from aggressive loan recovery tactics used by microfinance institutions and other lenders.
Violators face imprisonment ranging from three to five years, a fine of up to 5 lakh, or both.
The Tamil Nadu Fire and Rescue Services Bill, 2025, replaces the Tamil Nadu Fire Service Act, 1985. Another law aims to decriminalise certain minor offences under the Urban Local Bodies Act.
It introduces adjudication and compounding mechanisms to handle these offences.
Another law regulates erection of hoardings, digital banners, and placards in rural local bodies.
Some laws were changed to make the member-secretary of the Chennai Unified Metropolitan Transport Authority an ex-officio member of the CMDA; and to create the post of commissioner of urban development.
Amendments to the Tamil Nadu Shops and Establishments Act aim to improve ease of doing business. They also decriminalise offences by replacing imprisonment and fines with penalties.
The legislation also establishes adjudication and appellate mechanisms.

JPC examining 2 bills on ONOE gets extension till winter session
Representative image (PTI photo) NEW DELHI: The joint parliamentary committee examining two bills to implement the system of simultaneously holding Lok Sabha and assembly elections was on Tuesday granted an extension till the first day of the last week of Parliament's winter session for presenting its report. A motion to grant extension to the panel was passed by a voice vote in Lok Sabha, which witnessed frequent adjournments as opposition members continued their noisy protests against the special intensive revision (SIR) of electoral rolls in Bihar. The bills being examined are Constitution (129th Amendment) Bill, 2024 that seeks to amend the Constitution to conduct elections to Lok Sabha and all state assemblies together; and Union Territories Laws (Amendment) Bill, 2024 that provides for holding elections to UT assemblies as part of the simultaneous elections. Delhi, Puducherry and Jammu & Kashmir are the three UTs in question.

(Sansad TV/ANI Video Grab) NEW DELHI: Finance minister Nirmala Sitharaman on Tuesday slammed major opposition parties for not taking part in the discussion and passage of the new Income Tax Bill in Rajya Sabha, saying that all parties in the Business Advisory Committee had agreed to debate the Bill for 16 hours each in the two houses of Parliament. The Bill was returned to Lok Sabha after discussion. The Lower House had passed the Bill on Monday. The Bill will replace the Income-Tax Act, 1961, and seeks to make direct tax law easy to read, understand and implement. Replying to the discussion in which MPs from BJP and its allies -- YSRCP and TDP -- participated, Sitharaman said, "I am shocked that the Opposition doesn't want to participate. The Opposition had agreed in the BAC to debate the bill in both the Lok Sabha and the Rajya don't want to discuss anything, we want to have charcha. We agreed for 16 hours of charcha (discussion) in the Lok Sabha and 16 hours of charcha here (Rajya Sabha). ..where are they today?" She also said that while the Opposition often alleges that there is a need to discuss matters of public interest, it didn't participate in the discussion on a Bill which impacts a large section of society. The new law will come into force on April 1, 2026. The FM said that the Bill does not impose any new tax rate and only simplifies the language used. The FM also introduced Taxation Laws (Amendment) Bill, 2025 which seeks to provide tax exemption for public investment funds of Saudi Arabia and its subsidiaries, tax exemption for partial withdrawal by subscribers of Unified Pension Scheme.

Rajya Sabha uproar: Mallikarjun Kharge raises Bihar voter rolls, JP Nadda counters
The Rajya Sabha continued to witness disruptions on Tuesday, with Opposition members demanding a discussion on the special intensive revision (SIR) of electoral rolls in Bihar, prompting deputy chairman Harivansh to adjourn the House till 2 pm soon after the papers were laid on the table. The House was adjourned again to meet at 3 pm. Once the proceedings resumed, leader of the House JP Nadda countered leader of the Opposition Mallikarjun Kharge after the Congress leader sought to raise the issue of SIR. BJD's Sasmit Patra, who was in the Chair, allowed sports minister Mansukh Mandaviya to move the National Sports Governance Bill, 2025, and the National Anti-Doping (Amendment) Bill, 2025, for passing. The Opposition MPs urged the chair to allow Kharge to speak. On the Chair's instruction, Kharge rose and sought to speak on SIR. After Patra's objection, the Opposition walked out. Nadda countered Kharge and said the Opposition did not believe in healthy democracy. After the Opposition walked out, the government discussed and passed the National Sports Governance Bill, 2025, the National Anti-Doping (Amendment) Bill, 2025, the Income Tax Bill, 2025, and the Taxation Laws (Amendment) Bill, 2025.
