EDSA rehab might be moved to 2027 — DPWH
On the sidelines of the Post-State of the Nation Address (SONA) forum in San Juan City, Public Works Secretary Manuel Bonoan told reporters that the DPWH is now awaiting President Ferdinand 'Bongbong' Marcos Jr.'s go signal for the agency to implement its recommendations to use a non-conventional construction technology to implement EDSA's rehabilitation.
'Ayaw ni Presidente na masyado mahaba 'yung pagsasara ng lanes sa EDSA,' Bonoan said.
(The President does not want the closure of lanes at EDSA to take longer.)
To recall, Marcos suspended the EDSA rehabilitation initiative that was supposed to begin on June 13, as the project needs to be studied for one month to know if there are new technologies that can be used to hasten the rehabilitation of the 23.8-kilometer road.
In the original plan, EDSA would be reconstructed lane-by-lane, with each being replaced by a new road.
The DPWH is now studying the 'time and motion' process where a layer would be placed above the surface of EDSA.
Bonoan said it will not be practical to do the EDSA rehabilitation this second half of the year amid the rainy season.
'Mga next year na or 2027 kasi may ASEAN meeting eh,' he said.
(It would be next year or 2027 because of the ASEAN meeting.)
The Philippines is set to host the 43rd Association of Southeast Asian Nations (ASEAN) Summit next year, as it took the helm of the bloc's chairmanship.
The DPWH chief said that using a new technology, the rehabilitation of EDSA would 'take about six months.'
With this, Bonoan said that 'there will be slight changes in the [budget].'
The whole project would cost between P8 billion and P17 billion.
Bonoan, in an exclusive report by Joseph Morong on '24 Oras,' earlier said that the road's rehabilitation and the consequent implementation of the odd-even scheme will only begin in 2026 as 'it is already the rainy season in the country, which will be followed by the Christmas rush during the 'Ber' months. — RSJ, GMA Integrated News

On February 27, a portion of the bridge that connects the town of Cabagan to Santa Maria in Isabela province collapsed, leaving six people injured. The DPWH said the bridge can only accommodate up to 44 tons, which is far from the weight of the truck, which was 100 tons. President Ferdinand 'Bongbong' Marcos Jr. visited the collapsed bridge a week after the incident and noted that it had a 'design problem.' But the engineer behind the bridge refuted this, asserting that the structure adhered to the Bridge Code of the Philippines. Marcos: Executive tasked to submit budget plan, make sure funds are secure
It's the job of the executive branch to come up with a spending plan and make sure that government funds are allocated to that program, and neither wasted nor stolen, President Ferdinand "Bongbong" Marcos Jr. has said. In an interview with GMA Integrated News' Ivan Mayrina, Marcos was asked to react to Senate President Francis ''Chiz'' Escudero, who said that the National Expenditure Program submitted by the executive to Congress was subject to changes by the legislature. Marcos, in his State of the Nation Address, said that he was prepared to veto a General Appropriations Bill crafted by Congress but not in line with the NEP. He said he was ready for the reenactment of the 2025 national budget if next year's proposed allocations were not in harmony with the expenditure program. ''Trabaho naman talaga ng Congress 'yung gagawin nila 'yung budget. Ngunit trabaho naman namin na magbigay ng plano at humingi ng pondo sa Kongreso para lahat ng ating mga gustong gawin ay ating magagawa. At hindi nawawala, nawawaldas, nananakaw ang pera ng tao. Iyon lang naman ang habol namin,'' Marcos said. (It's the job of Congress to craft the budget. But it's our job to provide a plan and ask for funds from Congress so that we can accomplish what we set out to do, and that the public funds would neither be lost nor stolen. That's what we want.) He also mentioned that those foreign-assisted projects have encountered problems when it came to the budget allocation. ''Oo, 'yung pinakamalaking naging problema 'yung foreign-assisted projects, tinanggal halos lahat nung funding. Kailangan natin ibalik 'yun dahil importante 'yung mga foreign-assisted projects. The DBM defines unprogrammed appropriations as those that provide standby authority to incur additional agency obligations for priority programs or projects when revenue collection exceeds targets, and when additional grants or foreign funds are generated, while appropriations with definite/identified funding as of the time the budget is prepared. Marcos was asked if he is prepared for a reenacted budget even if this will not be ''responsive'' to the plans of his administration. ''Well, yes. I am willing to reenact the budget if that's what we'll have to do,'' Marcos said. ''Since I made it already – I made New Year's Day the hard deadline, I'm sure we will find a way. I'm sure we will find a way,'' he added. In his SONA, Marcos said, 'For the 2026 national budget, I will return any proposed Generation Appropriations bill that is not fully aligned with the National Expenditure Program.' The Department of Budget and Management (DBM) defines a reenacted budget as a situation where the previous year's General Appropriations Act (GAA) is extended and remains in effect for a preceding year until such time the Congress passes a budget bill into law. Marcos already approved the P6.793-trillion National Expenditure Program for Fiscal Year 2026. Marcos to officials involved in corruption: I'm sorry, you're no longer my ally
Asked what if it was his allies who were at fault, Marcos said he no longer wants to be associated with them. 'Sorry na lang. Hindi na kita ka-alyado kung ganyan ang ginagawa mo, ayaw na kitang ka-alyado.' President Ferdinand ''Bongbong'' Marcos Jr.'s allies will not be spared if found to be involved in corruption on flood control projects. In an interview with GMA Integrated News, Marcos was asked if he would crack the whip on those responsible for the alleged corruption in flood control projects. He said that in solving issues, it would be better to ''fix the problem, not the blame.'' ''You cannot fix the problem without knowing who to blame. So one thing follows another. So for us to fix the problem, we have to know what happened and where did it go wrong. at sinong dapat managot? (Who should be held liable?) Mayroon dapat naman managot... dahil sa dinadaanan na hirap... na dinadanas ng ating mga kababayan (Someone should be held liable... because of the hardships of the citizens), they have to be told who is responsible and somebody has to answer for their suffering,'' Marcos explained. Asked what if it was his allies who were at fault, Marcos said he no longer wants to be associated with them. ''Sorry na lang. Hindi na kita ka-alyado kung ganyan ang ginagawa mo, ayaw na kitang ka-alyado,'' the President said. (I'm sorry. You are not my ally if you are doing that, I don't want you to be my ally.) To recall, Marcos in his fourth State of the Nation Address warned government personnel who steal public funds, such as those for flood control projects, that they will be dealt with under the law. Marcos tasked the Department of Public Works and Highways to submit a list of all flood control projects in the last three years and publish it in order for the public to know who should be held accountable. Still, the President ensured that the DPWH would not conduct the audit or review of the flood control projects. Opposition lawmakers have said that the Commission on Audit should be the one to probe and audit the flood control projects. ''Hindi talaga, hindi talaga DPWH... hiningi lang natin, hindi lang hiningi, kinuha na natin 'yung listahan, kaya 'yung mahalaga doon sa aming pinag-usapan, na isasapubliko natin,'' Marcos said. (It's not DPWH... we just asked for the list, we got the list, what's important is that we will disclose this to the public.) Among the names include contractors, which Marcos did not specify. If proven that they are involved in corruption, Marcos said they would be blacklisted from the government. ''We already have some names that are coming up that will be, first of all, corporations that are... mga contractor... na talagang kitang-kita na hindi magandang trabaho nila (it's obvious that they are doing something bad in their jobs). So, we will put them on a blacklist, hindi na sila pwedeng magkontrata sa gobyerno (they will no longer be allowed to be contractors of the government),'' he said. Marcos said those involved know who they are, adding that some of them have been involved in corruption for a long time. ''They know who they are. They know who they are. Mayroon naman diyan talagang mga notorious, matagal nang ganito ang ginagawa. I'm sorry but they will have to account for their actions and they will have to account for the expenditures that they have made na hindi natin nakikita kung ano 'yung naging resulta,'' he said.
