
Sabah leads with new carbon governance law
Published on: Thu, Jul 24, 2025 Text Size: Nizam visits one of the exhibition booths at the programme. - Pic by CMD SEMPORNA: Sabah has taken the lead nationally in environmental governance with the passing of the Climate Change and Carbon Governance Enactment 2025, said Chief Minister Datuk Seri Hajiji Noor. He said the law will protect native rights through the Prior Informed Consent (PIC) process and support community involvement in climate action. Hajiji, in a speech delivered by Assistant MInister to the Chief Minister Datuk Nizam Abu Bakar Titingan at the World Biodiversity Day celebration here, said the theme "Harmony with Nature and Sustainable Development" reflects the State's commitment to balancing development and conservation. Sabah is also pioneering the Blue Economy under its SMJ development agenda, including exploring renewable energy through Ocean Thermal Energy Conversion in Tawau and a Seaweed Mapping Project with UMS and Yayasan Petronas. Chairman Datuk Zulkarnain Mahdar said the move seeks to address public doubts and ensure justice is served transparently. Advertisement He said key questions remain, including why no post-mortem was conducted and why Zara's clothes, which could have been evidence, were returned to be washed by her mother. He added that disturbing speculation online including claims that Zara was put in a washing machine prior to her death has only deepened public unease. G57 also offered to fully fund legal aid for the family, with Zulkarnain personally pledging to sponsor Zara's mother for umrah. He said the group is not questioning the police but stressed the public deserves clarity and transparency, free from 'hidden interference'. Thailand, Cambodia agree in principle on ceasefire monitoring
KUALA LUMPUR: The joint working group discussions between Thailand and Cambodia, held since Monday, have, in principle, reached a consensus on key issues concerning the implementation of a ceasefire along the two countries' border. Armed Forces chief General Tan Sri Mohd Nizam Jaffar said the agreement in principle included the terms of reference (TOR) for the monitoring to be carried out by the interim Asean Defence Attaché Observer Team and the Asean Defence Attaché Observer Team (AOT). "Alhamdulillah, an agreement in principle has been reached. However, there are still several matters being refined, and they will be decided at the General Border Committee (GBC) meeting tomorrow," he said when contacted. The secretariat-level meeting, attended by nearly 40 representatives from Thailand and Cambodia, took place at Wisma Perwira ahead of the GBC meeting tomorrow. Currently, the interim AOT has already been deployed, led by Malaysia's defence attachés in Bangkok and Phnom Penh, who are conducting field observations. Once agreed upon, the AOT will take over the duties currently performed by the defence attachés. Earlier today, Nizam expressed hopes that both parties involved in the ongoing GBC process would reach an agreement and honour it. The GBC is part of a ceasefire agreement reached between Thailand and Cambodia at a special meeting in Putrajaya on July 28. Tensions between the two Asean member states escalated on May 28 following a clash between troops in the Preah Vihear border area, reigniting a long-standing dispute over their 817km shared border. The fighting led to 15 deaths and displaced more than 100,000 people. On July 28, Malaysia, as Asean chair, hosted a meeting involving Cambodian Prime Minister Hun Manet and acting Thai Prime Minister Phumtham Wechayacha in Kuala Lumpur. After the meeting, Anwar said the immediate and unconditional ceasefire agreement between Cambodia and Thailand marked the beginning of efforts to rebuild trust, confidence and cooperation between the two countries. Phumtham said the outcome reflected Thailand's commitment to a ceasefire and a peaceful resolution, while continuing to protect its sovereignty and the lives of its people.

No need for new talks, just political will to implement MA63: Madius

He reiterated the call while debating the 13th Malaysia Plan (13MP) in the Dewan Rakyat on Wednesday. Advertisement Madius questioned why the agreed financial rights under the Malaysia Agreement 1963 (MA63) remain unfulfilled despite being constitutionally guaranteed. The Upko Honorary President said Sabahans should not continue to suffer from underdevelopment and poverty due to the failure to deliver the promised revenue returns. He pointed out that more than 80 per cent of the country's RM1.3 trillion debt has been spent in Peninsular Malaysia, while resource-rich Sabah remains inadequately funded. The former Sabah Deputy Chief Minister stressed that Sabah could independently fund basic infrastructure and economic development if it received its rightful 40 per cent share.
