
Saudi Arabia Rolls Out Measures to Spur Property Use
The amended rules broaden the levy to include vacant buildings, as well as undeveloped plots, and streamline its rollout by imposing an annual tax of up to 10% of a plot or group of plots' market value if their combined area within an urban zone is 5,000 square meters or more, according to regulations.
Vacant properties will also face an annual tax based on comparable rental values, capped at 5% of their market value. This rate could be increased to 10% by cabinet decision on a ministerial committee's recommendation. State-owned properties are exempt.
Hamed bin Hamri, a member of the Eastern Province Chamber of Commerce's real estate committee and chief executive of Tamkean Investment, said the tax would pressure owners to utilize vacant assets or sell them to avoid annual charges, spurring market activity.
'Holding onto undeveloped land will now come with a cost linked to its market value,' he told Asharq Al-Awsat. 'This reduces the appeal of land hoarding.'
He urged owners to seize the opportunity to build or partner with developers to revive unused plots, and called for incentive schemes, easier bank financing, and feasibility studies to help owners bring projects to life.
Khalid Aljasir, head of Amaken International Group, warned that the changes could trigger a cautious slowdown in the real estate market.
'Supply will rise faster than demand, giving buyers with cash more bargaining power,' he told Asharq Al-Awsat, predicting that this caution could last for six months before the market regains balance.
He described the move as 'bold' and said it could push land prices back to earlier levels.
Financial and economic consultant Hussein Al-Attas told Asharq Al-Awsat that expanding the tax to cover vacant buildings was a key step towards tackling one of the main causes of market stagnation — idle, ready-to-use properties.
Setting a 5,000 square meter threshold for taxable plots would reduce inefficient land fragmentation and make compliance easier to monitor, he said. Linking the tax rate to asset value, capped at 10%, would ensure fairness and reduce evasion while encouraging genuine development.
By targeting vacant buildings, the system addresses shortages in ready-to-occupy or investable stock, Al-Attas said, adding that flexible executive regulations would allow the housing ministry to adapt to shifting market conditions.
'These changes could accelerate development, limit speculative holding of assets, and support price stability while improving economic efficiency in the property sector,' he stressed.

Rights groups refer killing of Al Jazeera journalists in Gaza to ICC
LONDON: Two Palestinian rights organizations have filed a case with the International Criminal Court over the killing of six Al Jazeera journalists in an Israeli strike on Gaza City. In a joint statement on Tuesday, the Hind Rajab Foundation and the Palestinian Center for Human Rights called the attack 'a clear-cut criminal act — a war crime and part of a broader genocidal campaign — and it demanded a direct, targeted legal response.' The groups said the strike was part of 'a long war on the press' by Israel, which used 'recycled accusations' that the victims were 'terrorists in press vests.' PIF reports 19% growth in assets under management, $171 billion invested in priority sectors since 2021
Saudi Gazette report RIYADH — The Public Investment Fund (PIF) has reported a strong performance for 2024, with assets under management (AuM) rising 19% to $913 billion and total revenue increasing by 25%, according to its newly published annual report. The results highlight PIF's expanding role in driving Saudi Arabia's economic transformation and shaping global markets. Since 2021, cumulative investments in priority sectors have exceeded $171 billion, with $56.8 billion deployed in 2024 alone. The fund's average total portfolio return has reached 7.2% annually since 2017, and its cash position remains broadly unchanged, reflecting robust liquidity. PIF's contribution to the Kingdom's non-oil GDP between 2021 and 2024 totaled $243 billion, representing 10% of the national non-oil economy. The fund has established 103 companies to date, bringing its total portfolio to 225 companies by the end of 2024, while advancing strategic sectors, localization, and innovation. Key milestones in 2024 included partnerships in sports, technology, energy, and entertainment — such as launching Alat, a technology firm focused on semiconductors and smart devices; creating the Neo Space Group to champion the satellite and space sector; and entering multi-year agreements with ATP and WTA to boost global tennis. Pakistan finance minister eyes cut to key policy rate from 11 percent
ISLAMABAD: Pakistan's finance minister said on Wednesday that there was more room for the central bank to cut the country's key policy rate down from 11 percent. 'We are hopeful of progress in terms of the policy rate going south,' Mohammed Aurangzeb said at an event in Islamabad. The next policy rate announcement is due on September 15, according to the State Bank of Pakistan's calendar. The central bank left its key interest rate unchanged at 11 percent on July 30, going against analyst expectations. In a Reuters poll ahead of the policy rate announcement, all 15 analysts said they expected the bank to ease, with nine forecasting a 50 basis-point cut, four predicting a deeper 100 basis-point reduction and two projecting a smaller 25 basis-point cut. The bank, however, held the rate steady, saying the inflation outlook had deteriorated due to rising energy prices.
