In a deeply emotional and revealing conversation, Hemant Mattoo, brother of Priyadarshini Mattoo, shared his thoughts on the July 1 Delhi High Court directive to reconsider the rejection of a sentence review plea filed by Santosh Kumar Singh — the man convicted of raping and murdering Priyadarshini in 1996. This isn't the first time the review board has rejected his plea.
Hemant expressed his shock and disappointment over the legal leniency shown toward the convict, who has already benefited from a reduced sentence and an open jail arrangement. He strongly questioned the justice system's idea of 'reformation", emphasising the complete absence of remorse or acknowledgment from Singh or his family.
Hemant also opened up about the immense personal loss his family suffered due to the crime, saying that 'his father, mother and sister died prematurely" because of the crime committed by Singh.
I was stunned and very disappointed. I couldn't believe that he received some leniency. The Supreme Court had already commuted his sentence from the death penalty to life imprisonment. At that time, the impression was that 'life imprisonment" would mean decades in prison. Since then, I have been following the case closely—especially alongside my father until he passed away in 2016. After the 2008 High Court judgment that convicted him, he was in prison. But after a few years, he was shifted to an open jail where he could leave during the day and return in the evening.
What is your concern now?
My concern is that he hasn't fully served the punishment he was supposed to. Considering the gravity of the crime and his past behaviour, it's very concerning that he is getting leniency. Has he ever reached out? Has he ever shown remorse or contacted us?
Did he or his family ever try to apologise?
Never. Neither he nor his family has ever approached my parents or me to say even a single word acknowledging our suffering. I don't know what 'reformation" means in the justice system if there's no remorse, no apology, no acknowledgment. What has he done in jail that merits release?
The lower court acquitted him, then the High Court convicted him in a strongly worded order, and the Supreme Court commuted his death sentence to life imprisonment. Do you think the Indian judicial system helped you get justice?
To some extent, yes—until the High Court stage. The High Court took cognisance of the gravity of the case, his pattern of harassment and stalking, and the influence his father had on the police and other departments. The trial court didn't rely on circumstantial evidence and let him go. But the High Court did, and we were satisfied at that point. However, we were disappointed with the lower court earlier and even with the Supreme Court when it commuted his death sentence.
Do you think this is a complete judicial process, and should he be given a chance to reform and live in society or you think he would be dangerous for society?
I can't predict if he will be dangerous, but I've never met him or spoken to him. What I know is he hasn't served the punishment he was supposed to. He's a manipulative person—he was manipulating the system before the crime, after the crime, and even during the sentence. How many convicts are allowed into open jails? He hasn't even completed his life sentence.
The recent order talks about of 'reformation". What's your view?
To me, reformation would mean that he or his family would come and acknowledge the pain caused to my family. My parents were alive till 2020. No one came forward. They act as if what happened was justified or irrelevant. There's no remorse. They act like they can bend the system however they want. We've been shown from the beginning that they simply don't care.
Hypothetically, if he or his family came and sincerely apologised, would you be able to accept his premature release?
I don't think so. This has gone too far. One incident destroyed my family. My father died prematurely. My mother passed away prematurely. My other sister also passed away. Three family members gone because of that one incident. I can never forgive him. He should have been hanged.
Can you tell us about the challenges your family faced during this long legal journey?
My father was the one who pursued the case. He faced huge challenges with the CBI—one day they would say something encouraging, the next day something disappointing. My father believed Singh's father, then an IPS officer, was influencing the investigation. The CBI's stance kept shifting, probably under pressure.
Will you challenge the premature release if it happens?
We are already doing that. Through friends and legal acquaintances in Delhi, we are submitting written responses to both the Delhi and Central governments. We are asking them to consider the case background, public sentiment, his dangerous behavioural pattern, and the high risk of repeat offending. He has never shown remorse—he may even come out with a revengeful mindset.

Delhi HC seek NIA's stand on MP Engineer Rashid's plea challenging terror funding charges
The Delhi High Court on Thursday sought the NIA's stand on a plea by Baramulla MP Abdul Rashid Sheikh challenging framing of charges against him in a terror funding case. Earlier, the high court had issued notice to the NIA only on the aspect of delay of around 1,100 days in filing the plea challenging framing of charges against him. Rashid's plea challenging a trial court's order asking to bear travel expenses of ₹1.44 lakh per day for attending the session in custody between July 24 and August 4, and seeking interim bail was listed before the bench Thursday. The division bench was of the view that these two pleas be heard by the same bench which had previously heard a similar plea filed by him during the Budget session. The court said the pleas be listed before a division bench comprising Justice Anup Jairam Bhambhani, subject to the orders of the division bench. On March 25, a division bench of Justices Chandra Dhari Singh and Justice Bhambhani had asked Rashid to deposit ₹four lakh with the prison authorities as travel expenses for taking him to Parliament to attend the Budget session "in-custody". Rashid has been lodged in Tihar jail since 2019 after he was arrested by the NIA under the Unlawful Activities (Prevention) Act in the 2017 terror funding case. On March 21, the trial court dismissed Rashid's second regular bail application. In the appeal against the decision, the J-K MP said he has already spent over five years in custody and the delay in trial, which was unlikely to be concluded soon, entitled him to be released on bail. The bail plea also contended that the allegations against him were baseless as he was never involved in secessionist and terrorist activities. 'The appellant is a mainstream political leader of J&K having been elected twice as an MLA and recently as an MP. Due to his passionate engagement in mainstream politics, he became a potential target for those who preached separatist ideologies including militant outfits, labelling him as a traitor,' the pleas submitted. 'A mere political comment made on the hanging of Afzal Guru showing disapprobation of the measures of the government or criticising a judgement of the Courts cannot be construed to mean as an association with terrorists much less any association which has a nexus with the commission of any unlawful or terrorist activity,' it submitted. Rashid also sought bail to enable him to attend the Lok Sabha sessions, saying his presence was imperative as he represented 45 per cent of the Kashmir valley and had been 'assigned the role to act as a bridge between Parliament and the people of his constituency'. The Baramulla MP, who defeated Omar Abdullah in the 2024 Lok Sabha polls, is facing trial in a terror funding case with allegations that he funded separatists and terror groups in Jammu and Kashmir. According to the NIA's FIR, Rashid's name cropped up during the interrogation of businessman and co-accused Zahoor Watali. After being chargesheeted in October 2019, a special NIA court framed charges against Rashid and others in March 2022 under Sections 120B (criminal conspiracy), 121 (waging war against the government), and 124A (sedition) of IPC and for offences relating to terrorist acts and terror funding under UAPA.

Bombay High Court pulls up police for compelling doctors to reveal identity of minor girls seeking pregnancy termination
The Bombay High Court on Monday expressed displeasure with the Maharashtra Police for 'harassment' of doctors for compelling them to reveal the names and identity of the minor girls who desire to terminate their pregnancy, despite the Supreme Court directive that the same should not be insisted upon. A bench of Justices Revati Mohite-Dere and Neela K Gokhale passed an order on city-based gynecologist seeking direction that he was free to undertake medical termination of pregnancy (MTP) of a co-petitioner minor girl without disclosing her name and identity to the police. The petitioner through advocate Meenaz Kakalia referred to the Supreme Court judgment of 2022 which 'recognized the medical practitioner's fear of prosecution under POCSO, thereby hindering access to safe and legal abortion.' The court noted that petitioner minor girl had consensual relationship with a boy known to her and became pregnant consequent to said relations and she and her parents are desirous of terminating her 13-week pregnancy. 'Hence, well within the restriction on the length of pregnancy, termination of which is permissible under the Medical Termination of Pregnancy Act (MTP), 1971 subject to the conditions laid down therein. Considering the future of the minor, it is natural that she and her parents are unwilling to reveal her identity,' the HC noted. Kakalia also argued that earlier, a coordinate bench of HC had in May last year allowed the gynaecologist to undertake MTP of another minor girl without disclosing her name and identity based on SC decision. The HC permitted the doctor to undertake MTP of the minor girl 'without being compelled to disclose her name and identity.' The court said that the forensic evidence of the foetus be collected and stored by the doctor only if the minor girl and her parents consent to the same, which transmitted to the Police Officer concerned in case any criminal prosecution is launched in future. 'We are quite surprised that despite the clear finding of the Supreme Court as well as of this court, repeatedly holding that in the facts of such cases, the identity of the minor girl need not be insisted upon to be revealed, the doctors concerned are compelled to approach this court for such permissions as the police insist upon the doctors to reveal the name and identity of the minor victims. 'This is nothing but harassment of the doctors as well as the minor victims. We thus, deem it appropriate that a copy of the Supreme Court's decision as aforesaid as well as the orders passed by this court be circulated to all the police stations in Maharashtra for their information and for necessary action,' the HC noted and disposed of the plea.

Maharashtra: Family Of Kargil War Veteran Harassed By Mob In Pune, Forced To Prove Indian Citizenship
The family of a Kargil War veteran in Pune has alleged that a mob barged into their home late Saturday night, demanding proof of their Indian citizenship and accusing them of being illegal immigrants. The incident took place in the Chandannagar area of Pune around 11:30 PM. The family claims that members of the Bajrang Dal, accompanied by some police personnel in plain clothes, entered their house and accused them of being Bangladeshi and Rohingya immigrants. Irshad Shaikh, brother of Army veteran Hakimuddin Shaikh, said, "We are proud Indians. Our family members, since our forefathers, have served the nation for 130 years in various ranks and services, and yet, we were treated like criminals in our own home." He added, "A mob of 70-80 people entered my house and the houses of relatives who reside next to me. They started asking us to prove our nationality. We tried to show our IDs, but they were not listening to us and created chaos. Some police personnel in civil uniform were with them, too." Hakimuddin's nephew, Shamshad Shaikh, shared a similar account. "Around 11:45 pm, they banged loudly on our door. Once open, 5-7 people entered the house. There were a total of 80 people... They started saying that without wasting time, show your Aadhaar card; otherwise, we will kill you. Upon showing, they claimed our Aadhaar cards were fake. We do not know them, but they told us that they are from Bajrang Dal... The police came in civil dress, so we were not able to identify them initially." However, Pune Police Commissioner Amitesh Kumar denied police involvement in the incident.
