Senate passes Journalists and Media Professionals Bill

ISLAMABAD: The Upper House of the Parliament has unanimously passed the Protection of Journalists and Media Professionals (Amendment) Bill, 2022, a legislative draft which provides that any person found involved in using 'abusive, violent or intolerant behaviour with a journalist during performing his duty – shall be liable on conviction to imprisonment for a term not exceeding seven years or with fine not exceeding three hundred thousand rupees or with both.'
In addition, seven other bills were passed by the Senate in its meeting on Monday presided over by Chairman Yousaf Raza Gilani. Saleem Mandviwalla from Pakistan Peoples Party (PPP) presented the Protection of Journalists and Media Professionals (Amendment) Bill, 2022 that received support from both treasury and opposition sides.
'We support this bill. All the clauses of this bill have been thoroughly reviewed,' said opposition lawmaker Ali Zafar, the Pakistan Tehreek-e-Insaf (PTI) Parliamentary Leader in the Senate.
The bill seeks to amend the Protection of Journalists and Media Professionals Act, 2021 with the insertion of some new sections including Section 20A.
'No person shall be permitted to use abusive, violent or intolerant behaviour with a journalist during performing his duty. However, any person who commits this offence shall be liable on conviction to imprisonment for a term not exceeding seven years or with fine not exceeding three hundred thousand rupees or with both,' this Section reads.
Another newly inserted Section 20B reads that no person shall force a journalist to disclose any source of information which he received during performing his duty except under the prevailing law. 'However, any person who violates this Section shall be liable on conviction to imprisonment for a term not exceeding three years or with fine not exceeding one hundred thousand rupees or with both,' it reads.
The Section 20C says that a journalist shall perform his duty independently without pressure of any person, group, organisation or department. 'However, any person who violates this Section shall be liable on conviction to imprisonment for a term not exceeding five years or with fine not exceeding one hundred thousand rupees or with both.'
The Section 20E (1) provides that any police officer who does not comply with the provisions of this law in relation to protection of journalist or any other public officer who 'wilfully delays or hinders in providing or processing the information shall be punished with imprisonment of either description not less than two years and up to three years and a fine of not less than one hundred thousand and up to three hundred thousand.' The Protection of Journalists and Media Professionals (Amendment) Bill, 2022 also provides for the establishment of a commission for the protection of journalists and media professionals.
Meanwhile, seven other bills passed by the House were: Legal Practitioners and Bar Councils (Amendment) Bill, 2025, State-Owned Enterprises (Governance and Operations) (Amendment) Bill, 2024, Abandoned Properties (Management) (Amendment) Bill, 2024, National Institute of Health (Re-organisation) (Amend-ment) Bill, 2024, Islamabad Capital Territory Charities Registration, Regulation and Facilitation (Amendment) Bill, 2023, Criminal Laws (Amendment) Bill, 2024, and Code of Criminal Procedure (Amendment) Bill, 2024.
The following bills were introduced in the House and referred to the relevant standing committees. They were Provincial Motor Vehicles (Amendment) Bill, 2025, Cannabis Control and Regulatory Authority (Amendment) Bill, 2025, National Vocational and Technical Training Commission (Amendment) Bill, 2025, Prohibition of Smoking and Protection of Non-Smokers Health (Amendment) Bill, 2025, and Social Media (Age-Restricted Users) Bill, 2025.
The Senate was adjourned till Thursday.

The Sindh Assembly session was held on Tuesday under the chairmanship of Panel of Chairperson Nida Khuhro. The resolution sparked a detailed discussion, with both treasury and opposition members severely criticizing the inefficiency of power distribution companies including K-Electric, HESCO and SEPCO, citing prolonged load shedding and unjustified billing. Sindh Senior Minister Sharjeel Inam Memon said that resolutions have been presented against K-Electric, HESCO, and SEPCO in every session of the assembly, but unfortunately, the authorities of the concerned institutions do not even pay heed to them. Addressing the Sindh Assembly session, Sharjeel Memon said that the Sindh government has initiated the provision of solar systems for citizens living in extreme temperatures reaching 50 degrees Celsius. However, he emphasized that this is not a permanent solution. A long-term and sustainable resolution to the electricity crisis must be found, as this country belongs to all of us. Sharjeel suggested that electricity distribution companies should introduce a prepaid metering system, as it would not only help address consumer complaints but also curb issues such as electricity theft. He emphasized that institutions like K-Electric, HESCO, and SEPCO must adopt an effective mechanism that enables electricity to be provided to consumers on an individual basis. Sharjeel Inam Memon said that once everyone has a prepaid connection, there will be no room for complaints. Opposition Leader Ali Khursheedi stressed the importance of implementing Assembly resolutions, warning that ignoring them undermines the legislature's authority. He called on the federal government and NEPRA to reverse the financial burden placed on the people of Karachi and Sindh. MQM's Aamir Siddiqui denounced NEPRA's July 18 decision as unjust, arguing that industries were relocating to other provinces, and K-Electric was using the pretext of electricity theft to unfairly extract billions from the public. PTI's Shabbir Qureshi proposed raising the base consumption slab for electricity from 200 to 300 units to protect low-income households from excessive charges. PPP lawmakers Heer Soho and Asif Musa also criticized the current policy, highlighting that even a single unit above the threshold triggers steep billing, placing unbearable pressure on poor citizens. PPP MPA Jameel Soomro likened electricity companies to the "East India Company," highlighting the disparity in service between cities like Larkana, suffering 18-hour outages, and cities like Lahore, which enjoy better electricity supply. Khuram Soomro lamented that electricity company officials ignored the Assembly's summons, demanding legislative action against K-Electric and WAPDA for disrespecting the house. MQM's Najam Mirza accused NEPRA of economically exploiting Sindh's urban population, while PTI's Muhammad Owais proposed a law requiring FIRs to be registered against K-Electric managers for exceeding 10 hours of load shedding, which he deemed illegal. After extensive discussion, the resolution was passed unanimously. The session was then adjourned until Friday at 3 PM.

LAHORE: The Punjab Assembly on Tuesday approved several significant pieces of legislation and adopted multiple resolutions addressing regional development, heritage preservation, and national security. Among the bills passed were the AGN University Bill 2025, the Asian University for Research and Advancement Bill 2025, and the Punjab Education Foundation (Amendment) Bill 2025, all aimed at advancing educational reforms in the province. In addition to legislative measures, the Assembly adopted a series of resolutions. One resolution, moved by MPA Naveed Aslam Khan, called for the immediate elevation of Harrapa to the status of a tehsil headquarters. Another, presented by Javed Ahmed, emphasised the need to protect and restore the historical heritage of Pakpattan by integrating it into the development projects of the archaeology and tourism departments. The Assembly also paid tribute to the late Punjabi poet Tajammul Kaleem, with a condolence resolution moved by MPAs Hanbal Sana Karimi and Ahmar Bhatti, expressing grief and offering prayers for the departed soul and his bereaved family. A strongly worded resolution, introduced by Rana Muhammad Arshad, condemned Indian-sponsored terrorism following a recent security operation in Mastung. The resolution commended the bravery of Pakistani forces in neutralizing terrorists affiliated with the anti-state group Fitna-e-Hindostan and honoured the sacrifices of martyred personnel, including Subedar Suleim and Sepoy Nazim Hussain. In a move highlighting national achievements, MPA Azma Bukhari tabled a resolution praising the restoration of Pakistan International Airlines' (PIA) international routes, crediting Prime Minister Shehbaz Sharif's leadership for revitalizing the national carrier's global standing. Addressing social concerns, MPA Amjad Ali Javed proposed a resolution urging the provincial government to formulate a comprehensive policy against organised begging. The resolution stressed the need for rehabilitation centers and vocational training for vulnerable individuals, citing the growing nuisance of professional beggars in urban areas. Earlier, the Punjab Assembly session commenced nearly two and a half hours late under the chairmanship of Acting Speaker Malik Zahir Iqbal Channar. Opposition members entered the house chanting slogans for the second consecutive day, raising objections over the previous day's violent clashes. Deputy opposition leader Moeen Qureshi condemned the use of abusive language and physical altercations, stating, 'Foul language has no place inside or outside the assembly. The events of yesterday were not just a dark day but the darkest day in this house's history.' He alleged that armed individuals accompanying some MPAs used extreme vulgarity against opposition members and mistreated them in the media gallery. 'An attempt was made to murder our MPAs. The attackers are clearly identifiable in videos, and action must be taken against them under the rules,' he demanded, submitting a letter with three key demands: the suspension of government MPA Hassan Riaz, registration of an FIR against the attackers, and disciplinary action against the assembly's chief security officer for negligence. Acting Speaker Zahir Iqbal Channar asserted that government and opposition members have equal status, adding, 'If an opposition member attacks from his seat, should we garland him? Violence is not a good tradition. Rules have been enforced as per authority.' Minister for Parliamentary Affairs Mian Mujtaba Shuja-ur-Rehman termed the previous day's incident 'unfortunate' but defended the chair's actions as appropriate. He accused opposition members of hurling abuses. Opposition member Sardar Muhammad Ali condemned the brawl but criticised what he called selective application of rules, alleging Sheikh Imtiaz was spared punishment despite misconduct. ISLAMABAD: A local court on Tuesday suspended the arrest warrants of Khyber Pakhtunkhwa Chief Minister Ali Amin Gandapur after he surrendered before it in an illegal weapons and liquor case. Judicial Magistrate Mubashir Hussain Chishti suspended the arrest warrant of Gandapur after he appeared before it. The court also cancelled the notice issued to Gandapur surety. At the start of the hearing, Gandapur's counsel Raja Zahoorul Hassan told the court that today his client will not record his statement under Section 342 of the Criminal Procedure Code (CrPC). He requested the court to first hear the acquittal application of his client as a judicial order regarding this already, he said. Judge responded, alright, let us start the argument on the acquittal application, I am listening. The defence counsel requested additional time, stating, I cannot present arguments today. I need at least five hours for proper defence. The judge replied, 'You have five hours, please proceed.' 'If I am to argue for five hour, I need five days for preparation,' the defence lawyer said. He further said that the court should prove us the amended questionnaire under Section 342 so that both the defence arguments and the statement could be submitted together. The judge assured him that you will receive the questionnaire by 3:00 pm. During the hearing, Gandapur explained his absence from the previous hearing held on July 21, citing his role as a voter in the Senate elections alongside his responsibilities as chief minister. The judge said that we had given you the option to record his statement online. Gandapur told the court that he had attempted to join hearing online but there was an internet issue in the court. The court granted Gandapur to leave and adjourned hearing. The court adjourned hearing of the case till July 31. Talking to the reporters after the hearing, the chief minister said that we are not afraid of such fake cases. Our spirits will not be dampened by disqualifications or arrests, he added. He said that the case filed against him was entirely fabricated. When this case was registered, I was not even present at the scene, and the vehicle in question did not belong to me, he said. Reaffirming his commitment to leading the Pakistan Tehreek-e-Insaf (PTI) movement in the province, the chief minister announced a major public mobilisation campaign.
