
Rice prices: A hot issue, on and off Japan's farm

All is calm at Satoshi Yamazaki's rice farm, with its freshly planted rows of vivid-green seedlings, but a row over the cost of the staple in Japan is threatening to deal the government a blow at the ballot box. Shortages of the grain caused by a supply chain snarl-up have seen prices almost double in a year, fuelling frustration over inflation - and voters could let their anger be known in upper house elections due next month.
To help ease the pain for consumers and restaurants, the government started tapping emergency stockpiles in March, having only previously done so during disasters. Yamazaki, who grows about 10 percent of his rice organically using ducks to eat pests, said he understands high prices are 'troubling' for ordinary people. But he stressed that thin profits are a concern for many of those who produce it.
'There's a gap between shop prices and what farmers sell rice for to traders and the like,' he told AFP in the northern Niigata region. 'Not all the money paid at shops becomes our income,' said Yamazaki, a 42-year-old father of seven. A mosaic of factors lies behind the shortages, including an intensely hot and dry summer two years ago that damaged harvests nationwide. Since then some traders have been hoarding rice in a bid to boost their profits down the line, experts say. The issue was made worse by panic-buying last year prompted by a government warning about a potential 'megaquake' that did not strike.
Meanwhile, the rising price of imported food has boosted the popularity of domestic rice, while record numbers of tourists are also blamed for a spike in consumption. Farm minister Shinjiro Koizumi has pledged to cut prices quicker by selling stockpiled rice directly to retailers - attracting long queues to some shops. It appears to be working: the average retail price has edged down for a second week to 4,223 yen ($29) for five kilograms (11 pounds), down from a high of 4,285 yen in May. That hasn't stopped opposition politicians - with an eye on the elections - and online critics branding the reserve rice 'old', with some likening it to animal feed.
But analysts also blame Japan's decades-old policy of cutting rice-farming land. The policy was introduced to support prices that were being hit by falling demand brought about by changes in the Japanese diet. Under the 1971 policy, farmers were told to reduce the amount of space used to grow the grain in favor of other crops. That saw the amount of land used for rice paddies - not including for livestock feed - plunge below 1.4 million hectares (3.5 million acres) in 2024, from a peak of 3.3 million hectares in 1960.
While the policy was officially abolished in 2018, it has continued in a form of incentives pushing farmers towards other commodities like soybeans.
Adding to the crisis is Japan's ageing population. Many rice farmers are old and their children have no interest in taking over. Eighty percent of rice farmers are part-time with less than two hectares of fields but they account for only 20 percent of production, said agronomy expert Kazunuki Oizumi, professor emeritus of Miyagi University. Their main revenue comes from other jobs or pensions, he added.
Toru Wakui, chairman of a large-scale farm in the northern Akita region who has for decades fought against the acreage reduction, said Japan should 'seek an increase in rice production and exports to foreign markets'. 'If you only think about the domestic market while increasing output, of course prices will fall,' he told AFP. 'We need to look for markets abroad.'

Crypto firms pick less strict EU states for swift approval
Agencies The first EU-wide cryptocurrency regulation was meant to impose some harmony, but disparities in implementation by member countries has allowed companies to exploit a flaw in the system. Launched in December, Markets in Crypto-Asset (MiCA) insists on service providers obtaining a licence to operate legally in the European Union. It is issued once specific criteria on anti-money laundering, prevention of terror group financing, IT security and financial soundness have been implemented. Such a framework aims to protect investors and provide credibility to a sector deemed to be poorly regulated. Once obtained, a licence grants access to the entire EU market, which encourages some companies to seek authorisation in the most 'accommodating' member state. Crypto experts, speaking to AFP, do not question the integrity of regulatory authorities in, for example, Germany and the Netherlands - two EU members which account for the majority of the roughly 30 MiCA licences issued so far. Other bloc nations, including Malta, are in the crosshairs, however, according to these same experts, who preferred to remain anonymous. They point to, for example, the Mediterranean island hastily issuing licences before the formal implementation of collective standards. 'From time to time we see arriving on our market, via the (MiCA) passport, products approved by some of our colleagues with, let's say, a rather quick signing off,' lamented the president of the financial markets authority in France, Marie-Anne Barbat-Layani, as she addressed the country's Senate in March. Barbat-Layani noted that EU markets regulator ESMA had launched a 'peer review' of an unnamed regulator that is potentially too lax. When contacted by AFP, the watchdog declined to comment. The Maltese regulator, MFSA, neither confirmed nor denied that it was involved. An official working under her, Stephane Pontoizeau, added: 'There is always the risk of someone trying to find the least demanding entry point into Europe.' Crypto platform OKX, which had planned to hire about 100 staff in France making the country its 'anchor' in Europe, ultimately opted for Malta. Peer Gemini followed the same strategy, having targeted Ireland before changing its mind, citing the 'proactive engagement' of the Maltese authorities. 'Malta began welcoming applications several months earlier than other regulators, which meant that we could start the application process earlier, build the teams and infrastructure required to operate under MiCA,' noted Gemini's head of Europe, Mark Other countries have been slow to grant approvals, with France having only just issued its first MiCA licence - to French fintech firm Deblock - amid accusations that its process is long and complex. France, however, sees it as granting companies greater time to prepare their application, with the country implementing a transition period through to June 2026. Pontoizeau insisted the French financial regulator is 'determined not to add national requirements to European rules'. According to lawyer Anne Marechal, former legal director at the regulator, there have been 'cut-price approvals'. She told AFP that 'believing one can save a few weeks and a little money' puts companies' credibility at risk with investors. Obtaining the necessary certification can also require considerable outlay, whether for a MiCA or national licence. Tangi Le Calvez, founder of the crypto investment firm GOin, has invested about one million euros on obtaining a French licence, which inspired MiCA. He believes that many players will not be able to complete all the necessary steps. Already in 2017, EU member Estonia introduced its own mandatory licences for the crypto sector, which resulted in 75 percent of industry participants ceasing operations there, according to the Cointelegraph publication. This number positions Qatar in the third place among countries most exposed to digital ads. 'Try imagining the ads you've seen today. Let me guess — you remember none or a very few. We are exposed to thousands of ads daily, but become resistant to them. In many instances, we do not even need ad-blockers, as our brains do just that. With this comes a challenge for businesses — how to cut through this block and get noticed,' said Vytautas Paukstys, CEO of Eskimi. To draw these conclusions, Eskimi researchers investigated ad statistics from apps and websites across 188 countries worldwide. Below are the key takeaways from the study. While Qataris are heavily exposed to digital ads, a few countries rank even higher. Internet users in Nauru, a tiny island in Oceania, are the most exposed to digital ads worldwide. One individual is shown almost 1,600 placements daily. Iceland ranks second with over 1,500 ads. Among the analysed countries, the average number of ads displayed to a person per day varies from tens to almost 1,600 ads every day. Across all the studied markets, internet users are exposed to more app ads than website ads. This difference is particularly pronounced for internet users in Qatar, who experience four times more ads on apps than on websites. According to Paukstys, multiple factors affect ad exposure differences. Device types and internet connectivity play a role here, as devices display ads differently, and faster connections allow for more complex and engaging ad formats to load more quickly. Moreover, certain countries receive more attention from advertisers than others. The more competitors for the ad space, the less likely that the ad placement will stay vacant. This factor is relevant for both the popular advertising markets and smaller countries in terms of population. For instance, Nauru, an island exposed to digital ads the most, has only over 10,000 residents, so ad impressions per user tend to be much higher than in larger countries. Online habits of country residents also impact the number of ads they are exposed to daily. The recent 2025 Global Digital Report by Meltwater and We Are Social reveals significant differences in the country's average time spent online. South Africans, for instance, spend almost 10 hours online every day, while Japanese people spend only four. Knowing display ad exposure trends in various countries can significantly help businesses develop smarter advertising strategies, said Paukstys. Suppose one knows that in a particular market, internet users are flooded with ads. In that case, advertisers can prioritise investing in engaging rich media visuals over placing a high number of static creatives in standard ad placements. 'Being exposed to hundreds of ads is very different from truly seeing them. When people are bombarded with too many ads, they tend to tune out and become immune to the messages. To break through ad fatigue, advertisers need to step up their game by returning to creativity and evaluating the actual impact of their campaigns,' said Paukstys.
