Expert committee on education in Kalyana Karnataka submits interim report
The committee will submit its final report tentatively in the first week of September 2025.
In its interim report, the committee has made major recommendations in three categories, including Immediate short-term recommendations to be implemented in the 2nd and 3rd examinations of this academic year and the next year; the short-term recommendations to be implemented by the 2025-26 academic year; and the medium-term recommendations to be executed in the next three-year period (2025-28).
In immediate short-term recommendations, the committee suggested
Additional classes in schools with less than 40% results
Marusinchana and Kalikasare-based teaching
Procuring the workbooks immediately
Focusing on low performing subjects
Continuous assignments to improve writing skills
Weekly reports on activities, assignments, valuation and performance on each student
End-to-end action to be taken by authorities (Deputy Director for Public Instructions)
Teaching and learning interventions should begin from class 8
Adopting innovative methods, teacher accountability and community participation
In short-term recommendations, the committee advised
Improve the monitoring and supervision mechanism by establishment additional block education offices (BEOs)
Establish 14 new BEOs in addition to 34 existing BEOs
Fill up teacher vacancies
Continuation of Akshara Avishkara scheme by establishing a project management unit for the programme
The medium-term recommendations include
Better positioning of existing government schools
Establishing new 200 Karnataka Public Schools in the next two years
Focus on increasing student enrolment, transition rate
Check drop-outs at secondary level
Improve learning outcomes
The interim report stressed on initial assessment at the beginning of the school in June to diagnose students' grade specific learning abilities. BEOs should fix school specific targets and entrust the accountability to achieve targets.
The report observed that capacity building of teachers should be a continuous process, reducing the non-academic workload on teachers, improving teaching-learning skills in English language, and improving learning and writing skills in Kannada language.
The committee is led by economist Chaya Degaonkar. The members are Abdul Qadeer, Mallikarjun M. S., Fr. Francis Bashyam , Rudresh S., N.B. Patil, Yeshwanth Harsur and Ngabai B. Bulla.

"We have declared Karnataka a Naxal-free state. Now, we must all work together to declare our proud state drug-free. In this fight, every citizen must act like a warrior. The government is already working on this mission, involving all stakeholders," the CM stated. Karnataka is facing discrimination in the distribution of resources from the Centre. There is growing concern that Constitutional bodies like the Income Tax Department, Enforcement Directorate, CBI, and others are not working to uphold the true values of democracy and cooperative federalism as enshrined in the Constitution. Govt. embarks upon swapping high interest loans with low interest ones
Faced with the mounting interest burden of high-cost loans obtained in the past, the Telangana Government has reportedly decided to swap the high-interest loans with low-interest borrowings so as to ensure that it can save significant amounts in the coming days. The effort can be seen from the fact that the Government has opted for low-interest open market borrowings through the auction of securities conducted by the Reserve Bank of India (RBI) in the past few weeks. The State Government raised a huge ₹5,000 crore through the auction of securities on August 5, with interest rates pegged around 7.1%. It has raised ₹3,500 crore on July 29 with interest rates of 7.15% to 7.16%, and the same is the case with ₹2,500 crore raised on July 15 with interest rates pegged at 7.1%. Though the tenure of the borrowings is longer, they are likely to come in as a cushion to the Government owing to their low interest rates. The development follows the huge loans obtained by the BRS Government at high interest rates, which have become a burden on the State Government that is forced to pay interest of around ₹25,000 crore since the last two fiscal years. Chief Minister A. Revanth Reddy said, during his Independence Day address on Friday, that the Government completed debt servicing of ₹2.2 lakh crore, which included principal of ₹1.32 lakh crore and interest component of ₹88,178 crore since the Congress assumed power less than two years ago, indicating the seriousness of the issue. Senior officials said the low-interest loans will help set off the high cost of government debts, but not the off-budget borrowings. OBBs are primarily financed by the financial institutions which cannot be swapped, senior officials said. Keeping this in view, the government addressed a communication to Union Finance Minister Nirmala Sitharaman seeking her approval for the restructuring of high-interest loans. The communication cited the loan of ₹31,795 crore raised by the Kaleshwaram Lift Irrigation Scheme SPV from the Power Finance Corporation and Rural Electrification Corporation with interest rates ranging from 10.75% to 11.25%. 'Additionally, I would like to bring to your notice that several projects initiated with high interest loans remain incomplete due to various reasons resulting in sub-optimal yields compared to their original projection,' the CM said, seeking the Union Finance Minister's intervention in directing the financial institutions like PFC and REC to restructure loans that were extended to the SPVs/corporations.

We have increased honoraria for guest teachers and midday meal staff, prioritised teacher recruitment, upgrading first-grade colleges and polytechnics at a cost of Rs 2,500 crore, and are establishing 13 new technical education institutions," he said. Emphasizing that skill training and employment opportunities for youth are a top priority for his government, the CM stated that under the initiative 'My Career, My Choice," vocational guidance programmes are being implemented in 150 government schools for students from grades 8 to 12, benefiting 35,000 students so far. 'This will be expanded to train 2.3 lakh students.
