Social Justice Ministry seeks additional allocation for overseas scholarship
On July 1, the Ministry declared the results for the 2025-26 cycle of the NOS, saying that 106 students had been selected for the 125 annual slots available. But it added that only the first 40 candidates will be given provisional award letters, and the rest will get the letter 'subject to availability of funds'.
The Ministry administers this scholarship for students from Scheduled Caste, Denotified, Semi-Nomadic, and Nomadic Tribes, landless agricultural labourers and traditional artisans, backgrounds, for pursuing postgraduate studies in top universities abroad.
This is the first time in at least three years that the 1st round of results for the NOS has seen the selection committee unable to fill all 125 available slots. Further, the applications received for the scholarship also dropped to a low of around three years to about 440. This comes even though the Budget Estimates for 2025-26 showed the scheme receive the highest allocation it has in around five years of ₹130 crore.
A senior government official said, 'We are seeking more allocation to administer the scheme. The allocation this year is higher than others. But what must be considered is that the scholarship is paid out through the period of education of the candidates. So, a part of this year's allocation must be used for this as well, that is for candidates selected in previous years and continuing their studies. As a result, the ministry is seeking more allocation and soon this will be worked out.'
Notably, the fund-crunch for the National Overseas Scholarship administered by the Social Justice Ministry comes even as the government is in the middle of evaluating the scheme in time for the 16th financial cycle, which will be beginning from Financial Year 2026-27. 'All the issues in administering the scholarship are being considered. The evaluation is currently underway,' the official said. The evaluation is part of the government's procedure to check how the scheme is performing and decide if it should be continued.
Earlier this year, the Departmentally-related Parliamentary Standing Committee on Social Justice and Empowerment, had pointed out several issues with the gamut of scholarship schemes administered by the ministry. Among them, the panel had noted that the amounts of scholarships were not enough, the slots for schemes like NOS needed to be increased, and the issue of scholarship disbursals spilling onto the next year, year after year.

New Delhi, July 18 (UNI) Minister of State for Transport & Highways Harsh Malhotra today said that India's national highways network has expanded significantly from 91,000 km in 2014 to over 1.46 lakh km today, making it the second-largest road network in the world. Addressing the Road and Highways Summit here, Malhotra emphasised that these modern highways are not just roads they are lifelines of progress, connecting people, industries and opportunities, an official statement said. "By expanding the network, the government has redefined the very experience of travel -- making it faster, safer and significantly more comfortable for every citizen," he said. He said that the government's spending on road infrastructure has increased 6.4 times between 2013–14 and 2024–25, with a 57 per cent rise in the budget allocation for the Ministry of Road Transport and Highways. This, he said reflects the government's unwavering commitment to connectivity, mobility and economic growth. The Minister also stated that in recent years road infrastructure has created 45 crore man-days of direct employment, 57 crore man-days of indirect employment and 532 crore man-days of induced employment which demonstrates the substantial impact of infrastructure projects on job creation across various sectors. Malhotra also stated that more than 10,000 km of National Highways constructed in North Eastern Region during the past decade, which demonstrates the government's commitment to the region. He also highlighted the Delhi Decongestion Plan, which aims to reduce the traffic congestion and pollution in the city and would improve connectivity in the city. The plan includes extension of Delhi-Amritsar-Katra Expressway (NE-5) from KMPE till UER-II (NH-344M) in Delhi and Haryana, Extension of UER-II (NH-344M) near Alipur till Delhi-Dehradun Expressway (NH-709B) near Tronica City in Delhi and Uttar Pradesh, construction of a road tunnel starting from Dwarka Expressway (near Shiv Murti Mahipalpur) to Nelson Mandela Marg, Vasant Kunj. He said the the Ministry is in process of developing 700+ Wayside Amenities (WSAs) by 2028-29 that offer clean restrooms, quality food, rest areas, fuel stations, and EV charging points. Stating that the Ministry was according top priority to the road safety said, "14000 accident prone blackspots have been rectified. Minister also applauded the successful implementation of schemes like the good samaritan scheme and the cashless golden hour scheme". The Minister further stated that with initiatives like the Green Highways Policy and 'Ek Ped Maa Ke Naam', the Ministry has planted over 4.78 crore trees and transplanted around 70,000 trees along national highways. He said that the Ministry has also adopted sustainable construction practices including the use of over 80 lakh tonnes of plastic waste in major projects such as UER-II and the Ahmedabad–Dholera Expressway. Additionally, fly ash from thermal power plants is being incorporated into highway construction, reducing the need for raw materials and lowering emissions. "The construction of more highways is pivotal to achieving the vision of Viksit Bharat by 2047. Every rupee invested in highway development yields a threefold return to the GDP, unlocks vast employment opportunities and opens multiple channels for revenue generation and the government is not just building roads— it is laying the foundation for a prosperous, peaceful, and resilient Bharat," he added. Bihari migrants in Bengaluru in dilemma over SIR
Migrant labourers from Bihar living in Bengaluru are divided over whether to return to their hometowns to fill out the enumeration form issued by the Election Commission as part of the Special Intensive Revision (SIR) of the electoral rolls. In the lead-up to the Bihar elections, expected to be held in November, the Election Commission is undertaking a voter verification drive, the first in 22 years. Many Bihari migrants working in the city expressed mixed reactions when The Hindu spoke to them. Most of them cited time constraints, travel expenses, and a tedious process, even as the Election Commission continues to push the SIR aggressively. Midway through work Guddu Kumar, a native of Chhapra in Bihar, explained that workers usually travel home in groups for extended periods after completing their contracted work. However, at the moment, they are unable to go either alone or as a group, because they are in the middle of a project. 'If we leave midway and stay back for a long time, the current manager won't re-hire us when we return. Finding a new job again is a tedious task,' said Kumar. His co-workers at the construction site agreed with him. Ashu Raj, who works at a construction site in Ejipura, said that returning home now would be difficult because they would have to travel again for the elections and the upcoming festivals. During festivals 'Diwali and Chhath Pooja are the two festivals we always look forward to. If we go now, it will be hard to afford another trip soon, especially since many of us just returned in February,' Mr. Raj said. He added that some managers withhold part of the workers' salary and release it only when they go home, so many currently lack the savings needed for travel. A contractor, who wished to remain anonymous, confirmed this. 'It's not a very common practice, but yes, some managers do withhold wages to ensure workers don't leave a project halfway,' he said. When asked whether they were concerned about missing the chance to vote, some workers said the hassle of going back and forth isn't worth it. They believe and hope the process will be available again when they return home for the festivals. Potential consequences However, others were more cautious and determined to participate in the process, fearing potential consequences. 'There are talks that the government might stop issuing rations and other essential benefits to those who don't complete the SIR. If that happens, our families back in the village will suffer,' said Ramesh, a tile worker near Suddaguntepalya. A few workers, whose names were already included in the 2003 revision, said their families were able to complete the current process on their behalf by submitting identity documents, so they didn't have to travel back. However, officials did not accept documents in the absence of voters if they were registered after 2003. Though EC has given the option of online registration, most The Hindu spoke to said they were unaware of it. Some said they did not have the necessary documents in Bengaluru to complete the process online.
