
Three years left to limit warming to 1.5C, leading scientists warn

The Earth could be doomed to breach the symbolic 1.5C warming limit in as little as three years at current levels of carbon dioxide emissions.
That's the stark warning from more than 60 of the world's leading climate scientists in the most up-to-date assessment of the state of global warming.
Nearly 200 countries agreed to try to limit global temperature rises to 1.5C above levels of the late 1800s in a landmark agreement in 2015, with the aim of avoiding some of the worst impacts of climate change.
But countries have continued to burn record amounts of coal, oil and gas and chop down carbon-rich forests - leaving that international goal in peril.
Climate change has already worsened many weather extremes - such as the UK's 40C heat in July 2022 - and has rapidly raised global sea levels, threatening coastal communities.
"Things are all moving in the wrong direction," said lead author Prof Piers Forster, director of the Priestley Centre for Climate Futures at the University of Leeds.
"We're seeing some unprecedented changes and we're also seeing the heating of the Earth and sea-level rise accelerating as well."
These changes "have been predicted for some time and we can directly place them back to the very high level of emissions", he added.
At the beginning of 2020, scientists estimated that humanity could only emit 500 billion more tonnes of carbon dioxide (CO2) - the most important planet-warming gas - for a 50% chance of keeping warming to 1.5C.
But by the start of 2025 this so-called "carbon budget" had shrunk to 130 billion tonnes, according to the new study.
That reduction is largely due to continued record emissions of CO2 and other planet-warming greenhouse gases like methane, but also improvements in the scientific estimates.
If global CO2 emissions stay at their current highs of about 40 billion tonnes a year, 130 billion tonnes gives the world roughly three years until that carbon budget is exhausted.
This could commit the world to breaching the target set by the Paris agreement, the researchers say, though the planet would probably not pass 1.5C of human-caused warming until a few years later.
Last year was the first on record when global average air temperatures were more than 1.5C above those of the late 1800s.
A single 12-month period isn't considered a breach of the Paris agreement, however, with the record heat of 2024 given an extra boost by natural weather patterns.
But human-caused warming was by far the main reason for last year's high temperatures, reaching 1.36C above pre-industrial levels, the researchers estimate.
This current rate of warming is about 0.27C per decade – much faster than anything in the geological record.
And if emissions stay high, the planet is on track to reach 1.5C of warming on that metric around the year 2030.
After this point, long-term warming could, in theory, be brought back down by sucking large quantities of CO2 back out of the atmosphere.
But the authors urge caution on relying on these ambitious technologies serving as a get-out-of-jail card.
"For larger exceedance [of 1.5C], it becomes less likely that removals [of CO2] will perfectly reverse the warming caused by today's emissions," warned Joeri Rogelj, professor of climate science and policy at Imperial College London.
'Every fraction of warming' matters
The study is filled with striking statistics highlighting the magnitude of the climate change that has already happened.
Perhaps the most notable is the rate at which extra heat is accumulating in the Earth's climate system, known as "Earth's energy imbalance" in scientific jargon.
Over the past decade or so, this rate of heating has been more than double that of the 1970s and 1980s and an estimated 25% higher than the late 2000s and 2010s.
"That's a really large number, a very worrying number" over such a short period, said Dr Matthew Palmer of the UK Met Office, and associate professor at the University of Bristol.
The recent uptick is fundamentally due to greenhouse gas emissions, but a reduction in the cooling effect from small particles called aerosols has also played a role.
This extra energy has to go somewhere. Some goes into warming the land, raising air temperatures, and melting the world's ice.
But about 90% of the excess heat is taken up by the oceans.
That not only means disruption to marine life but also higher sea levels: warmer ocean waters take up more space, in addition to the extra water that melting glaciers are adding to our seas.
The rate of global sea-level rise has doubled since the 1990s, raising the risks of flooding for millions of people living in coastal areas worldwide.

While this all paints a bleak picture, the authors note that the rate of emissions increases appears to be slowing as clean technologies are rolled out.
They argue that "rapid and stringent" emissions cuts are more important than ever.
The Paris target is based on very strong scientific evidence that the impacts of climate change would be far greater at 2C of warming than at 1.5C.
That has often been oversimplified as meaning below 1.5C of warming is "safe" and above 1.5C "dangerous".
In reality, every extra bit of warming increases the severity of many weather extremes, ice melt and sea-level rise.
"Reductions in emissions over the next decade can critically change the rate of warming," said Prof Rogelj.
"Every fraction of warming that we can avoid will result in less harm and less suffering of particularly poor and vulnerable populations and less challenges for our societies to live the lives that we desire," he added.

Students offered free rape test kits
Students are being offered free rape test kits to collect and store the DNA of alleged attackers in an effort to combat sexual violence on university campuses. The set includes a swab for alleged victims to use on themselves at home and then send to a testing company, which freezes some of the genetic material in case they decide to report an attack to the police and need physical evidence. However, the creators of the initiative said its main aim was to act as a deterrent to non-consensual sex, because it would mean that any student would know that 'if you don't get consent, your DNA could stay on file'. Katie White, co-founder of not-for-profit organisation Enough, said: 'A lot of people see it as like the breathalyser. The existence of it prevents what it is designed to measure.' Ms White and fellow co-founder Tom Allchurch have piloted the initiative at the University of Bristol, where 8,000 students have been provided with the kits. The pair, who left their jobs to launch the venture with £100,000 from donors, are in talks with other universities, as well as police and crime commissioners, to run similar pilots in other cities. They said it was not a 'criminal justice' alternative to reporting a rape or sexual assault to the police – which users are advised to do if that is their intent. Instead, the duo said it was designed to provide an avenue for 'social justice' where victims report a potential offence that they might otherwise not take any further. The swab, similar to a Covid test pack, comes with a free post envelope to send to a lab which tests half the sample and freezes the remainder. Each student receives a number and DNA result, telling them if the material is male or female, but otherwise all details are anonymous. Each alleged victim is also provided with an encrypted digital account in which they can write down what happened, which could provide contemporaneous evidence if they subsequently decide to report a sexual assault to police. 'Most people who go to the police go a week afterwards,' said Ms White. Students are also advised to consider a checklist of actions such as taking pregnancy and sexual disease tests, while they are further offered access to online therapy videos by an established clinical specialist. Alleged victims are also given the opportunity to make an anonymous statement which can be publicised on social media. Ms White said: 'Ninety per cent of students don't report [sexual violence], they want to forget what happened and move on, rather than feel like they are turning it into a bigger deal. 'Many can be put off by... [the wait for a] trial, on average over two years. They know conviction rates are low, and they also fear that their friends may not believe them.' During the pilot scheme in Bristol, 200 students reported assaults or rapes, compared with just two who reported attacks to the university during the same time frame the previous year. Ms White said others had used the scheme to check if they had been a victim of date rape. A survey of Bristol students found 90 per cent knew about Enough, 70 per cent said they felt it had prevented sexual violence, and 86 per cent said they would report a rape to Enough. Ms White added: 'It is not about replacing criminal justice. It's complementary to it. The only thing that it is an alternative to is inaction. 'We not going to break this cycle of rape and sexual violence going up unless we have a form of reporting that victims are comfortable with and perpetrators feel threatened by.'

Children in England face ‘lost learning' from flooding and extreme heat, research finds
Children in England face prolonged 'lost learning' caused by extreme heat and flooding at school, according to research on the potential impact of the climate crisis on education. School leaders and teachers said the scenarios published by the Department for Education were 'grim reading' regarding the climate risks schools and students might experience, and urged ministers to move quickly to improve school resilience. Under one scenario, by 2050, rising heat levels will cause the equivalent of more than eight days of lost learning, as classroom temperatures around 35C (95F) became too hot for effective teaching unless adaptations such as improved ventilation were made. It also found that more than one in three secondary schools and one in five primaries had a high risk of their buildings being flooded by surface, river or sea water. The study defined high risk as a one-in-30 chance of flooding each year. The DfE summary, based on Met Office and University College London analysis, also said that even temperatures below extreme levels could result in 'decreased ability to learn over the course of a typical academic year'. The summary said: 'In the longer term, without the implementation of any adaptation measures, students could potentially lose up to 12 days of learning per year on average, as [the] result of generally warmer temperatures and not just from extreme heat. 'It's important to recognise that these are averages based on emerging evidence, giving only an indicative indication at this stage.' Paul Whiteman, general secretary of the National Association of Head Teachers, said that an immediate priority should be given to rebuilding and refurbishing classrooms and buildings that were not designed to cope with extreme weather. He said: 'Children feeling too hot or too cold in the classroom, or learning in buildings which aren't equipped to handle drastic weather changes, may be exposed to serious health and safety risks, as well as struggling to focus on their learning. 'Sustaining a safe and nurturing school environment is very difficult without a stable climate.' Whiteman said: 'Action and investment is needed by governments both to tackle climate change and support schools to prevent and mitigate the impact of extreme heat and flooding, for example through investment in things like solar panels, improved ventilation and insulation, and measures to ensure buildings are watertight.' A government spokesperson said: 'Climate change is a universal issue, and we are taking action to understand the impact on education and prevent disruption to learning. 'As part of our plan for change, our 10-year infrastructure strategy includes almost £20bn to 2034-35 to rebuild more schools across England – with 250 further schools announced for the school rebuilding programme this week on top of more than 500 already selected. They will be schools for the future, net zero carbon in operation and designed to withstand future climate risks.'

Maintenance isn't sexy, but Farage on the other hand ...
There was an odd conjunction of stories in Thursday's papers as the European Space Agency declared its goal of establishing a 'plentiful habitat' for humans on Mars within 15 years, while the UK Government admitted that it had stopped trying to guess when trains will ever run on HS2, a project that began (check notes) 15 years ago. Perhaps by 2040, the visions will merge and passengers in London will be able to buy plentiful Mars bars as they wait for a cancelled train. But the past 15 years have not been wasted: they managed to move the departure boards at Euston and put them back again when people complained. One small step for man, one giant leap for Network Rail. Despite Britain's recent track record, Darren Jones bounced into the Commons to announce a new 10-year plan for infrastructure. It will cost £725 billion, so with the usual overshoot we can expect that to pass £2 trillion and involve three potholes being filled and a new light in the gents at Victoria. Yet the chief secretary to the Treasury was full of aspiration and ambition. He is fond of alliteration and promised to go 'further and faster' and act more 'effectively and efficiently' than the Tories. Tall, bespectacled, with a neatly parted hairstyle and a slightly unsettling grin (imagine him played by Mark Gatiss), Jones is not a man who lacks belief. Asked by Jerome Mayhew, a Norfolk Tory, how he could be confident of delivering better value than the last Labour government got under PFI (private finance initiative), he merely replied: 'I am usually confident in my abilities.' He is armed with a 'new online infrastructure pipeline' (not quite ready) and a new acronym: Nista, which stands for the National Infrastructure and Service Transformation Authority. I noted that it was formed on April Fool's Day. 'That's a very shiny title,' sneered John Cooper, Tory MP for Dumfries and Galloway, who said it would be met with an 'eye-rolling sigh'. Jones replied that he had closed two bodies before creating it. 'So it's actually down one,' he said, flashing his fingers to show that he can count. A rare moment in infrastructure planning when a number falls. As more attacks flew in from Welsh and Scottish MPs, who felt they weren't getting enough of the pie, the suave chief secretary showed a touch of exasperation. 'You might want to be a little more grateful,' Jones told David Chadwick, a Lib Dem from Brecon. Generally, though, he was tiggerish, not only about building things but keeping them from falling down. 'Maintenance isn't sexy,' he said, 'but it's really important.' Maintaining a Labour government especially. Speaking of sexy, Richard Tice had risen during the business statement earlier to cry 'phwoar' about his party leader. This is the weekly session when MPs can ask for a debate on any topic under the sun and the Government will pretend (or not) that it cares. Its purpose is to generate tweets and press releases for MPs to send to their local papers about whatever is dominating their postbag. The Skegness Standard will note, therefore, that of all the subjects that its Reform MP could have brought up, he chose Nigel Farage being named Britain's sexiest male politician in a poll for an infidelity dating website. Tice asked Lucy Powell, the leader of the House, to join him in congratulating Farage on being the philanderers' pin-up and also Angela Rayner, who won the women's category. 'Does she recommend that they have dinner together?' he asked. Powell pursed her lips and replied that, tempting offer though it was, she suspected that the Deputy Prime Minister would be washing her hair every night from here to eternity. There's more chance of getting a bypass built on time.
