Rhayader camping pods finally approved by Powys Council
The application was in front of councillors at a meeting of Powys County Council's planning, taxi licensing and rights of way scrutiny committee on Thursday, July 17 as one of the applicants is Angela Davies, the Liberal Democrat councillor for Rhayader.
Cllr Davies and her husband Tony Davies lodged the application for four pods in a field at Cae Henfron off the A470 in March 2021.
The pods will each have one bedroom, and the proposal includes access and associated works which is partly retrospective.
Car parking spaces for each pod are also included.
Dealing with the application has been a slow process due 'interim' phosphate standards placed on river Special Areas for Conservation (SACs) in Wales since 2021.
Any proposed development within the SAC catchments that might increase the phosphate levels in a river, potentially increasing pollution, needs to be screened.
The River Wye flows nearby meaning the application - like some others in the county - has been blocked by these interim standards which have now been updated by Welsh Government environment body Natural Resources Wales.
Cllr Davies is a member of the planning committee but left while the application was discussed.
Planning officer Rhian Griffiths said: 'The proposal complies with guidance regarding phosphorus impact on the River Wye.'
Ms Griffiths recommended that councillors approve the application.
Committee solicitor Rachel Mole said: 'Due to the nature of the applicant in this matter the protocol dictates that the file is reviewed to make sure it is processed correctly, and I can confirm that is the case."
Cllr Elwyn Vaughan (Plaid Cymru) pointed out that NRW had opposed the 'principle' of the scheme during the consultation process due to how the applicants intend to deal with foul drainage from the site.
Cllr Vaughan asked: 'They are opposed, but you think it's okay?'
Ms Griffiths answered: 'They (NRW) raised concerns over the method of foul drainage – their comments on the application suggest it should be connecting to the main sewer that runs in Rhayader rather than having a private system.
'But they acknowledge themselves that the development is over 150 metres away from that sewer and their guidance is that it's generally feasible to connect at a distance of 30 metres per unit.'
The calculation means that for four units the maximum distance should be 120 metres.
'So, it's in excess of their own guidance,' explained Ms Griffiths.
Cllr Huw Williams (Labour) said that he was willing to propose the committee accept the officer's recommendation and approve the scheme.
His proposal was seconded by Cllr Ed Jones (Powys Independents) and the committee then went to a vote,

Forest Holidays has 13 sites across the UK in woodlands owned by Forestry England, Forestry and Land Scotland, and Natural Resources Wales. The Beddgelert site is the smallest of the Forest Holidays locations and is set in a riverside wooded area. Each cabin currently has a hot tub and guests can enjoy access to the new Elvis Owl Nature Trail - which is ideal for kids as it includes activities to immerse them in nature. This holiday park has Maldives-like overwater bungalows Families can also hire bikes from the site, to explore the local area on wheels. Alternatively, guests can get some R&R with a spa treatment. Prices to stay at the holiday park vary, but can be found from £895 for a week, for a family of four. Progress on £14m Montgomery Canal restoration project
Wales Office Minister, Dame Nia Griffith, has been in Welshpool and Llanymynech to see how work is progressing on a major project to restore the Montgomery Canal. The scheme, which is being delivered in partnership by Powys County Council and Glandŵr Cymru (the Canal and River Trust in Wales), has received £13.94 million from the UK Government as part of its Levelling Up programme. Dame Nia viewed improvements that have been made to Y Lanfa, in Welshpool, the home of the town's library and the Powysland Museum, before visiting Wern, near Pool Quay, and then Llanymynech. At Wern, contractors working for Glandŵr Cymru are creating a new pond alongside the canal for protected species of aquatic plants and other wildlife. And at Llanymynech, work has begun on a new bridge which will take Carreghofa Lane over the canal, instead of through it. Wales Office Minister Nia Griffiths said: 'It's fantastic to see the huge progress that's being made to restore the Montgomery Canal and preserving our industrial heritage for generations to come. 'Funding from the UK Government has enabled this ambitious plan to be delivered, creating jobs, supporting the tourist industry, and restoring vital wildlife habitats.' Before seeing work on the canal restoration project, Dame Nia also visited Welshpool-based manufacturer CastAlum, which received a Business Growth Grant through Powys County Council last year worth £25,000. It put the money it received through the grant scheme, which was backed by £1.2 million from the UK Government's Shared Prosperity Fund, towards the cost of updating two of its die-cast machines, as part of a wider refurbishment programme. 'It was great having the opportunity to show Dame Nia around two projects in Powys last week which have benefitted from UK Government funding,' said councillor James Gibson-Watt, Powys County Council's Cabinet Member for a More Prosperous Powys. 'CastAlum was one of 71 Powys companies that we were able to support over the last two years thanks to the Shared Prosperity Fund, while the Levelling Up funding is helping transform the prospects of the Montgomery Canal, its ecology and the communities living alongside it.' Richard Harrison, principal project manager at Glandŵr Cymru added: 'It was fantastic to welcome Dame Nia to the canal to show her the work that's taking place to restore it. "We are making good progress on the restoration as we look to make the improvements that will ensure the sustainable long-term future of the canal so it can continue to benefit both people and nature.' The National Lottery Heritage Fund has also contributed £164,000 towards the cost of the work on Y Lanfa, while the Welsh Government put £140,000 towards the refurbishment of the canalside cottages on the same site, as part of its Transforming Towns programme. Work on Aberbechan Aqueduct, near Newtown, was also backed with a Historic Building Grant from Cadw. SWG Group, based in Welshpool, has almost completed the works on Y Lanfa. The library is expected to reopen in its usual home, on the ground floor, in September, while the Powysland Museum is likely to reopen, on the first floor, towards the end of 2025 or in early 2026. The library is temporarily based in the nearby Canalside Cottages.
