He said the term was evidence of "two-tier justice" after Lucy Connolly was caged for 31 months for a tweet about the Southport riots.
Mr Philp told the Mail: "Iftikar was sentenced to only 15 months in prison last week for threatening an air stewardess with gang rape and for racially aggravated harassment. Iftikhar has multiple previous convictions.
"Yet Lucy Connolly got 31 months for a far less serious offence - a prosecution Lord Hermer personally authorised.
"This is two-tier justice in action.

"I have today referred the case to the Attorney General Lord Hermer for review under the Unduly Lenient Sentence scheme.
"We'll now find out if Hermer is willing to take action to fix Britain's two-tier justice problem."
Shocking footage showed Iftikhar, 37, tell Virgin Atlantic crew member Angie Walsh she would be attacked in her hotel after landing.
The tycoon launched into the foul-mouthed rant after downing champagne on an eight-hour flight from London Heathrow to Lahore, Pakistan.

Iftikhar said Ms Walsh would be taken from her hotel room, gang raped and set on fire.
He also threatened to blow-up the five-star hotel where the cabin crew were set to stay.
Isleworth Crown Court heard Iftikhar has six previous convictions, including for common assault, in what the judge described as a "lengthy and appalling" rap sheet.
Despite her comments, she only jailed the thug for 15 months after he admitted making threats to kill and racially aggravated harassment.

In contrast, Connolly was locked up for 31 months after admitting publishing threatening or abusive material intending to stir up racial hatred.
The childminder had shared a social media post just hours after three girls were knifed to death in Southport last summer.
She wrote: "Mass deportation now, set fire to all the f****** hotels full of the b******* for all I care...
"If that makes me racist, so be it."

Connolly launched a bid against her "harsh" sentence but this was thrown out by Court of Appeal judges.
Her husband Raymond Connolly, who is Conservative vice chair of the committee on adult social care at West Northamptonshire Council, said she had been shown "no mercy".
In a letter to the Attorney General, Mr Philip pointed out Iftikhar made "over 100 sickening threats" to cabin crew as opposed to Connolly's one post.
The Attorney General's Office will now decide if the sentence was unduly lenient and if so, refer it to the Court of Appeal.

Dad-of-three Iftikhar, who was later revealed as a debt-ridden tycoon with two wives, could then see his jail term increased.

Keir Starmer and Volodymyr Zelenskyy have said there is 'strong resolve' for peace in Ukraine ahead of highly anticipated talks between Donald Trump and Vladimir Putin. The two leaders expressed cautious optimism about the prospect of a truce 'as long as Putin takes action to prove he is serious' about ending the war, as they met on Wednesday, a Downing Street statement said. In a separate statement, Mr Zelenskyy said there had been discussions about the security guarantees required to make any deal 'truly durable if the United States succeeds in pressing Russia to stop the killing'. Mr Starmer hosted the Ukrainian president for a private breakfast in No 10 on Thursday as Europe braces for the face-to-face meeting between the US president and his Russian counterpart in Alaska on Friday. European leaders are hopeful about the potential for a ceasefire after a joint call with Mr Trump on Wednesday, during which he reportedly told them his goal for the summit was to secure a ceasefire. But concerns linger over the prospect of Kyiv being excluded from negotiations over its own future, and pressured to cede territory, after the US leader suggested any agreement may need to involve 'swapping of land'. Ukraine has already rejected any proposal that would compromise its borders. In a readout of the morning meeting between Mr Starmer and Mr Zelenskyy, a Downing Street spokesman said: 'They had a private breakfast, where they discussed yesterday's meetings. Further sanctions could be imposed on Russia should the Kremlin fail to engage and the UK is already working on its next package of measures targeting Moscow, he said. 'We're ready to support this, including from the plans we've already drawn up to deploy a reassurance force once hostilities have ceased,' Mr Starmer told allies on Wednesday. 'It is important to remind colleagues that we do stand ready also to increase pressure on Russia, particularly the economy, with sanctions and wider measures as may be necessary.'

Funeral details announced for killed grandad Stephen Brannigan
His funeral will be held on Saturday, August 16 in St. Brigid's Church in Downpatrick and will be followed by interment in Struell Cemetery. The funeral of murder victim Stephen Brannigan will be held this weekend. The 56-year-old died following an incident in the Marian Park area of Downpatrick on Sunday. Mr Brannigan, a father and a grandfather, was pronounced dead at the scene after officers and ambulance service personnel were called to the property following a report of the death of a man at the address. The funeral will be held on Saturday, August 16 in St. Brigid's Church in Downpatrick and will be followed by interment in Struell Cemetery. Stephen Brannigan News in 90 Seconds - August 14th The chapel is the same place where a prayer vigil was held last Sunday evening after his body was discovered. Prayers at this gathering were also said for Fr John Murray, who had been assaulted with a bottle in the sacristy of St Patrick's Church. The elderly priest who was due to retire this week is reportedly 'progressing' in hospital. In the funeral notice, Mr Brannigan is remembered as a beloved father and grandfather. 'Dearly beloved husband of the late Dorenda, and much loved father of Gemma and Ciara, loving grandfather of Sophie, Lily, Connor, Clodagh, Holly and Ruairi, dear son of Gerry and Kathleen, and brother of Damien, Michelle, Adrian and Paul,' the funeral notice read. It added: 'Family and friends are welcome to pay their respects at his parents' home." Stephen Brannigan died after an attack in Downpatrick on Sunday (PSNI/PA) On Monday, Mr Brannigan's family thanked the local community for their support following his death. "We want to express our particular thanks to those who organised and gathered for the beautiful prayer vigil in St Brigid's Church in the town on Sunday evening,' they said. "It means so much to us at this difficult time and reflects the very special people who make up the Marian Park and wider Downpatrick community. "Stephen was known among his neighbours and friends as someone who was always willing to help out, ready to do whatever needed to be done for the good of others. "Even the day before he died, he was tending the graves of friends and neighbours, as he did, almost every day, the grave of his late wife Dorenda, who died five years ago from cancer. "Stephen faced many difficult issues in his life. We know his life was not perfect. But for us, he was our dad, our grandad, our son and our brother. "His rock through all of this was Dorenda. We pray they will be reunited now in perfect peace and love.' Hugh Malone appeared in court on Wednesday after being charged with the murder of Mr Brannigan, and attempted murder of Fr Murray. The 30-year-old appeared before Newtownards Magistrates' Court today via video-link from Belfast's Musgrave police station.
