Post Office rescue plan is working, but more money is needed

The Business Rescue of the South African Post Office (Sapo) is nearing completion, and the practitioners reported back positive results to parliament. However, a bumpy ride is still ahead.
Business Rescue Practitioner (BRP), Anoosh Rooplal and Juanito Damons told the parliament's Communications and Digital Technologies committee that they are 75% done with the handover process to the shareholders of Sapo on Wednesday.
However, they need to devise a plan to address outstanding creditors.

Post office debt
The committee was told that the Post Office was unable to receive R3.8 billion. Therefore, they are still in discussions with the department regarding an alternative plan to settle outstanding creditors.
The creditors that still need to be paid are the South African Revenue Services (Sars), the Pension Fund, and Medipos. The three need to be paid a collective of R509 million.
For the financial year 2024-25, the practitioners were able to pay creditors a total of R1 billion.
Post office successes
The committee was informed that, for the first time since 2012, Sapo had a positive balance sheet with a net asset value (NAV) of R1 billion.
Sapo was placed under provisional liquidation in 2023, but thanks to the work of Rooplal and Damons, the entity has been discharged.
'The BRPs applied to have the provisional liquidation order discharged. The matter was heard on 22 November 2024, and the provisional liquidation order was discharged.'
The entity is currently paying its liabilities in the ordinary course of business.

Retrenchments
The practitioners stated that they issued 4 875 termination letters for employees who were affected by the retrenchment. 'All affected employees' notice period ended on 30 April 2024, and 4 342 employees were retrenched.'
Sapo reported that year-on-year expenses of R2.7 billion were reduced by R2 billion, with staff costs being the main contributor to this decrease. As of 31 March 2025, Sapo had 5 592 employees.
Additionally, the entity reduced the number of operating branches to 657.
Sapo receives money
The entity received R150 million from the Department of Communications and Digital Technologies in March 2025.
When it comes to revenue, the entity reported year-on-year revenue of R1.7 billion, a decline of R700 million. They attributed this decline to a lack of investment in infrastructure.

The BRP outlined the following goals to be achieved:
Improving cash management processes
Creditor Compromise
Completion of S189 payments (final tranche of settlements)
Achieved a target of 657 branches
Employee reduction, R1.2 billion annual cost savings
Data Centre Migration
They are in the process of achieving the following goals:
Investment in fleet management systems
Strategic partnerships
Appointing suitably qualified, skilled and competent management and directors
Outstanding goals
Statutory and payroll creditors
Hardware infrastructure and software applications modernisation
Investment in sales and business development team for bulk mail segment
Strategic and equitable partnership implementation

The committee's planned action takes place as ActionSA has formally written to Finance Minister Enoch Godongwana, expressing serious concern over the refurbishment of the building and the office lease agreement entered into by PGAA. The GPAA, which administers funds and schemes for the Government Employees Pension Fund, reportedly paid R270 million to contractors for refurbishing a building linked to a 10-year office lease agreement estimated at R1 billion. He stated that the committee would summon the GPAA to appear before it and provide details regarding the circumstances surrounding the contract. 'The committee will require full disclosure of all documentation and decision-making processes that led to the conclusion of the agreement,' said De Villiers. The committee welcomed Godongwana's decision to launch an investigation into the contract and that they will closely monitor its progress. De Villiers said every effort to ensure complete transparency and accountability should be welcomed. 'The allegations are extremely serious. It points to potential financial misconduct and a possible breach of fiduciary duties to pensioners and the public. As a committee, we must ensure accountability and prevent any recurrence.' De Villiers said should any fraud or criminal conduct be uncovered, appropriate remedial action, including referrals to law enforcement bodies, should be taken. ActionSA parliamentary leader Athol Trollip said the contracts raised serious questions about governance, accountability, and oversight within the body entrusted with safeguarding the pension savings of thousands of public servants. 'Government employees deserve confidence that their retirement savings are managed with the utmost integrity and prudence. Allegations of irregular and unauthorised spending erode this trust and cannot be ignored,' he said. Trollip also said ActionSA has given Godongwana seven calendar days to provide a full and transparent explanation on the matter. 'Failure to do so will leave us no choice but to escalate this matter in Parliament and to appropriate oversight bodies,' he said. Meanwhile, the GPAA said the report on which the media report was based came when the matter was a subject of an audit process that was under way. 'We reiterate that our process to procure the services mentioned was fair, transparent, and competitive.'

DA declares war on B-BBEE system

The DA vows to scrap B-BBEE in favor of merit-based policies aimed at job creation and economic growth. With a six-point economic plan in its arsenal, the DA is planning an all-out assault on broad-based black economic empowerment (B-BBEE) and employment equity, says party leader John Steenhuisen. Quoting the R1 trillion empowerment spoils enjoyed by about 100 politically connected people – as pointed out by William Gumede, associate professor at the School of Governance at the University of the Witwatersrand earlier this year – Steenhuisen said they were proposing policies which will be merit-based. 'It's the story of millions of South Africans: locked out by a system that rewards the connected and punishes the rest. DA vows to scrap B-BBEE 'B-BBEE has done nothing for ordinary South Africans.' At a media conference yesterday, he called B-BBEE laws one of the country's greatest dead-ends to economic progress. 'B-BBEE, in practice, has become a hurdle rather than a help. Business are forced to comply with onerous and costly criteria if they are to have full access to opportunities. 'The only empowerment South Africa needs is more jobs.' Steenhuisen said the DA's plan would turbocharge economic development. Six-point plan 'We don't need another talk shop to discuss what needs to be done,' he said, again dismissing the ANC's plans to run a National Dialogue about the economy, as well as its cost of R700 million. The party withdrew from it earlier this year. The plan proposes replacing existing empowerment and equity laws with policies that create opportunity based on need and merit, removing red tape for small businesses and reforming labour laws to make it easier to employ citizens and expand. The party also wants Eskom's monopoly broken, with the electricity sector opened to competition in both generation and distribution, and municipal electricity revenue ring-fenced for investment in infrastructure. Steenhuisen said SA's poor port rankings were holding back exports and economic growth. Public spending reform, particularly around flaccid stateowned enterprises (SOEs) is another priority. 'Public money must build infrastructure and provide services, not bankroll incompetence.' The plan also touches on local government failures and stabilising coalition administrations. Minimum representation thresholds for councils must be implemented to protect service revenue such as profits from the sale of electricity, so it is reinvested in infrastructure. The party also wants greater private sector involvement in municipalities that are unable to deliver basic services. 'Restoring the rule of law' On restoring the rule of law, he said: 'SA is in need of a professional, well-equipped police service that can effectively fight crime and make South Africans feel safe in their homes again.' This includes establishing a new anticorruption commission, 'a Scorpions 2.0'. The DA also called for lifestyle audits on senior police officials, strengthening rural safety measures and improving police capacity to combat crime. Steenhuisen said these reforms were simple and could 'build a superhighway to prosperity' and create an economy where participation is not determined by race or political connections. 'The ANC can no longer just steamroller whatever they want into law,' Steenhuisen said. 'This must become a fight: a fight for growth, a fight for jobs. 'If you want clean water in your taps, electricity you can rely on and jobs for your children, this is your plan.'

While there has been an improvement in basic amenities in many SA areas, B-BBEE has done little to empower the poor. It is a great pity that the DA has refused to take part in President Cyril Ramaphosa's National Dialogue. That's because it would be the ideal place for a debate on the DA's economic plan, which proposes scrapping broad-based black economic empowerment (B-BBEE) and employment equity. It's an opportune moment for a rethink on the policies, because the ANC's stated commitments to them notwithstanding, they are causing us some discomfort when talking to other countries, most notable being the US. No doubt the ANC and like-minded people will try to play the race card and portray the DA's plans as nothing but a return to apartheid's baasskap – and that would be fair if the policies had been resounding successes. To say they have been disappointing is probably one of the understatements of the past 30 years. DA leader John Steenhuisen said yesterday the R1 trillion empowerment spoils were enjoyed by around 100 politically connected persons, as pointed out by Prof William Gumede at Wits earlier this year. ALSO READ: Here's how to convince Trump of BEE That much is obvious even to the most dedicated ANC supporter, who sees the chiefs with their fancy cars, mansions and a taste for the Johnnie Walker Blue-fuelled good life. While there has been an improvement in basic amenities like running water and electricity in many areas of South Africa, B-BBEE has done little or nothing to empower the poor. And while employment equity promised to level the playing field of employment opportunities, it also generated its own corruption and promoted incompetence. It has also sparked a brain drain of mainly non-African young people, who don't see a future for themselves here because of the policy. Those are truths we cannot run away from. And nor will people like US President Donald Trump allow us to. So, maybe we should have a proper dialogue about them.
