Perry Police arrest woman for allowing her child to eat cannabis brownie

PERRY, N.Y. (WROC) – A Perry man was arrested after officers with the Perry Police Department received reports of a domestic incident in Perry on Covington Street last month. Officers say the incident took place during a party between 44-year-old Bobbie Ellis, 444, a man, and a child the two have in common.
During the investigation, officers say Ellis provided and allowed her child, who's a minor, to consume a cannabis brownie and that Ellis was growing her own cannabis and 'had more plants than what is allowed by New York State Law governing the private ownership, cultivating, and harvesting of cannabis for private consumption.'
Officers say when Ellis arrived to Perry Village Court for another matter on June 10, she was taken into custody and charged with endangering the welfare of a child for providing and allowing her child to consume a cannabis brownie. Officers also charged Ellis with cultivating more than six mature cannabis plants and six immature cannabis plants for a total of 12 plants. While investigating officers learned Ellis was in possession of 21 immature cannabis plants which were seized and disposed of by the Perry Police Department.
Ellis was processed by Perry Police and returned to Perry Village Court where she was arraigned and released on her own recognizance.

Vigo County councilman and gun store owner Steve Ellis announced Tuesday he will seek the Republican Party's nomination for sheriff in the May 2026 primary election. Ellis in a news release said he brings 'brings a strong sense of duty, integrity, and a deep commitment to the safety and well-being of Vigo County residents.' 'I will be running for Vigo County sheriff on the Republican ballot,' Ellis wrote. 'I know many of you already have a candidate that you need to back. Please know that I understand this, and there will be no hard feelings.' Ellis said he will not be accepting campaign donations. 'I want to thank everyone in advance for your encouragement and support. This campaign is about serving the people, not politics,' he said. More details regarding platform priorities, vision for the sheriff's office and opportunities for community engagement will be shared, he said. Ellis was elected to the County Council, the body responsible for the county's finances, in November 2024. He was one of six candidates seeking three at-large seats. He was the second leading vote-getter, landing his seat with roughly 19,900 votes, or about 20% of the votes cast in the at-large council race. A veteran of the shooting and gun sales worlds, Ellis bought the former Furniture Gallery building at Seventh Street and U.S. 41 in Terre Haute and in 2017 opened the current Top Guns, a large retail/wholesale gun dealership and training facility, complete with three indoor ranges. On the Democratic side of the ballot, Derek Fell, the current Vigo County sheriff is running. A Democrat and former sheriff's office chief of operations, Fell was caucused into the position in August 2024 following then-incumbent Sheriff John Plasse's death of pancreatic cancer in July. A third woman tied to the Geminus Corporation Emergency Rental Assistance funds theft was given probation, largely because the judge wanted to make a point. By sentencing Chermell Ellis Thursday to probation and restitution of $90,950, U.S. District Court Judge Philip Simon wanted to show that if someone accused cooperates, they too can earn a lesser sentence. Had she not cooperated as she did, it would've been a different story, he said during her sentencing hearing in U.S. District Court in Hammond. 'Had you not cooperated, I'd have sent you to jail,' Simon said. 'But you responded the best way you could, and people will be rewarded if they do that.' In the plea deal she accepted in November, Ellis pleaded guilty to one count of wire fraud and was facing 8 to 14 months in prison, with 1 to 3 years supervised release, according to court documents. Ellis, in her defense, said that getting involved with that scheme was the 'deepest regret of her life.' 'I have no excuse, and I take full responsibility,' a visibly shaken Ellis said. 'I put my daughter in a position she never deserved to be in.' Ellis — along with Valencia Franklin and Gloria White, who were sentenced last month for their roles — was accused of misappropriating $636,000 in Emergency Rental Assistance funds destined to help renters hang on to their residences during the pandemic by creating false landlords to fraudulently request money from the program, according to an independent audit by an Indianapolis accounting firm. Geminus Corp. discovered discrepancies in its records, which led to finding out about the potential fraud in July 2022, according to Bill Trowbridge, president and CEO of Geminus and its umbrella organization, Regional Care Group. The nonprofit service agency based in Merrillville immediately contacted the U.S. Department of the Treasury and fired Franklin, as well as alerted the accounting firm that does its annual audit. The audit, released in January 2023, covered fiscal years ending in June 2021 and 2022. The $636,000 figure is what Geminus 'had strong suspicions' was fraudulent and reported to the feds and the agency's auditors, Trowbridge has said. Geminus received $40 million in federal funding for the Emergency Rental Assistance program as a pass-through agency, distributing the money throughout Lake County during the pandemic. Franklin was sentenced to two years and $352,300 in restitution for her part, while White was given 24 months' probation and $177,800 in restitution, the Post-Tribune previously reported. Each woman's restitution amount will be given to Geminus as a joint and several liability, Simon said.

Hammond teen charged in Gary woman's murder

A Hammond teen was charged with murder Wednesday in a woman's death. Jack A. Marcardo, 19, is charged in the July 7 shooting death of Danielle Ellis, 30, of Gary. A potential motive is not clear in charging documents. No witnesses appear to have seen the shooter and it is not on camera. Court filings do not yet show a lawyer. He is in custody, held without bond. Hammond Police estimated Ellis was shot around 1:30 a.m. They arrived at the 5400 block of Haywood Avenue, finding her shot in the upper torso and lying on a sidewalk. She was taken to Community Hospital, before she was transferred to the University of Chicago Medical Center where she was pronounced dead just after 5 a.m. A man said he and his female relative went to Gary around 11 p.m. or 12 a.m. to pick Ellis up to hang out at their Hammond home. Somewhere during the evening, Ellis and the man got into an argument. The man and Ellis went for a walk. Along the way, he heard gunshots and Ellis fell down, an affidavit states. Meanwhile, the man's relative said she wanted to leave at some point and told his little brother to come with her as she went driving to look for them. Someone was riding a bike on the 900 block of State Street. She heard a gunshot and saw the man trying to aid Ellis. A witness told police they saw a blue Divvy bike abandoned nearby after the shots were fired. Police found two casings by the bike. Witnesses said they saw Jack – a friend of the man's little brother – on a bike in the area when the shooting happened. A witness said Jack was armed with an AR-style rifle that evening, charges state. Police went to Marcardo's mother's home, who said her older son – not Jack – rode that bike. The elder son hadn't been home for two weeks, she said. She didn't mention Jack and refused to let officers inside her home. A video showed a man running around the corner from where the shooting happened. The bike was found abandoned there. Police executed a search warrant July 8, where they arrested Jack.
