FM asks NIIF to leverage its sovereign-backed design, explore diversified finance sources

Finance Minister Nirmala Sitharaman
on Monday asked the
National Investment and Infrastructure Fund
(NIIF) to leverage its
sovereign-backed design
to showcase its performance at the global stage.
Chairing the 6th meeting of the Governing Council (GC), Sitharaman exhorted the NIIF to have a proactive approach to fundraising and the need to explore diversified sources of financing, the finance ministry said in a statement.
The Rs 40,000-crore NIIF was set up in December 2015 as an institution to enhance
infrastructure financing
by investing in greenfield, brownfield and stalled projects.

The quasi-sovereign wealth fund's assets under management have increased to more than Rs 30,000 crore.
Recognising NIIF's growing role in mobilising capital into infrastructure and other key sectors of the
Indian economy
is in line with the national priorities, the GC appreciated NIIFs performance and took note of the expansion in AUM, it said.

The Governing Council appreciated NIIF's evolution as a sovereign-linked asset manager and acknowledged the efforts made over the years to build strong partnerships with marquee investors like Abu Dhabi Investment Authority, pension funds, multilateral development banks and strategic government counterparts like the Japan Bank for International Cooperation (JBIC).
The council also reviewed the performance and way forward across its four active funds -- Fund for Infrastructure (Master Fund), the Fund of Funds (Private Markets Fund), the Fund for Climate and Sustainability as well as India Japan Corridor (the India Japan Fund), and the fund with focus in growth equity (Strategic Opportunities Fund), the statement said.
It also appreciated that both Master Fund and Private Markets Fund are already 100 per cent committed and that a part of Master Fund investments have gone into the creation of greenfield assets in areas like ports and logistics, airports, and data centres.

Reviewing the progress of NIIF's upcoming
Private Markets Fund II
, which has a target corpus of USD 1 billion, the GC appreciated the fact that PMF II has successfully onboarded private investors in line with the earlier guidance and is set for its first closing shortly.
NIIF informed about the progress of the proposed bilateral fund currently under discussion with the US, the statement said.

ED initiates probe against Mumbai-based firm for alleged fraud of Rs 60 cr

The Directorate of Enforcement (ED), Chandigarh has launched a money laundering investigation against a Mumbai-based firm, Ankur Drugs and Pharma Limited, and one of its directors, Giriraj Vijayvargiya. The move comes two years after the Central Bureau of Investigation (CBI) in Chandigarh registered an FIR against the firm for allegedly defrauding Punjab National Bank (PNB) to the tune of Rs 60 crore. The ED has filed an application in the Chandigarh District Court requesting the CBI to hand over all case-related records, including the FIR, chargesheet, and other relevant documents. The CBI had concluded its probe in March this year and filed a chargesheet in the district court. According to the complaint, on July 17, 2023, Nand Kishore Barnwal, chief manager, PNB, approached the CBI alleging that Ankur Drugs and Pharma Limited had, in 2009, sought a short-term loan of Rs 50 crore and a term loan of Rs 30 crore to expand its Baddi unit. The bank eventually sanctioned loans amounting to around Rs 60 crore. However, the company defaulted on repayments, and by 2012, the account was classified as a non-performing asset (NPA) with outstanding dues exceeding Rs 60 crore. The bank alleged that the company had inflated stock values in its stock statements to secure higher credit limits and diverted the sanctioned short-term loan for long-term purposes, in violation of loan conditions. This amounted to a deliberate act of fraud and misuse of funds, the bank claimed. Following the alleged default and misuse, the PNB filed a formal complaint with the CBI, which led to the registration of an FIR against the company and its director. The CBI's investigation resulted in a chargesheet earlier this year, paving the way for the ED to now begin a parallel probe under provisions of the Prevention of Money Laundering Act (PMLA).

New Belasis bridge to be open by December 31, says BMC

The Brihanmumbai Municipal Corporation (BMC) on Monday completed installation of 12 iron beams measuring 36 meters each, achieving a serious breakthrough in the construction of the new Belasis Bridge which connects the congested Tardeo area in south Mumbai with Mumbai Central. The civic officials on Monday said that by December 31, this year the construction of this bridge will be completed and the bridge will be open for citizens. A key east-west connector, the Belasis bridge connects traffic movement between Nagpada and Tardeo and is a railway overbridge (ROB) that passes above railway tracks. However, following a structural audit report in 2018, it was found that the bridge has lived its age. Following this, the BMC decided to construct a new bridge by pulling down the old structure. The new bridge will be cable-stayed and constructed with steel, while the foundation will be made of concrete. The clearance between the railway tracks and the bridge girder will be 6.5 metres, which is an increase compared to the previous bridge. The main carriageway of the bridge will span 380 metres in width and feature six vehicular lanes to improve traffic flow, up from the three previously. The old structure was demolished in June 2024, after which construction of the new bridge began. Since the bridge will span over railway tracks, the BMC chose to build a cable-stayed bridge to minimise the piling work required. 'The work of assembling, and installation of the girder is underway and we are expecting to achieve it by the end of August. Meanwhile the remaining piers of the bridge will be raised, following which the girder will be launched above the structure after which the construction of the main carriageway will be taken up. After the carriageway is ready, the bridge will be opened by us for vehicular movement,' said officials. The total cost for construction and demolition stands at Rs 110 crore. Civic authorities have allocated Rs 70 crore for this project, while the railway department is expected to contribute Rs 40 crore. Since the bridge crosses the railway tracks, the railways carried out the demolition work.
