Allen was due to take up the role on June 2 but his tenure was delayed as the BHA said he wished to 'continue meeting stakeholders to better inform his vision for the sport'. The BHA board currently has an independent chair, four independent directors and four member-nominated directors – two from the racecourses and two nominated by the sport's participants – but Allen wants to change that arrangement. Racecourses' ownership of media rights and fixtures is reportedly one of the sticking points for a proposed governance shake-up, but Jockey Club CEO Jim Mullen feels that while further discussion on such matters is necessary, it would be to the sport's benefit to create a 'stronger regulatory body'. He said: 'Without a strong regulator it's not possible for any sport to thrive and that's why we are fully supportive of Lord Allen's proposals for a fully independent BHA Board. 'There are still details on certain issues which will need to be thrashed out in time and to expect everyone to agree on everything would be unrealistic at best, a potential barrier to meaningful change at worst. 'We recognise that ownership of media rights and fixtures are extremely important to the profitably of racecourses and that's where we are aligned with small and large independent courses and RCA members. 'However, we don't believe that those views are incompatible with our strongly held opinion that British racing requires a fully independent regulator which is empowered to drive change, not only to benefit the sport now but for generations to come. 'We're supportive of the consultative approach that Lord Allen is taking and the importance he has placed on taking counsel from those across the sport before forming an opinion. Ultimately, whether Lord Allen takes up his role or not, a process has started which we think has the very real potential to create a stronger regulatory body.'

The no-frills pub chain said like-for-like sales increased by 5.1% in the three months to July 20, compared to the exact same period the year before. Sign up for Scottish Sun newsletter Sign up 1 Wetherspoons has reported an increase in like-for-like sales Punters on the hunt for a cut-price pint, in the wake of soaring summer temperatures, also helped trade across its 794 haunts. Sales volumes are now surpassing pre-pandemic levels, with demand for New Zealand wine and Italian prosecco helping drive recovery. Sir Tim Martin, the outspoken boss of chain, said: "Draught volumes are performing strongly with Guinness being the standout performer." The Irish stout is having its moment in the sun, with "unprecedented demand" for the booze leading to shortages in pubs last Christmas. Elsewhere, diners are once again treating themselves to a fry up, following a "terribly slow" return after the pandemic. Prices for a small breakfast at the chain, which includes fried egg, bacon, sausage, baked beans and a hashbrown, start at £3.99. Tim added: "Chicken, also, has put in a clucking good performance and volumes in recent weeks are up by about 50% compared to pre-pandemic levels." The British institution now has plans to open approximately 15 new managed pubs and about the same number of franchised pubs. The exact locations of these sites are yet to be revealed, but The Sun will update this piece when we hear more. It adds to a raft of new openings announced by the budget firm earlier this year, including a site on the former grounds of The London Dungeon. The Sun tries Wetherspoons' new menu The Sun Wharf on Tooley Street is due to open on September 2. The posh London neighbourhood of Fulham has also welcomed a new Spoons located in the old West London tube station. Fans will be treated to three more openings this year, including a branch in Warwickshire which will open next Tuesday, July 29. Dan Jarvis said new measures send a signal to cyber criminals that ransom demands will not be tolerated. Proposals from the Home Office would ban public sector bodies and operators of critical national infrastructure from paying hackers. It would also mean private sector companies not covered by the ban would be required to notify the Government if they intended to pay a ransom. 'The UK is not alone in this regard, along with our international allies, we are subjected to a very significant number of cyber attacks every year,' Mr Jarvis told the PA news agency. 'But from a UK Government perspective we are crystal clear that these attacks are completely unacceptable. 'There's more that we need to do to guard against them and that's why we're introducing these measures.' Mr Jarvis said the measures mean cyber criminals will be 'less incentivised' to target UK institutions because of the clarity the ban on ransom payments brings. 'We think these proposals will provide a powerful deterrent, and what we're wanting to do is break the business model of the cyber criminals who think that they can get away with extorting money from UK-based institutions,' he told PA. He stressed the Government would ensure 'cyber criminals, whether they're in Russia or wherever they might be, face the full weight of the UK law'. Ransomware refers to software used by cyber criminals to access the computer systems of its victims, which can then be encrypted or data stolen until a ransom is paid. It comes after four young people were arrested for their suspected involvement in damaging cyber attacks against Marks & Spencer, the Co-op and Harrods in recent months. Microsoft also said on Tuesday night that Chinese hackers had breached its SharePoint document software servers in a bid to target major corporations and government agencies. Furthermore, under the proposals, a mandatory reporting regime would mean companies and institutions that are targeted by ransomware attacks are required to report it. Mr Jarvis said the Government was going to 'look very carefully at the precise details' of the regime but that it would provide more clarity and intelligence to government agencies. M&S chairman Archie Norman told MPs earlier this month that UK businesses should be legally required to report major cyber attacks as he claimed two recent hacks involving 'large British companies' had gone unreported. Mr Norman said the retailer believed an Asia-based ransomware operation, DragonForce, had been involved in the attack – but refused to say whether or not a ransom was paid.
