Amit Shah to chair 25th Central Zonal Council meeting in Uttar Pradesh tomorrow
New Delhi [India], June 23 (ANI): Union Home Minister Amit Shah will chair the 25th meeting of the Central Zonal Council on Tuesday in Uttar Pradesh's Varanasi, the Ministry of Home Affairs (MHA) said on Monday.
The meeting will be attended by the Chief Ministers of the member states, along with two senior ministers from each state. The Chief Secretaries of the state governments and other senior officials, as well as senior officials from the Central government, will also participate in the meeting.
The Central Zonal Council comprises the states of Chhattisgarh, Madhya Pradesh, Uttarakhand, and Uttar Pradesh.
The meeting is being organised by the Inter-State Council Secretariat under the Ministry of Home Affairs in collaboration with the Uttar Pradesh government.
Under Sections 15 to 22 of the States Reorganisation Act, 1956, five Zonal Councils were established. The Union Home Minister is the chairperson of these five Zonal Councils, and the Chief Ministers, Lieutenant Governors and Administrators of the member states and Union Territories are their members.
Among these members, the Chief Minister of one member state (rotating every year) acts as the vice-chairperson. From each member state, the governor nominates two ministers as members of the council. Each Zonal Council has also formed a permanent committee at the level of the Chief Secretaries. Issues proposed by the states are initially presented to the permanent committee of the concerned Zonal Council for discussion. After consideration by the permanent committee, the remaining issues are then presented to the Zonal Council meeting for further deliberation.
Prime Minister Narendra Modi has emphasised the need to leverage cooperative and competitive federalism for the all-round development of the country.
With the belief that strong states make a strong nation, the Zonal Councils provide a structured mechanism for dialogue and discussion on issues affecting two or more states or the Centre and states, and through this, serve as an important platform to enhance mutual cooperation.
The role of the Zonal Councils is advisory; however, over the past few years, these councils have proven to be an important factor in promoting healthy bonds of mutual understanding and cooperation in various fields. With the cooperation of all state governments, central ministries, and departments, a total of 61 meetings of the various Zonal Councils and their permanent committees have been held in the last eleven years.
The Zonal Councils also discuss broad issues of national importance, including the speedy investigation of cases of sexual offenses against women and children and the implementation of Fast Track Special Courts (FTSC) for their swift disposal; providing brick-and-mortar banking facilities within the designated area of every village; implementation of the Emergency Response Support System (ERSS-112); and various regional-level common interest issues such as strengthening nutrition, education, health, electricity, urban planning, and the cooperative system. The Supreme Court on Monday stayed the arrest of Wazahat Khan, the main complainant in the case against social media influencer Sharmistha Panoli, in all FIRs registered against him outside West Lal Mitra, Khan's advocate, told India Today, 'All the FIRs have been stayed by the honourable Supreme Court. The matter will now be heard on July 14. During the hearing, Justice Viswanathan made strong oral observations on the nature of Khan's posts. 'There's a famous Tamil saying, a wound inflicted by fire may heal, but not a wound inflicted with tongue,' he said. The judge also remarked, 'These hate speeches lead us nowhere,' and said that incitement to violence need not always be physical, it can be verbal too. 'Does it have to be physical violence? Or can it be verbal also? It need not be just physical violence,' he Khan has been booked in various states for allegedly posting content on social media that incited hatred and communal disharmony. He is already in police custody in one FIR and in judicial custody in another, both filed in West Kolkata police arrested Khan on June 9 based on the FIR filed there. However, police from other states such as Assam, Maharashtra, and Haryana also sought to take his custody due to similar FIRs registered against him in their lawyers informed the court that the FIRs filed against him were in retaliation to his complaint against influencer Sharmistha Panoli, who was arrested for allegedly hurting religious sentiments through a video posted after Operation Sindoor. Panoli was later granted interim bail by the Calcutta High concern over Khan's remarks, the court said, 'We're worried about where this is heading,' and observed that such statements cannot be protected under Article 19(1)(a) of the Constitution. Justice Viswanathan also remarked, 'All hate-mongering,' after hearing that Khan had deleted the posts and apologised before the FIRs were Advocate Dama Seshadri Naidu, appearing for Khan, told the court that Khan is 'perhaps reaping what he has sown' and is only seeking consolidation of FIRs. Bawankule hints at major land law reform, amend plot size restrictions
Nagpur: Revenue minister Chandrashekhar Bawankule on Monday announced that the state govt is preparing to introduce new legislation in the upcoming monsoon session of the legislature to allow the development of one-guntha (1,000 sq ft) plots within residential zones — effectively amending the existing land fragmentation restrictions. Speaking to reporters in Delhi, he said, "We are bringing a law that will permit one-guntha plot development in residential areas. Chief minister Devendra Fadnavis has already directed necessary amendments to the land fragmentation act, and we are initiating the next phase of reforms." The move is expected to unlock the real estate potential of smaller parcels of land deemed undevelopable under the existing law. Bawankule said the Mahayuti govt has so far taken 17–18 key decisions under the revenue department, with implementation already underway. The minister also said the govt is working on two other legislative measures during the same session, 'One State One Registration' and the provision of vertical ownership rights for high-rise properties, which aim to simplify property transactions and clarify title ownership in urban settings. Bawankule, who was in Delhi to meet Union power minister Manohar Lal Khattar, discussed the rehabilitation of residents from Kumbhari village in Mauda taluka near Nagpur. The village falls within the NTPC project area, and Bawankule urged that resettlement of affected households be done in the same manner as agricultural land acquisition. "Houses too must be rehabilitated on par with farms," he said. Reiterating the govt's commitment to promoting the Marathi language, the minister said, "All proceedings of the Maharashtra legislature are conducted in Marathi, and so are all signboards. Marathi remains at the centre of official communication." On Prime Minister Narendra Modi's 11-year tenure, Bawankule emphasised the transformation in women's representation across institutions. "From local bodies to Rashtrapati Bhavan, Modi has ensured that women are brought into the mainstream. No other govt has implemented such extensive initiatives for women's empowerment," he said. He credited the prime minister with championing 33% reservation for women in Parliament and state legislatures, calling it a historic step in strengthening their participation in governance.

" Apart from the issues related to these subjects, he said, many other issues would be tabled at the CZC meeting to seek guidance from the HM. In this meeting, he said, "We discuss all those issues related to our states and matters concerning the govt of India. Discussions are held based on mutual agreement to ensure cooperation among states, support each other's development, and collectively address the challenges facing the country," he added. Under the visionary leadership of Prime Minister Narendra Modi, he said, the entire nation is progressing rapidly. All states are contributing to this progress with the resolve of a developed India, and Uttarakhand is also fully prepared to contribute.
