The Gauteng Department of Human Settlements expressed its sorrow on Thursday over the tragic incident earlier this week at the Montrose Mega City Development site in Randfontein, which resulted in one fatality.
The department said preliminary information indicates that the deceased was involved in unauthorised illegal activities at the site when a portion of a staircase structure collapsed and fell on him.
According to the department, the building itself did not collapse; instead, slabs that were part of the staircase gave way due to tampering with the building's steel reinforcements.

The department said the matter has been reported to the police, and a formal investigation is under way.
Gauteng MEC of Human Settlements, Tasneem Motara said: "We call upon the local community to join us in protecting this important housing development. Land invasions, theft, and vandalism not only delay the delivery of much-needed housing but also endanger lives."
The department stated that they are negotiating with the landowner to determine the best approach for taking over the project, which remains a key priority as it represents a significant step in their commitment to delivering sustainable human settlements.

According to the DA, the government chose an incompetent company instead of hiring a competent developer, and the company has failed to deliver and is now holding this R11 billion project to ransom.
The DA's Evert Du Plessis said: "Rather than providing relief to the thousands of residents in Randfontein who are currently enduring inhumane and undignified living conditions, the project highlights the Gauteng government's tragic failure to deliver adequate housing."

The alleged scheme involved collusion between city officials and the public to manipulate user debit balances by transferring funds into municipal accounts controlled by the syndicate. 'The employees would collect what the user had intended to pay and, instead of paying that amount into the city's account, the user's account would be credited through the fraudulent transfer of the debit balance into the ghost account. They would then pocket the amount that the user had intended to pay,' the city said. This week, municipal spokesperson, Lindela Mashigo, said Abbort, a former director and accountant, who had been evading arrest, was finally apprehended after an intensive tracing operation led by the city's Forensic Services Division, in collaboration with Lyttleton SAPS. Earlier on Thursday, IOL, quoting Mpumalanga provincial police spokesperson, Brigadier Donald Mdhluli, reported that the teenager was given a lift by strangers. The incident is said to have occurred in Lydenburg on Sunday, at approximately 4pm. Rafadi told IOL that at times, criminals go around looking for people who are hitchhiking, and give them lifts. "One of the dangerous issues about hitchhiking is that women and girls get sexually assaulted. The hitchhiking spots are places where some of the perpetrators spot their victims, they just drive around and identify these hotspots where people gather to hitchhike. They pick women and girls, and rape them. In some instances, they pick different people and abuse them," said Rafadi. A case docket was opened and assigned to the family violence, child protection and sexual offences (FCS) unit for investigation. In 2023, Limpopo provincial police commissioner, Lieutenant General Thembi Hadebe, cautioned community members against hitch-hiking, and giving lifts to hitch-hikers, following different criminal activities recorded in the province. In the first incident, a 55-year-old man who was hitch-hiking was given a lift in a Suzuki Swift vehicle near the Mall of the North in Polokwane. The 55-year-old man was travelling to Ga-Dikgale. 'It is alleged that three unknown suspects (the occupants of the car) took the wrong direction, stopped, produced pistols and a knife, and robbed him of all his belongings such as a cellphone, wallet with cash worth R400, and bank cards, all valued at R5,400 and ordered him to run into the bushes,' provincial police spokesperson, Brigadier Hlulani Mashaba said at the time. The robbers then drove off with the man's possessions.

Image: Supplied The Pietermaritzburg High Court has ordered that an independent investigation should be instituted to probe allegations of mistreatment, including the alleged sexual violence of learners at a KwaZulu-Natal-based school for the blind and visually impaired. This was after the court ruled that a curator ad litem should be appointed to investigate the allegations at Arthur Blaxall School for the Blind. The case was brought by Blind SA last year, following allegations that were made in 2018. Blind SA, in its application claimed the original investigation into the allegations against the school was inadequate. No one was criminally charged and prosecuted after the school and the provincial education department concluded their initial investigation. The Department of Education attempted to oppose the application on the basis that the issues raised had been addressed, saying a new investigation would disrupt the school's operation. The curator is expected to compile a detailed report and submit recommendations to the court by September 30. It will also investigate allegations of poor quality of food and living conditions, as well as the school programmes. KwaZulu-Natal spokesperson for education, Muzi Mahlambi and his colleague, Mlu Mtshali, did not respond to messages and calls. Elijah Mhlanga, the spokesperson for the Department of Education, requested a copy of the court papers but did not respond to queries. Blind SA, which was represented by the Equal Education Law Centre (EELC), said the situation at the school reflects a broader, systemic failure in the provision of safe and dignified hostel conditions for learners with disabilities across South Africa. 'We welcome the High Court's order as an important step toward accountability and systemic reform for learners with disabilities at school hostels. Through the appointment of an independent curator, we hope that meaningful, evidence-based recommendations will emerge to drive urgent improvements at Arthur Blaxall and beyond. Learners with disabilities deserve to access education in environments that respect and uphold their dignity and rights,' Blind SA said in a statement. Blind SA chief executive officer, Jace Nair, added this will enable the curator to engage with stakeholders, including learners, staff, education officials and the community to probe the concerns and "propose effective lasting recommendations that will address the systemic changes required to prevent abuse and negligence and promote a human rights-based approach for equitable and quality education for blind and partially sighted learners". The court added that the person who would be nominated should have at least 10 years of relevant experience.
