The Gauteng Department of Human Settlements expressed its sorrow on Thursday over the tragic incident earlier this week at the Montrose Mega City Development site in Randfontein, which resulted in one fatality.
The department said preliminary information indicates that the deceased was involved in unauthorised illegal activities at the site when a portion of a staircase structure collapsed and fell on him.
According to the department, the building itself did not collapse; instead, slabs that were part of the staircase gave way due to tampering with the building's steel reinforcements.

The department said the matter has been reported to the police, and a formal investigation is under way.
Gauteng MEC of Human Settlements, Tasneem Motara said: "We call upon the local community to join us in protecting this important housing development. Land invasions, theft, and vandalism not only delay the delivery of much-needed housing but also endanger lives."
The department stated that they are negotiating with the landowner to determine the best approach for taking over the project, which remains a key priority as it represents a significant step in their commitment to delivering sustainable human settlements.

The Democratic Alliance in Gauteng have called for Premier Panyaza Lesufi and the Motara to be held accountable for the death, citing that the structure is deteriorating.
According to the DA, the government chose an incompetent company instead of hiring a competent developer, and the company has failed to deliver and is now holding this R11 billion project to ransom.
The DA's Evert Du Plessis said: "Rather than providing relief to the thousands of residents in Randfontein who are currently enduring inhumane and undignified living conditions, the project highlights the Gauteng government's tragic failure to deliver adequate housing."

Arrest of former City of Tshwane official marks a breakthrough in R11 million fraud investigation

A former City of Tshwane senior official, wanted for allegedly defrauding the municipality of R11 million, has been apprehended and appeared in court this week. Image: Jacques Naude / Independent Newspapers A former senior City of Tshwane official, Tienka Abbort, has been arrested and appeared in court in connection with a R11 million municipal funds fraud case. The city has hailed the arrest as a significant breakthrough in the ongoing investigation into the theft. This comes three months after the city reported the suspension of a finance department employee amid internal investigations linking him and two colleagues to a R10 million-plus fraud scheme that allegedly occurred between May 2021 and January 2022. Two of the employees were arrested and appeared in the Pretoria Magistrate's Court, where they were each granted R10,000 bail. Video Player is loading. Next Stay Close ✕ At the time, the city said the third employee had evaded arrest by hospitalising himself after learning of the impending police action. The alleged scheme involved collusion between city officials and the public to manipulate user debit balances by transferring funds into municipal accounts controlled by the syndicate. 'The employees would collect what the user had intended to pay and, instead of paying that amount into the city's account, the user's account would be credited through the fraudulent transfer of the debit balance into the ghost account. They would then pocket the amount that the user had intended to pay,' the city said. This week, municipal spokesperson, Lindela Mashigo, said Abbort, a former director and accountant, who had been evading arrest, was finally apprehended after an intensive tracing operation led by the city's Forensic Services Division, in collaboration with Lyttleton SAPS. During her court appearance, Abbort applied for bail of R5,000, which was opposed by the National Prosecuting Authority, who requested bail be set at R200,000. The court ultimately granted Abbort bail of R50,000 with strict conditions, which include surrendering her travel documents, reporting twice weekly to her nearest police station, and residing at her current address unless she notifies the investigating officer. The investigation is ongoing, and the city said it will now probe potential collusion between Abbort and the account holders who benefited from the unauthorised transfers. Mashigo said the city's Revenue Management Division is reviewing the affected accounts and will initiate reversals where necessary. He warned residents to be vigilant against individuals or groups posing as agents claiming to 'clear' municipal debt, stating that these schemes are fraudulent and may result in criminal charges and financial loss. Residents in debt are encouraged to visit one of the city's customer care walk-in centres to make legitimate and sustainable arrangements. City Manager Johann Mettler praised the Forensic Services Division team for their outstanding work in combating corruption within the city, highlighting their commitment to identifying and reporting criminal conduct and ensuring accountability. He also called for forensic investigators to be designated as peace officers under the Criminal Procedure Act, stating that this would enhance the city's capacity to act decisively and in real-time against financial crime. 'We believe the city's fight against financial crime would be significantly strengthened by designating forensic investigators as peace officers under the Criminal Procedure Act, a move that could enhance our capacity to act decisively and in real time,' he said.

Crime expert warns against hitchhiking after a 16-year-old girl was violated in a VW Polo

Forensic crime expert and University of Johannesburg research associate, Calvin Rafadi, spoke to IOL on the dangers of hitchhiking in South Africa after a 16-year-old girl from Mpumalanga was brutally raped by people in VW Polo. Image: Nqobile Mbonambi/Independent Media Seasoned forensic crime expert and University of Johannesburg research associate, Calvin Rafadi, has condemned the incident where a 16-year-old girl from Mpumalanga was brutally raped after she was picked by a vehicle on the road where she was hitchhiking. Earlier on Thursday, IOL, quoting Mpumalanga provincial police spokesperson, Brigadier Donald Mdhluli, reported that the teenager was given a lift by strangers. The incident is said to have occurred in Lydenburg on Sunday, at approximately 4pm. Rafadi told IOL that at times, criminals go around looking for people who are hitchhiking, and give them lifts. "One of the dangerous issues about hitchhiking is that women and girls get sexually assaulted. The hitchhiking spots are places where some of the perpetrators spot their victims, they just drive around and identify these hotspots where people gather to hitchhike. They pick women and girls, and rape them. In some instances, they pick different people and abuse them," said Rafadi. He said hitchhiking in groups has not deterred the criminals because there has been instances where groups of people were attacked in vehicles. Video Player is loading. Next Stay Close ✕ Seasoned forensic and crime expert Calvin Rafadi said bank officials must be investigated. Image: Supplied Rafadi added that men are also not safe, as the criminals using vehicles also seek to rob their victims. "Even if you do not have money, they will force you to start borrowing money from your contacts, your family and friends. The criminals also get into your banking details while holding you under duress," said Rafadi. He said picking up hitchhikers also presents dangers for motorists who can be attacked by the passengers. Earlier, police in Mpumalanga said teenage girl was offered a lift by two men travelling in Volkswagen Polo. 'According to the (police) report, the female victim was from Dullstroom, heading to Lydenburg when a black Volkswagen Polo, with two male occupants, stopped and offered her a lift. She then accepted the offer,' said Brigadier Mdhluli. After passing Coromandel, the driver of the VW Polo diverted the vehicle into a secluded area. 'The passenger allegedly covered her mouth with a cloth that emitted a chemical smell, causing her to lose consciousness. Upon regaining consciousness, she realised the passenger was busy raping her,' said Mdhluli. Get your news on the go, click here to join the IOL News WhatsApp channel. A case docket was opened and assigned to the family violence, child protection and sexual offences (FCS) unit for investigation. The perpetrators are still at large, and police are appealing to members of the public who may have information that may assist in locating and apprehending the suspects to contact the investigating officer, Sergeant Gabsile Mlangeni on 078 751 3463. Alternatively, people with vital information may share the details by calling the Crime Stop number at 08600 10111 or send details via the My SAPS App. 'All received information will be treated as confidential and callers may opt to remain anonymous,' said Mdhluli. Meanwhile, acting provincial commissioner of police in Mpumalanga, Major General Zeph Mkhwanazi, has given assurance that the perpetrators will be hunted down and brought to book. In 2023, Limpopo provincial police commissioner, Lieutenant General Thembi Hadebe, cautioned community members against hitch-hiking, and giving lifts to hitch-hikers, following different criminal activities recorded in the province. In the first incident, a 55-year-old man who was hitch-hiking was given a lift in a Suzuki Swift vehicle near the Mall of the North in Polokwane. The 55-year-old man was travelling to Ga-Dikgale. 'It is alleged that three unknown suspects (the occupants of the car) took the wrong direction, stopped, produced pistols and a knife, and robbed him of all his belongings such as a cellphone, wallet with cash worth R400, and bank cards, all valued at R5,400 and ordered him to run into the bushes,' provincial police spokesperson, Brigadier Hlulani Mashaba said at the time. The robbers then drove off with the man's possessions.

Blind SA welcomes court ruling for independent inquiry into school mistreatment

The Pietermaritzburg High Court has ordered that an independent investigation should be instituted to probe allegations of mistreatment and sexual violence of pupils at Arthur Blaxall School for the Blind. Image: Supplied The Pietermaritzburg High Court has ordered that an independent investigation should be instituted to probe allegations of mistreatment, including the alleged sexual violence of learners at a KwaZulu-Natal-based school for the blind and visually impaired. This was after the court ruled that a curator ad litem should be appointed to investigate the allegations at Arthur Blaxall School for the Blind. The case was brought by Blind SA last year, following allegations that were made in 2018. Blind SA, in its application claimed the original investigation into the allegations against the school was inadequate. No one was criminally charged and prosecuted after the school and the provincial education department concluded their initial investigation. The Department of Education attempted to oppose the application on the basis that the issues raised had been addressed, saying a new investigation would disrupt the school's operation. The curator is expected to compile a detailed report and submit recommendations to the court by September 30. It will also investigate allegations of poor quality of food and living conditions, as well as the school programmes. KwaZulu-Natal spokesperson for education, Muzi Mahlambi and his colleague, Mlu Mtshali, did not respond to messages and calls. Elijah Mhlanga, the spokesperson for the Department of Education, requested a copy of the court papers but did not respond to queries. Blind SA, which was represented by the Equal Education Law Centre (EELC), said the situation at the school reflects a broader, systemic failure in the provision of safe and dignified hostel conditions for learners with disabilities across South Africa. 'We welcome the High Court's order as an important step toward accountability and systemic reform for learners with disabilities at school hostels. Through the appointment of an independent curator, we hope that meaningful, evidence-based recommendations will emerge to drive urgent improvements at Arthur Blaxall and beyond. Learners with disabilities deserve to access education in environments that respect and uphold their dignity and rights,' Blind SA said in a statement. Blind SA chief executive officer, Jace Nair, added this will enable the curator to engage with stakeholders, including learners, staff, education officials and the community to probe the concerns and "propose effective lasting recommendations that will address the systemic changes required to prevent abuse and negligence and promote a human rights-based approach for equitable and quality education for blind and partially sighted learners". The court added that the person who would be nominated should have at least 10 years of relevant experience.
