Call for ‘Zara Law' to combat school bullying
KOTA KINABALU (Aug 10): The heartbreaking death of 13-year-old Zara Qairina Mahathir from Papar, allegedly due to relentless bullying at her boarding school, has prompted calls for urgent legislative action to protect children in educational institutions.
Life Member of Parti Solidariti Tanahairku (STAR), Robert Richard Foo, said the tragedy has exposed 'the glaring inadequacies in our current system to protect our children from the devastating effects of bullying.'
'In alignment with Parti Solidariti Tanahairku's steadfast commitment and advocacy to the well-being and welfare of children and young persons in Malaysia, the profound tragedy and disturbing conspiracy surrounding the Zara case is a heartbreaking incident,' he said.
Foo stressed that Zara's untimely death was 'not by accident or natural causes, but by the deliberate and sustained cruelty of her peers, compounded by the apparent inaction of those entrusted with her safety and well-being.'
'The circumstances surrounding Zara's death have revealed disturbing patterns of negligence, denial and attempts to suppress the truth. Those who should have been her protectors became complicit in a system that failed her completely,' he added.
To prevent similar tragedies, Foo is proposing that the Malaysian Parliament, Sabah State Legislative Assembly, and Ministry of Education enact comprehensive anti-bullying legislation, to be known as the 'Zara Law.'
He said the proposed law should include:
Mandatory Reporting – requiring all school staff to report bullying incidents without delay;
Criminal Consequences – holding perpetrators legally accountable;
Institutional Accountability – ensuring schools are responsible for preventing and addressing bullying;
Cover-up Penalties – penalising any attempts to hide incidents;
Victim Protection – safeguarding and supporting affected students; and Prevention Programs – implementing education and awareness initiatives.
'Zara's story must become the catalyst for systemic change that protects every child in every school across Malaysia. With the enactment of the Zara Law, we want to ensure that no other family endures the pain that Zara's family continues to bear,' Foo said.
He called on all lawmakers and education authorities to act swiftly, saying, 'We owe it to Zara's memory to make our schools truly safe for every child.'

Takiyuddin questions police handling of Zara's case
KUALA LUMPUR: A post-mortem into the death of Zara Qairina Mahathir should have been conducted without being prompted by any party, as it is standard procedure in cases of sudden or unexpected death, said Datuk Seri Takiyuddin Hassan. The Kota Belud member of parliament said the case involving the 13-year-old raised questions about police procedures — particularly the absence of a post-mortem before Zara was buried, just a day after her body was discovered in a drain near her school's hostel at 3am on July 16. He also urged Home Minister Datuk Seri Saifuddin Nasution Ismail and Education Minister Fadhlina Sidek to present a thorough and detailed report to the Dewan Rakyat on Zara's death, as the case has attracted significant public concern. "Based on standard procedures, when someone dies, a permit is required to release the body for burial, whether under normal or unusual circumstances. "In this tragic and mysterious incident, did the police allow Zara's burial without conducting a post-mortem beforehand? "I wish to emphasise that a post-mortem should be conducted without any request from any party, as this is standard procedure in sudden death or sudden death report cases. "We want to know why the police did not conduct a post-mortem in this case," he said during the debate on the 13th Malaysia Plan in the Dewan Rakyat today. Commenting further, he added that Sabah Police Commissioner Datuk Jauteh Dikun had reportedly said on July 28 that a thorough investigation was being carried out from all angles, and later confirmed on July 31 that the investigation papers had been sent to Bukit Aman for review before submission to the Attorney-General's Chambers (A-GC). "However, when the investigation papers were submitted to the A-GC on Aug 6, the A-GC returned them to the police with instructions to complete the investigation, which meant the papers were incomplete. "Again, on Aug 8, the A-GC once more returned them with further instructions to the police, including the exhumation of Zara's body to allow a post-mortem to be carried out. "This indicates that the investigation conducted by the police was incomplete and did not lead to a conclusive finding," he said. Yesterday, the Inspector-General of Police Secretariat's Corporate Communications unit confirmed that a task force comprising Bukit Aman CID personnel has taken over investigation into Zara's death. Zara, a Form One student of a secondary school in Papar, Sabah, was reported to have fallen from the third floor of a dormitory. She was found unconscious in a drain on July 16 and later died while receiving treatment at Queen Elizabeth I Hospital (HQE) in Kota Kinabalu. On July 31, Jauteh said that the possibility of bullying as a factor had not been ruled out. On Saturday, Zara's grave was exhumed in preparation for the post-mortem. On Sunday, the post-mortem was conducted at HQE, lasting about eight hours from 11am to 7.30pm.

The man, who claims to be the father of the teenager whose photo was posted on the same platform, strongly denies the allegations. Zara Qairina LAHAD DATU – A man has come forward to deny allegations linking his daughter to the Zara Qairina Mahathir case that recently went viral on social media. According to a statement circulated on social media, the man, who claimed to be the father of the teenager whose photo was posted on the same platform, strongly denied the allegations. "I am the father of this student and I strongly deny the slander linking my daughter to the Zara's case. "My daughter attended school there from 2022 (Form One) until 2024 (Form Three) and in early 2025, she received an offer and transferred to a Vocational College in Lahad Datu, where she is currently studying," he said in the statement. Following this, the man warned that he would take legal action against anyone who attempted to link his daughter to the case. "I will not hesitate to file a civil lawsuit against any individual who tries to associate my daughter with this case. "For your information, a police report has been lodged against a TikTok account that uploaded photos and videos of my daughter on their account. Although they have apologised and deleted the video, some individuals are still spreading false news," he said. Regarding developments in the Zara's case, Sindumin assemblyman Datuk Dr Yusof Yacob has called for a full and professional investigation in accordance with the SOPs to determine whether the case involved criminal elements or not. He also urged the public to always verify the authenticity of news before sharing it publicly or allowing it to go viral on social media. Regarding developments in the Zara's case, Sindumin assemblyman Datuk Dr Yusof Yacob has called for a full and professional investigation in accordance with the Standard Operating Procedures (SOP) to determine whether the case involved criminal elements or not. "I also urge the school, the Sabah State Education Department and the Education Ministry to investigate and provide reports on compliance with SOPs, school discipline and safety of the school and hostel," he said. He stressed that he has not made any assumptions, speculations or accused any individuals or groups. However, after two weeks without news or investigation results, non-governmental organisations (NGO) and netizens have risen up as the matter went viral. "Now NGOs and various groups will continue to shout 'Justice For Zara' until there is an answer from the authorities. They will not stop until those involved are brought to justice," he said. At the burial site where Zara was laid to rest, it is understood that the police only conducted security checks during the exhumation process, which was carried out last Saturday and Sunday. TAMBUNAN: The Parti Bersatu Sabah (PBS) strategy for the upcoming State Election and the proposed merger with Parti Solidariti Tanah Airku (Star) took centre stage at the 40th PBS Tambunan Annual General Meeting here. Organising chairman Dr Rockey Jerome Budin, in his welcoming remarks, stressed the importance of factoring in the views of the younger generation when shaping political strategies. Advertisement He noted that 55 per cent of the roughly 28,000 registered voters in Tambunan are youths. 'We must take their sentiments seriously as they will influence the outcome of the coming PRN,' he said. The meeting, chaired by Datuk William Majimbon, was officiated by Huguan Siou and PBS founder Tan Sri Joseph Pairin Kitingan. Also present were PBS Central Vice Presidents and Supreme Council members, Star Central leadership, and 500 delegates from the Youth, Women and Main wings representing 50 branches. PBS Tambunan Division Chief Datuk Dr Daniel Kinsik reminded the party machinery to be fully prepared for the polls. He also highlighted grassroots sentiment favouring Gabungan Rakyat Sabah (GRS) contesting solo under the slogan 'Rumah Kita, Kita Jaga', despite the GRS–Pakatan Harapan (PH) cooperation agreed upon by top leaders. Star President Datuk Seri Dr Jeffrey Kitingan, who is also Tambunan Assemblyman and Keningau MP, said the GRS–PH pact would only be formalised if conditions, particularly seat allocations, were agreed upon. He also urged for the Star–PBS merger to be expedited to avoid vote splitting and to strengthen Sabah Bumiputera politics. 'It is time for us to unite under a stronger roof for long-term political stability,' Jeffrey said. This year's conference was seen as a key platform to review the party's performance and map out strategies to face current political challenges. * Follow us on our official WhatsApp channel and Telegram for breaking news alerts and key updates! * Do you have access to the Daily Express e-paper and online exclusive news?
