At around 11.55am this morning, Greater Manchester Police responded to reports of a collision on Rowrah Crescent in the Middleton area.
Emergency services immediately attended but despite their best efforts, the boy was sadly pronounced dead at the scene.
His family are being supported by officers at this time.
A 59-year-old man has been arrested on suspicion of murder and remains in custody for questioning
Officers are working to establish the full circumstances of the incident and are investigating allegations of a theft in the events leading up to collision.
Another male, also aged 15, has been arrested on suspicion of theft as part of that ongoing work.
A scene remains in place and officers will be able to assist any locals with queries or concerns they may have.
Detective Chief Inspector Christopher Dean, from GMP's Rochdale district, said: 'This terrible incident has seen the death of a teenage boy, and we are working hard to establish the full facts of this case, in what is the very early stages of an investigation.
'A man has been arrested on suspicion of murder and will be questioned in due course, while officers are already in place to support the family of the boy who has died today.
"I want to remind people that at the heart of this is a grieving family, and I would ask the community to not speculate on social media while we piece together the events of earlier today.
'As our work progresses, I would ask anyone with information to please come forward – whether you witnessed anything or have any dashcam, CCTV, or doorbell footage from the area.'

Sister of This Morning star who died in Air India crash reveals family received wrong body
A woman whose brother died in the Air India crash has revealed that her family received the remains of the wrong person. Appearing on Newsnight on Wednesday (7 August), Arwen Greenlaw - sister of crash victim Fiongal Greenlaw-Meek who appeared on This Morning earlier this year - said that learning her brother's remains had been mislabeled was the 'equivalent of losing him twice'. Her mother had described a 'chaotic' repatriation process after flying to India and returning with what she though were her son's remains. 'To fly home in that solemn situation and I can't imagine what was going through her thoughts doing that so to come home and realise that's not your son is really tough.' Arwen said. After it was discovered the first crash victim returned to the UK was the 'remains of two different people', a coroner ordered the check of the remaining caskets, where it was found Fiongal's DNA was not present.

Businessman denies dumping 27-tonne waste mountain that cost £10,000 to clear
A Staffordshire businessman has appeared in court after a mammoth 27-tonne pile of waste was dumped in the middle of a country lane. The 20-metre long mountain of rubbish blocked residents and vehicles for more than a day on Watery Lane in Lichfield after it appeared overnight on 19 January this year. Measuring two metres high and weighing in at 27-tonnes, the pile cost £10,000 to clear, according to the council. Environmental health teams launched an investigation and in March, officers seized a lorry believed to have been used in the incident. Darren Sheen, 40, and Fusion Engineering (Staffordshire) Limited denied all charges at Stafford Crown Court on Wednesday. He is charged with five counts: depositing controlled waste, depositing controlled waste in a manner likely to cause pollution of the environment or harm to human health, failure to transfer waste to an authorised person, wilful obstruction of the highway, and dangerous driving. The Leader of Lichfield District Council, councillor Doug Pullen, said: 'The defendant has appeared at Crown Court and pleaded not guilty to all the charges related to fly-tipping in Watery Lane. 'We are disappointed that due to the backlog in the court system the trial will not be held until 2027 but I have every confidence in our Environmental Health team and we will continue to take a zero tolerance approach to fly-tipping in Lichfield District whenever it takes place.' Sheen, of Grange Road in Uttoexeter, and the company will now face trial in March 2027.
