HYDERABAD: The long-dormant debate over linking the Godavari and Krishna rivers has flared up again, triggered by Andhra Pradesh's renewed push for the Polavaram-Banakacherla irrigation scheme.
Telangana, which has strongly opposed the plan, sees it as a unilateral move that undermines regional water-sharing balance.
In response, chief minister A Revanth Reddy has offered to reopen talks on the Itchampally-Nagarjuna Sagar (Godavari-Krishna) linkage, provided AP withdraws the Banakacherla proposal.
Officials pointed out that multiple Godavari-Krishna interlinking proposals have been floated over the past several years.
In 2019, the then BRS govt proposed a Polavaram-Srisailam link, while the Centre came up with an ambitious plan to connect the Godavari, Krishna, Pennar, and Cauvery rivers through a mega inter-basin transfer originating at Itchampally in Telangana.
A task force on river interlinking is currently reviewing the Central proposal, with a meeting expected soon. However, Telangana has objected to the project, stating that no water diversion should occur until its existing and future irrigation needs are fully met.

'Cooperation is key'
Irrigation engineers have underscored the importance of cooperation, especially in light of the Brijesh Kumar Tribunal's recommendation allowing Karnataka to raise the Alamatti dam height by 5 metres. This could reduce Krishna water availability downstream.
To offset the impact, experts suggest diverting 3-4 tmc ft of Godavari water to Krishna for at least 100 days each year.
The Telangana Retired Engineers Association (TREA), which had submitted interlinking proposals to the previous BRS govt, maintains that the most practical and mutually beneficial route is the Polavaram-to-Srisailam corridor via the river itself.
This option, they say, is both cost-effective and avoids large-scale land acquisition.
"There were three rounds of discussions between irrigation engineers from Telangana and AP in 2019 to explore Godavari water diversion to Krishna. It would benefit Telangana's Nalgonda and Mahabubnagar districts and Rayalaseema in AP," said TREA president M Shyamprasad Reddy.
He added that the proposed 20,000 crore project would route water from Polavaram through Prakasam barrage, Vaikuntapuram, Pulichintala dam, Nagarjuna Sagar tail pond, and finally to Srisailam using reversible turbines.
The proposal was sidelined after the former YSRCP govt unilaterally announced the Banakacherla scheme, Reddy said. He urged both states to revive the original plan.
Telangana govt opposes project
Telangana has opposed not only AP's Banakacherla project but also the Centre's Godavari-Cauvery river link. "There are already two irrigation projects on either side of the proposed Itchampally site. One of them, the Sammakka-Sarakka project, has been completed. The state govt has conveyed to the Centre that the project site should be relocated ," said the engineer-in-chief of the irrigation department.

However, Israeli officials familiar with the operation described it as part of a larger covert mission called 'Rising Lion,' which accompanied Israel's military offensive. This operation included pre-positioned intelligence units, hidden weapons caches, and other assets that had reportedly been lying dormant inside Iran for weeks or even months. The covert phone campaign appears designed to destabilise Iran's command structure after Israel eliminated several top figures in the first days of the conflict. These included General Hossein Salami, commander of the IRGC; General Mohammad Bagheri, chief of staff of Iran's armed forces; and Fereydoon Abbasi-Davani, a leading nuclear physicist. The campaign, according to sources quoted by the Washington Post, sought to unsettle second- and third-tier officials who would typically step into leadership roles. 'The second-tier leadership that is supposed to inherit the positions and now fill in the places of those who have been eliminated, they are terrified,' one source said. 'And they are being reminded on a personal level about what happened to the successor of Nasrallah and the successors of Hezbollah commanders who were eliminated, as well.' The Israeli intimidation effort reportedly included warning letters slid under doors, phone calls, and even messages delivered through spouses. In some cases, repeated contact led to ongoing conversations between Israeli agents and Iranian officials. The United States joined the conflict on the weekend following Israel's initial assault. India has for the first time secured a place among the top 100 out of 167 countries ranked for their progress in achieving the Sustainable Development Goals (SDGs), according to a report published on Tuesday. According to the UN Sustainable Development Solutions Network 's 10th and latest Sustainable Development Report (SDR), India ranks 99th on the 2025 SDG Index with a score of 67, while China ranks 49th with 74.4 and the US 44th with 75.2 points. "Conflicts, structural vulnerabilities and limited fiscal space impede SDG progress in many parts of the world," said the report, with world-renowned economist Jeffrey Sachs as its lead author. European countries , especially the Nordic nations, continue to top the SDG Index, with Finland ranking first, Sweden second and Denmark third. A total of 19 out of the top 20 countries are in Europe. Yet even these countries face significant challenges in achieving at least two goals, including those related to climate and biodiversity, largely due to unsustainable consumption, the authors said. East and South Asia have outperformed all other global regions in terms of SDG progress since 2015 largely due to rapid socioeconomic development. The countries in East and South Asia that have demonstrated the fastest progress since 2015 (in points) include Nepal (+11.1), Cambodia (+10), the Philippines (+8.6), Bangladesh (+8.3) and Mongolia (+7.7). The other countries showing rapid progress among their peers include Benin (+14.5), Peru (+8.7), the United Arab Emirates (+9.9), Uzbekistan (+12.1), Costa Rica (+7) and Saudi Arabia (+8.1). Though only 17 per cent of the targets are on track to be achieved worldwide, most UN member states have made strong progress on targets related to access to basic services and infrastructure, including mobile broadband use (SDG 9), access to electricity (SDG 7), internet use (SDG 9), under-five mortality rate (SDG 3) and neonatal mortality (SDG 3). Five targets show significant reversals in progress since 2015. These are obesity rate (SDG 2), press freedom (SDG 16), sustainable nitrogen management (SDG 2), the Red List Index (SDG 15) and the Corruption Perceptions Index (SDG 16). The report said the top three countries most committed to the UN multilateralism are Barbados (1), Jamaica (2) and Trinidad and Tobago (3). Among G20 nations, Brazil (25) ranks highest, while Chile (7) leads among the OECD countries. The United States, which recently withdrew from the Paris Climate Agreement and the World Health Organization (WHO) and formally declared its opposition to the SDGs and the 2030 Agenda, ranks last (193rd) for the second year in a row. The report, which comes ahead of the fourth International Conference on Financing for Development (FfD4) in Seville, Spain, (June 30-July 3) noted the global financial architecture (GFA) is broken. "Money flows readily to rich countries and not to the emerging and developing economies (EMDEs) that offer higher growth potential and rates of return. At the top of the agenda at FfD4 is the need to reform the GFA so that capital flows in far larger sums to the EMDEs," it said.

A meeting on the issue of the three-language formula was held at the Chief Minister's official residence, Varsha, on Sunday night. Deputy Chief Minister Eknath Shinde , School Education Minister Dada Bhuse, Minister of State Dr Pankaj Bhoyar, and officials from the education department were present. After an in-depth discussion on the subject, it was decided to present the status of all states, ensure that Marathi students are not disadvantaged under the Academic Bank of Credit in the context of the new education policy, and explore other possible options. A comprehensive presentation will be made for all stakeholders. It was resolved in the meeting that this presentation and consultation process should be conducted with Marathi language scholars, litterateurs, political leaders, and all relevant parties.
