Punjab's debt stock rises Rs25bn YoY

LAHORE: The Punjab government's total debt stock has increased by Rs 25 billion, year-on-year increase of 1.5 percent, during the current fiscal year (FY).
According to the Punjab Budget 2025-26 documents released on Monday, at the end of June 2025, Punjab's debt stock stood at Rs 1,710 billion, out of which Rs 1,709 billion was from external lenders, while Rs 1.29 billion was from domestic sources. Collectively, these loans represent 2.7 percent of Punjab's Gross State Domestic Product (GSDP).
Moreover, Punjab's total debt stock surged from Rs 1,685 billion (reported in June 2024) to Rs 1,710 billion (reported in June 2025) in 12 months. However, the domestic loans showed a decline from Rs 1.7 billion (reported in June 2024) to Rs 1.29 billion, a decrease of 22.5 percent. In contrast, external loans witnessed a gain from Rs 1,683 billion (reported in June 2024) to Rs 1,709 billion (reported in June 2025); in dollars, it amounts to US $6.10 billion.
The government's external debt primarily consists of concessional, long-term loans in foreign currency, acquired from various multilateral creditors like the World Bank, Asian Development Bank, Japan International Cooperation Agency and International Fund for Agricultural Development. Additionally, it includes loans from bilateral creditors such as China, Japan, and France.
These funds are borrowed by the federal government and then channelled to the Punjab government. This debt can be categorised broadly into project loans, which are intended for long-term public infrastructure investments and programme loans, which provide medium-term budgetary support and are often tied to specific expenditure and/or policy reforms.
The report highlighted that the government's external debt is derived mainly from two key sources: USD 4.81 billion from multilateral creditors, including the World Bank and the Asian Development Bank, as well as other sources; and US $1.29 billion from bilateral creditors, including China and other sources.
These figures consist of the US dollar equivalent value of the outstanding debt (which is denominated in various currencies) at the end of the current Financial Year. The external debt was denominated mainly in US dollars (68 percent), followed by Special Drawing Rights (23 percent), Japanese Yen (5 percent) and other currencies (4 percent).
As per the report, the agriculture, irrigation and livestock sector remained the major recipient of government borrowing, as its share constitutes 24 percent of the total outstanding followed by transport and communication 20 percent, education 19 percent, urban and community development at 17 percent, governance 11 percent, health 5 percent, energy 2 percent, tourism 1 percent, and industries and infrastructure 1 percent.

BEIJING: Shanghai copper prices ticked up on Wednesday as US inflation data backed expectations for a Federal Reserve interest rate cut next month, although higher stocks kept gains in check. The most-traded copper contract on the Shanghai Futures Exchange rose 0.43% to 79,280 yuan ($11,037.79) per metric ton by 0146 GMT. The contract hit its highest level since July 25 at 79,510 yuan a ton earlier in the session. Prospects of easing US monetary policy boosted sentiment across the sector, ANZ analysts said in a note. The consumer price index (CPI) rose 0.2% last month after gaining 0.3% in June, data showed on Tuesday. Economists polled by Reuters had forecast the CPI rising 0.2%. Copper prices were also supported by news that China is planning to offer interest subsidies for businesses in eight consumer service sectors to boost consumption. Gains were, however, capped by higher LME and SHFE copper stocks, said Matt Huang, an analyst at broker Bands Financial. Stocks in London Metal Exchange-approved warehouses have climbed by 11% so far in August, while SHFE copper warehouses stocks are up nearly 13%. The rise came after US President Donald Trump excluded refined copper from the 50% import tariff effective August 1, ending a wave of front-loading cargoes to the United States to cash in on bumper premium. 'In the near term, the risk of a supply surplus is looming amid rising stocks. Also, we have not heard many Chinese smelters cutting output yet,' Bands Financial's Matt said. Benchmark three-month LME copper dipped 0.15% to $9,825.5 a ton after touching a more than two-week high on Tuesday boosted by a 90-day extension to a Sino-US trade truce. SHFE aluminium climbed 0.68%, nickel advanced 0.52%, tin ticked up 0.45%, and zinc edged up 0.24%, while lead was little changed. SHANGHAI: China's yuan held steady against the dollar on Wednesday, as the greenback weakened overnight on growing expectations of US interest rate cuts, while investors awaited key Chinese economic indicators due later this week. The dollar weakened after a tame reading on US inflation bolstered expectations of a Federal Reserve rate cut next month, with President Donald Trump's attempts to extend his grip over US institutions also undermining the currency. 'Against this backdrop, and with the extension of the US-China tariff truce for another 90 days, Asian FX is likely to remain broadly supported,' analysts at MUFG said in a note. Trade ties between the United States and China have remained a key driver of yuan moves this year. A 90-day extension of their tariff truce has helped ease uncertainty around the currency pair during the period. US trade officials will meet again with their Chinese counterparts within the next two or three months to discuss the future of the economic relationship between the two countries, Treasury Secretary Scott Bessent said on Tuesday. Prior to the market opening, the People's Bank of China set the midpoint rate at 7.1350 per dollar, 409 pips firmer than a Reuters' estimate. The spot yuan is allowed to trade 2% either side of the fixed midpoint each day. The broad firming trend in the daily yuan fixing also suggested the PBOC aims to keep yuan depreciation expectations contained, MUFG analysts said. The spot yuan opened at 7.1820 per dollar and was last trading at 7.1824 as of 0318 GMT, 5 pips firmer than the previous late session close and 0.66% weaker than the midpoint. Analysts noted that investors adopted a cautious stance amid mixed sentiment, selective buying and profit-taking. Trading volumes registered an uptick, supported by gains in banking stocks, while weakness in fertiliser and energy sectors capped the advance. The market also got support from the ongoing Pakistan-US trade and investment discussions, a stable rupee and corporate earnings. According to Ahsan Mehanti of Arif Habib Corp, stocks closed higher on a strong earnings outlook and rupee stability. Speculation about Pakistan-US trade and investment deals and the government seeking further export incentives, and a rise in business confidence drove the PSX to a record high, he added. At the end of trading, the benchmark KSE-100 index recorded an increase of 75.48 points, or 0.05%, and settled at 147,005.32. In its review, Topline Securities commented that the KSE-100 index wrapped up the trading session at 147,005, marking a modest gain of 75 points. The market saw intra-day volatility as the index surged to the high of 147,977 before retreating to the low of 146,895, reflecting investor-driven profit-taking strategies, it said. Positive momentum in Bank Alfalah, HBL and Systems Limited provided a combined lift of 295 points, offering partial reprieve against the broader market weakness. In contrast, significant downward pressure stemmed from Fauji Fertiliser, Mari Petroleum, Oil and Gas Development Company (OGDC), Pakistan State Oil and Bank AL Habib, which shaved 527 points off the index, added Topline. In its commentary, Arif Habib Limited (AHL) noted that Tuesday marked a flat session, following Monday's surge, with the KSE-100 managing to close above 147,000. Some 47 shares rose while 53 fell, with Bank Alfalah (+5.28%), HBL (+2.04%) and Systems Limited (+1.73%) contributing the most to index gains. On the flip side, Fauji Fertiliser (-1.11%), Mari Petroleum (-2.51%) and OGDC (-2%) were the biggest drags, it said. AHL observed that Pakistan and US officials were in talks to finalise finer details of their trade deal, which included investment commitments from Washington. Finance Minister Muhammad Aurangzeb hinted at major US investment in different sectors. Additionally, Barrick Mining was seeking to raise $3.5 billion from international lenders, including US-backed institutions, to fund the Reko Diq copper and gold mining project. "Near-term index support remains at 146,000 points," added AHL. JS Global analyst Muhammad Hasan Ather said that the KSE-100 index closed flattish, inching up just 75 points. Gains were fuelled by strong corporate earnings, robust remittances and optimism about US-Pakistan investment ties following a new trade pact, he said. Institutional buying and improving macro indicators including a stable rupee and progress on circular debt resolution lifted sentiment. While short-term corrections are possible, the outlook remains bullish as foreign inflows, fiscal reforms and export prospects gain traction amid easing geopolitical tensions, he added. Overall trading volumes increased to 691.7 million shares compared with Monday's tally of 611.2 million. Traded value increased to Rs44.6 billion compared to Rs44 billion in the previous session. Shares of 482 companies were traded. Of these, 208 stocks closed higher, 242 dropped and 32 remained unchanged. Yousuf Weaving Mills was the volume leader with trading in 46.3 million shares, gaining Rs1 to close at Rs6.09. It was followed by Kohinoor Spinning Mills with 39.9 million shares, gaining Rs0.24 to close at Rs6.47 and Invest Bank with 34.4 million shares, gaining Rs1 to close at Rs9.68. Foreign investors bought shares worth Rs132.7 million, the National Clearing Company reported.
