Opposition's demand for discussion on votebandi non-negotiable: Congress
There has been a logjam in Parliament over the Special Intensive Revision of electoral rolls in Bihar, which the Opposition has alleged is being done to cut votes ahead of the state election.
Congress general secretary in-charge, communications, Jairam Ramesh, said the Chair in the Rajya Sabha is a continuing entity despite the comings and goings, scheduled and unscheduled.
"Yesterday, the Deputy Chairman gave a ruling that because the Lok Sabha Speaker had said so on December 14, 1988, any matter concerning the Election Commission cannot be discussed in Parliament. But on July 21, 2023, the Chairman of the Rajya Sabha, a Modi appointee, had categorically ruled that 'the Rajya Sabha is entitled to discuss anything under the planet with only one restriction'," Ramesh said in a post on X.
"He had gone on to say that the 'only one restriction' related to the conduct of any judge except on a motion related to his removal. The then-Chairman had added that the concept of sub-judice was totally misconceived," the Congress leader pointed out.
He said the Opposition is constantly reminded that Parliament runs on rulings and conventions "Why is the Rajya Sabha Chairman's ruling of July 21, 2023, being so wilfully ignored?" Ramesh said.
"The Opposition's demand for a discussion on the votebandi and votechori being orchestrated by G2 through the Election Commission in Bihar & to be followed in West Bengal, Assam, and other states is non-negotiable in both Houses of Parliament," he said.
The Opposition has been protesting in both Houses of Parliament against the SIR, alleging the EC's exercise was aimed at "disenfranchising voters" in Bihar ahead of the Assembly elections. They have been demanding a discussion on the issue in both Houses.
Congress leader Priyanka Gandhi Vadra on Tuesday had dared the government to debate the Election Commission's voter roll revision in Bihar and claimed that the fact that the House is not being able to run smoothly is a manifestation of the ruling side's weakness.
Her remarks came amid the logjam in Parliament due to vociferous protests by opposition parties demanding a discussion on the Special Intensive Revision (SIR) exercise.
Several MPs of the INDIA bloc parties have also been staging a protest in the Parliament House complex on the issue.

Earlier scheme defunct, Chhattisgarh to launch new cattle protection plan
The Chhattisgarh government will soon launch a new cattle protection scheme called Gaudham Yojana with a 'special focus on curbing illegal trafficking and ensuring safety of stray cattle'. It will shelter cows seized by police during anti-smuggling operations, said a government statement. 'The Livestock Development Department has designed this scheme keeping in mind the safety of cattle seized during illegal transportation or smuggling, as well as stray cattle. The state already has a ban on illegal trafficking and transportation of animals… Each Gaudham will be able to house a maximum of 200 cattle, depending on capacity,' stated the release. Court concern In the past one year, the Chhattisgarh High Court has more than once expressed concerns on stray cattle that puts the lives of both the animals as well as humans at risk on Chhattisgarh roads and highways. The new scheme bundles provisions such as fixed monthly honorarium of ₹10,916 for cowherds and ₹13,126 for cattle attendants. Additionally, a fixed daily allowance will be provided for cattle fodder. Outstanding cattle shelters will receive daily per-animal payments – ₹10 in the first year, ₹20 in the second year, ₹30 in the third year, and ₹35 in the fourth year. Chief Minister Vishnu Deo Sai said the Gaudham Yojana will ensure livestock safety in the State while providing a regular source of income to a large number of cowherds and cattle attendants. The new scheme effectively replaces the now defunct Gauthan Yojana, launched by the previous Bhupesh Baghel-led Congress government three years ago, under which the honorariums were decided by committees operating the cattle shelters.

Telangana to instal solar plants in all govt. offices
Telangana Deputy Chief Minister M. Bhatti Vikramarka has asked the District Collectors to go for installation of solar power plants on government buildings and take a proactive role in the implementation of Indira Solar Girijana Vikasam scheme in RoFR (Recognition of Forest Rights) lands. At a review meeting held here on Saturday along with Minister for Social Welfare Adluri Laxman Kumar and attended virtually by the District Collectors, Mr. Vikramarka asked the authorities to send plans of all Integrated Collectorate complexes to the Telangana Renewable Energy Development Corporation Ltd. The Deputy CM, who also holds the Energy portfolio, said solar power plants would be installed in all government offices across the State – from gram panchayat buildings to the Secretariat – to produce power on a large scale. Apart from government buildings, the Congress government also plans to instal solar power plants on government schools, junior colleges, degree colleges and higher education institution buildings.

"Resign From Lok Sabha If You Don't Trust Poll Body": BJP To Rahul Gandhi
New Delhi: The BJP on Saturday said Congress leader Rahul Gandhi must resign on "moral grounds" from the membership of the Lok Sabha if he does not have faith in the Election Commission, and flayed him for not submitting a written declaration on his "vote theft" claim. BJP national spokesperson Gaurav Bhatia also asked Congress Parliamentary Party chairperson Sonia Gandhi and party MP Priyanka Gandhi Vadra to resign as members of the Rajya Sabha and Lok Sabha if they do not have any faith in the polls. "You (Rahul Gandhi) make baseless allegations before the media and then refuse to give proof and a written declaration when the constitutional body asks for it," Bhatia said at a press conference at the BJP headquarters here. Reading out excerpts of a past Supreme Court judgement, the BJP spokesperson said the Supreme Court had observed that there was no doubt about the bona fides of the Election Commission and that it was a matter of record that the poll body had built a reputation as an impartial body over the years. "Rahul Gandhi, if you don't trust the election commission and the observations made by the Supreme Court, do one thing: first, you resign from the Lok Sabha membership. Priyanka Gandhi, you also resign. Sonia Gandhi, you also resign at least on moral grounds because you are raising questions on the same Election Commission," Bhatia said. "Then, you go to the Supreme Court, the high court and people," he said. Bhatia also demanded that the chief ministers of Congress-ruled Karnataka, Telangana and Himachal Pradesh must also resign, for their top leaders had no faith in the EC. Bhatia termed Gandhi's "vote theft" claim a lie: "'Rahul aka 'arajak tatva' (anarchic element) has now become Rahul aka 'vidhwansak' (destroyer). He wants to destroy the Constitution of India and Indian democracy." He also accused the Leader of Opposition in Lok Sabha of being "immature" and starting a war against constitutional institutions by threatening EC officials.
