Jaipur: Sixteen days after the Supreme Court dismissed BJP MLA Kanwarlal Meena's appeal and two days after his surrender, assembly Speaker Vasudev Devnani finally disqualified the governing party's legislator on Friday.
The move came hours after Congress filed a contempt petition against Devnani in Rajasthan high court for allegedly delaying action against Meena, sentenced to three years for intimidating a govt officer at gunpoint during a panchayat bypoll in 2005.
Devnani defended the timing of his decision, stating his office acted upon receiving a formal legal opinion from the advocate-general on Friday. "I do not act under any pressure.
Every decision is rooted in legal and constitutional principles. Even in past cases, Speakers took time for due diligence," Devnani said.
Opposition Congress, however, cited examples of Rahul Gandhi being disqualified from Lok Sabha within 24 hours of his conviction in 2023 and Rajasthan BSP MLA BL Kushwaha being disqualified within two days of his conviction in 2016.
Congress accused Devnani of having deliberately delayed disqualification of Meena and acting only after the contempt petition was filed, attributing the final outcome to its sustained pressure.
"The Speaker acted only to avoid further embarrassment in the high court," state opposition leader Tikaram Jully of Congress said.
Jully said that the Congress had submitted three memorandums to both the Speaker and the governor, and filed a formal complaint with the Election Commission demanding Meena's immediate disqualification. "Despite this, efforts were made continuously to protect the convicted MLA, instead of upholding constitutional values," he said.
"The deliberate delay allowed a convicted MLA to remain in office and even go to jail while holding the post. This has put a stain on the dignity of the state assembly," Jully said. "This case will serve as a lesson for Speakers across the country on the consequences of disregarding due process," he said.
Meena has been disqualified from May 1 when the HC upheld a trial court's three-year sentence to him. Meena had then approached the apex court for relief but it dismissed his plea on May 7 citing the legislator's extensive criminal record.
The disqualification has reduced BJP's strength in the 200-member assembly from 119 to 118 and necessitates a bypoll in Anta, Meena's assembly seat in Baran district, within six months. The assembly has notified the Election Commission about the vacancy.
Meena is the second MLA in Rajasthan to be disqualified upon conviction, following BSP's Kushwaha in 2016.

In a move aimed at expanding its outreach into the Muslim-dominated areas of the national capital, the BJP's Minority Morcha held a 'minority chaupal' in Shaheen Bagh on Tuesday. The main purpose of this chaupal was to encourage young Muslim girls to consider careers in the Indian Army, it said. Colonel Sofiya Qureshi, an Indian Army officer who garnered attention during Operation Sindoor, was repeatedly cited as a role model throughout the event. This was the BJP's first such chaupal in the Capital under a broader national campaign celebrating the first-year anniversary of the Prime Minister Narendra Modi-led government's third term in office. The event was held in a modest hotel room in the heart of the neighbourhood that rose to national prominence during the 2020 anti-CAA protests. 'Our daughter should become strong, she should be educated, she should be independent…,' said Jamal Siddiqui, National President of the BJP Minority Morcha and chief guest at the event. 'We all are sons of India. We all are citizens of India. These 11 years of the Modi government have brought light where there was darkness,' Siddiqui declared. Kejriwal, Mann launch ‘FastTrack' portal to spur industrial growth
Punjab chief minister Bhagwant Singh Mann and AAP supremo Arvind Kejriwal on Tuesday launched the 'FastTrack Punjab Portal' aimed at ensuring that an investor gets all the required approvals within 45 days of applying to start new businesses, setting up projects and expanding industries in the state. Addressing a gathering during the launch of the portal here, Mann and Kejriwal rolled out 12 initiatives under Punjab Udyog Kranti, branding them as the 'biggest industrial reforms in 75 years.' Mann emphasised that the initiative aims to boost both revenue and employment opportunities. 'We want industrialists to grow and employment to increase. When your revenue rises, you'll set up more industries, creating more jobs. We will fill the treasury and provide jobs,' he stated. Kejriwal said all approvals for an industrial project will be given within 45 days. 'If one does not get approvals within 45 days, then an investor will get deemed approval for his project automatically,' the former Delhi chief minister said. 'If you want to set up a new project, start a new business, expand your business or diversify business and you apply on the 'Invest Punjab Portal', you will get time-bound approvals,' Kejriwal said calling it the 'end of corruption and nepotism. Kejriwal hailed the deemed approval system as a game changer and said: 'Investors will no longer run from pillar to post. Everyone will be on their toes now. The software will ensure action is taken against the one who held up the file.' Kejriwal outlined how accountability is being hardwired into the system. 'Once initial objections are cleared approvals must be given within the stipulated time. If delays occur, the matter will be escalated to the chief secretary level. An internal probe will be then launched to identify the officer responsible for the delay,' he said. Mann shared that the system enables entrepreneurs to pay for all statutory clearances (change of land use (CLU), forest, pollution, fire, etc.) via a single stamp paper. 'Clearances are granted within 15 days through the Invest Punjab Portal,' Mann said. Kejriwal also announced a self-certification system for building plans, structural safety, and fire NOCs—eliminating bottlenecks. 'For the first time, investors can focus on business,' he said. Mann said that the scope of the Right to Business Act has been expanded to cover investments up to ₹125 crore, with in-principle approvals given within 3 to 15 days, depending on location. Kejriwal announced that ₹250 crore in incentives will be disbursed this quarter— five times what the previous Congress government managed in five years. Kejriwal further informed that the state government will invest ₹300 crore in upgrading infrastructure across industrial focal points by November 2025. 'Those who left Punjab due to corruption and harassment must return. We are building a new Punjab—transparent, competitive, and corruption-free,' Kejriwal said. Linking industrialisation to social reform, Mann said, 'We want to hand tiffins to our youth, not syringes. The job creation is a solution to Punjab's drug problem.'
