Ryots' Commission chairman urges Centre to link NREGS with farm operations

HYDERABAD
Telangana Agriculture and Farmers' Welfare Commission chairman M. Kodanda Reddy has urged Union Agriculture Minister Shivraj Singh Chouhan to link the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) with agricultural work to support small and marginal farmers.
In a letter handed over personally during the Viksit Krishi Sankalp Abhiyan in Hyderabad on Monday, Mr.Reddy said over 85% of India's farmers fall into the small and marginal category and face challenges like high input costs, lack of mechanisation and labour shortages during peak seasons.
Mr.Reddy, who held the agriculture portfolio in the Congress governments in combined Andhra Pradesh during 1989-94, said integrating MGNREGS with farming could ease the labour cost burden and ensure timely operations such as sowing, weeding, harvesting and post-harvest activities. The move would also provide meaningful employment and skill development for MGNREGS workers, while promoting small tools and suitable mechanisation through a dedicated scheme.
In a separate letter, he requested Central funding for the revival of Telangana's minor irrigation tanks under schemes like the Pradhan Mantri Krishi Sinchayee Yojana (per drop more crop), the Rural Infrastructure Development Fund, or a special package for restoration of water bodies.
Minister for Agriculture Tummala Nageswara Rao also submitted letters to the Union Minister, seeking a regional office of the Coconut Development Board in Telangana, empanelment of oil palm nursery suppliers, a minimum price of ₹25,000 per tonne for oil palm bunches, a review of import duty cuts on crude edible oil and ₹100 crore for the State's horticultural university.

"Normal Parliamentary Procedure": Kiren Rijiju On New Income Tax Bill

New Delhi: Amid criticism of the new Income Tax Bill's withdrawal from the Lok Sabha, Union Parliamentary Affairs Minister Kiren Rijiju said that introducing a Bill in Parliament after necessary amendments is a normal procedure. The new Income Tax Bill was withdrawn from the Lok Sabha on Friday and will be tabled in the House by Finance Minister Nirmala Sitharaman on Monday after incorporating around 285 suggestions by a Select Committee, BJP member Baijayant Panda. Concerns were raised over the Bill's withdrawal, especially on social media. "It is being presumed that there will be an absolutely new bill, ignoring the earlier bill for which a lot of work was done, and all the work done and time spent will go down," Mr Rijiju said. "It is a normal convention that when a Select Committee submits a report and there are several amendments which are suggested and accepted by the government, the earlier bill is withdrawn and a new bill with all the amendments as accepted is introduced, so that it becomes easier for the Parliament to consider and pass the bill," he added. Explaining the three motions needed to be moved to incorporate each amendment, Mr Rijiju said the procedure is workable for a smaller number of amendments. In case of a high number of amendments, the lengthy process is avoided by withdrawing the Bill and introducing it again after incorporating all changes accepted by the government. The minister said there should be no apprehension that the new Income Tax Bill, which is going to be introduced on Monday, will be different. Mr Rijiju stated that all the hard work done in the last six months will not go to waste. "On the contrary, the hard work done by each one and the suggestions will get reflected in the new Income Tax Bill," he said. The Income Tax Bill, 2025, was first introduced in the Lok Sabha on February 13 to replace the existing Income Tax Act, 1961. It aims to simplify India's decades-old tax structure, cut down legal confusion, and help individual taxpayers and MSMEs avoid unnecessary litigation. The new measures will play a significant role in creating a fair and equitable system of direct taxation that ensures no additional burden of direct taxes on the working and middle-class population of the country. The new Income Tax Bill will make filing taxes easier for common citizens and small businesses.

Maha govt wants to create 1cr lakhpati didis: CM; hails Ladki Bahin

Mumbai: The Maharashtra government aims to create one crore "lakhpati didis" in the state as part of its women empowerment efforts, chief minister Devendra Fadnavis said on Saturday. "Lakhpati didi" is a term coined by the Union government for a self-help group (SHG) member who earns an annual household income of Rs 1 lakh or more. This income is calculated for at least four agricultural seasons and/or business cycles, with an average monthly income exceeding Rs 10,000. "Last year, we created 25 lakh lakhpati didis. This year, we want to add another 25 lakh. Our target is to make one crore lakhpati didis in Maharashtra. The Mukhyamantri Majhi Ladki Bahin Yojana is part of this push. Some people tried to create confusion by claiming the scheme will be stopped. We won't shut it. Instead, we will increase aid at the right time," the CM said. For example, men uploaded photos of motorbikes on the portal to claim benefits. "We have increased funding and revolving funds. Women have a much higher rate of loan repayment compared to men. In many schemes, men have not even repaid 50% of the loans," he said. Crediting women's support for the Mahayuti retaining power in the November 2024 assembly polls, the CM said "brothers should resolve to empower their sisters so they can protect themselves and their families". "Prime Minister Narendra Modi has transformed the status of women through schemes such as Beti Bachao Beti Padhao, Mudra (loans) and Lakhpati Didi. 60% of Mudra beneficiaries in the last 10 years have been women. Twenty-five crore families have been lifted out of poverty, thanks to the PM's schemes. He has brought women into the mainstream economy," Fadnavis said. There was a time when India's share in global trade was 35% and in world GDP was 30%, the CM pointed out. "Our downfall began when we stopped respecting women and got divided into castes. For India to become a developed nation again, we must take women along," he said. Stay updated with the latest local news from your city on Times of India (TOI).
