NABARD sanctions Rs 4,613 cr for rural projects in Arunachal: GM Mishra

Itanagar, Jul 18 (PTI) The National Bank for Agriculture and Rural Development (NABARD) has sanctioned Rs 4,613 crore for 485 infrastructure projects across Arunachal Pradesh. These projects, supported under the Rural Infrastructure Development Fund (RIDF), have significantly contributed to enhancing rural connectivity, irrigation systems, and livelihood generation, NABARD General Manager Damodar Mishra said here on Friday. Addressing the 44th foundation day of the bank here, Mishra said the institution remains deeply committed to inclusive growth and sustainable rural development in the state. 'NABARD has not only financed critical infrastructure but has also been driving rural credit planning, the digitisation of primary agricultural credit societies (PACS), promotion of micro-enterprises, and climate-resilient farming practices," Mishra said. He added that NABARD's vision for Arunachal Pradesh is aligned with national priorities and focuses on building self-reliant, cooperative-led rural economies. The event also served to mark the global observance of the International Year of Cooperatives, declared by the United Nations. NABARD's Arunachal Pradesh regional office organised a sensitisation programme on the theme 'Cooperatives Build a Better World', underscoring the importance of cooperative institutions in achieving equitable development. The programme was attended by Rajiv Gandhi University (RGU) Vice Chancellor Prof S K Nayak, along with senior officials from the Department of Cooperation, RBI, SIDBI, NCDC, Arunachal Pradesh Rural Bank, cooperative unions and other partner organisations. Marking the occasion, Chief Minister Pema Khandu commended NABARD's role in driving rural progress. 'NABARD has been instrumental in supporting Arunachal's rural aspirations, from infrastructure to innovation. We value this long-standing partnership," Khandu said in a post on X. On the occasion, a booklet titled 'NABARD in Arunachal Pradesh" was released, chronicling the institution's contributions to the state. The Punjab government has launched a massive rural road repair and upgradation drive, covering more than 20,000 km of link roads across the state, the first such exercise in nearly seven years. Coming ahead of the 2027 Assembly elections, the project is being funded primarily through loans, with the Centre's Rural Development Fund (RDF), pending for four years, forcing the state to seek alternative sources. The total project outlay is Rs 3,436 crore. With the Centre holding back an estimated Rs 10,000 crore in RDF dues, the government has turned to NABARD and other sources to fund this crucial infrastructure overhaul. According to a senior government official, the work is strategically timed to be completed by late 2026, ahead of the Assembly elections. 'The government wants visible development. Freshly paved rural roads just before the polls will boost the perception of progress,' the official said. Chief Minister Bhagwant Mann, in a public address last week, said the state would invest Rs 3,500 crore to repair 19,000 km of rural roads and accused the Centre of stalling the RDF, which he said could have funded the entire rural road revamp. Currently, tenders have been floated for the first major leg of the work , about 5,672 km of link roads, with allotments scheduled in phases until mid-August. In addition to repairing link roads, the Punjab government has set aside funds for several other key infrastructure works. It will spend Rs 100 crore on the repair of 21 roads and bridges through NABARD's Rural Infrastructure Development Fund (RIDF). Another Rs 1,000 crore has been allocated from the state's consolidated fund to upgrade 1,349 km of plan roads maintained by the Public Works Department (PWD). The government will also spend Rs 261 crore to improve 77 link roads commonly used for mining and sand transportation, with funding coming from the Centre's Special Assistance and market committees. Under the Pradhan Mantri Gram Sadak Yojana, 736 km of rural roads are also being upgraded with Rs 671 crore sanctioned by the Centre. While the state government is projecting this drive as a game-changing investment in rural infrastructure, officials acknowledge that reliance on borrowed funds was a last resort in the face of the prolonged RDF deadlock. With less than two years left for the next elections, the AAP government is hoping the visibility of road construction will translate into political goodwill — especially in the rural heartland where connectivity is directly tied to agricultural activity and daily life. During the Assembly session in March this year, public works minister Harbhajan Singh had blamed their shabby state on the delay by the Centre in releasing RDF.

Mumbai: Maharashtra Water Resources Minister Girish Mahajan has said that 758 irrigation projects have been completed in the Vidarbha region, and another 87 were under implementation. In a written reply, the Minister told the state Assembly on Wednesday that of the total 858 irrigation projects, 758 projects have been completed as of June 2024 by the Vidarbha Irrigation Development Corporation in the region. Of the balance 100 projects, the work on 13 projects could not start as the administrative approval, including permission from the forest department, had already lapsed. The remaining 87 irrigation projects are under various stages of implementation. He said this while responding to a question by Pravin Datke and others. Of the total Vidarbha's irrigation potential of 22.31 lakh hectare, 14.23 lakh hectare of land has been irrigated, which comes to 64 per cent till June 2024. The implementation of 87 projects as of today is under way while 12 projects are pending due to forest land and other reasons. The irrigation potential of 87 irrigation projects is 12.60 lakh hectare, of which 4.81 lakh hectare have been irrigated by the end of June 2024. According to the Index and Backlog Committee, the irrigation backlog in six districts from the Vidarbha region by the end of June 1994 was reported at 7,84,720 hectares. Of which, the irrigation backlog of 7,81,185 hectares, which is 94 per cent, has been cleared by the end of June 2025. The irrigation backlog of 43,535 hectares still exists in Akola and Buldhana. The minister told the state council that the government is providing funds for the completion of pending irrigation projects through the Centre's Pradhan Mantri Krishi Sinchan Yojana, Baliraja Jalsanjeevani Yojana, loan under NABARD's Rural Infrastructure Development Fund and partial grant. The fund is being provided as per the fund disbursement formula devised by the state Governor and the state's financial status. He said that the fund is being provided to complete irrigation projects to clear the backlog from the Amravati division and also for the Gosikhurd National Project from the Nagpur region.

Modern lab complex to be inaugurated at Mannuthy veterinary varsity

A state-of-the-art laboratory complex has been completed at the College of Veterinary and Animal Sciences, Mannuthy, under the Kerala Veterinary and Animal Sciences University. The facility, located on the Varghese Kurien Institute of Dairy and Food Technology campus, will be officially inaugurated and dedicated to the public by Chief Minister Pinarayi Vijayan on June 16. Alongside the lab inauguration, the Chief Minister will also inaugurate a new girls' hostel and an auditorium at the Varghese Kurien Institute of Dairy and Food Technology. The ceremony will be presided over by Minister for Animal Husbandry and Dairy Development J. Chinchu Rani, while Revenue Minister K. Rajan will deliver the keynote address. University Vice-Chancellor K.S. Anil, Registrar P. Sudheer, and other dignitaries will be present. Constructed with a financial outlay of ₹32 crore under the NABARD RIDF (Rural Infrastructure Development Fund) scheme, the 45,000 sq. ft. lab is equipped for advanced research, testing, and training in disease prevention, health, and food safety. The lab will offer a wide range of services under one roof, including diagnosis of various diseases, testing of food and drinking water samples, analysis of animal feed quality, and assessment of mineral content in soil — services already provided by the university. In response to the growing number of female students — who now constitute 70% of the university's student body — a new hostel with 17 rooms and a total area of 10,000 sq. ft. has also been constructed, with the first floor now ready for occupancy.

HYDERABAD Telangana Agriculture and Farmers' Welfare Commission chairman M. Kodanda Reddy has urged Union Agriculture Minister Shivraj Singh Chouhan to link the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) with agricultural work to support small and marginal farmers. In a letter handed over personally during the Viksit Krishi Sankalp Abhiyan in Hyderabad on Monday, said over 85% of India's farmers fall into the small and marginal category and face challenges like high input costs, lack of mechanisation and labour shortages during peak seasons. who held the agriculture portfolio in the Congress governments in combined Andhra Pradesh during 1989-94, said integrating MGNREGS with farming could ease the labour cost burden and ensure timely operations such as sowing, weeding, harvesting and post-harvest activities. The move would also provide meaningful employment and skill development for MGNREGS workers, while promoting small tools and suitable mechanisation through a dedicated scheme. In a separate letter, he requested Central funding for the revival of Telangana's minor irrigation tanks under schemes like the Pradhan Mantri Krishi Sinchayee Yojana (per drop more crop), the Rural Infrastructure Development Fund, or a special package for restoration of water bodies. Minister for Agriculture Tummala Nageswara Rao also submitted letters to the Union Minister, seeking a regional office of the Coconut Development Board in Telangana, empanelment of oil palm nursery suppliers, a minimum price of ₹25,000 per tonne for oil palm bunches, a review of import duty cuts on crude edible oil and ₹100 crore for the State's horticultural university.
