Assam govt to decide on drought declaration after Aug 15: Himanta

Guwahati: The state govt will take a decision after Aug 15 whether to declare a drought-like situation in Assam, as the Indian Meteorological Department predicted a good amount of rainfall in the first fortnight of Aug, chief minister
Himanta Biswa Sarma
said on Thursday.
While addressing a press conference on Thursday, the chief minister said, "IMD said that the situation is changing fast, and they have predicted a good amount of rainfall from Friday until Aug 10. So, we will wait until Aug 15, and after assessing the situation, a final decision regarding declaring a drought-like situation will be taken."
He further added that the state govt would need to submit satellite data along with IMD data to the central govt if a drought-like situation is declared anywhere.
According to the IMD, Assam received a total of 506.6mm of rainfall, which is a 40% deficit, from June 1 to July 31 this year. During this period, the normal rainfall is 850.4mm.
The rainfall deficit during this period is 44% in Arunachal Pradesh, 56% in Meghalaya, 18% in Manipur, 5% in Mizoram, and 1% in Tripura.
In Assam, Bajali, Barpeta, Biswanath, Bongaigaon, Charaideo, Darrang, Dhemaji, and Dhubri districts recorded over a 60% deficit in rainfall, which is categorised as 'large deficit rainfall'.

On the other hand, 19 districts received deficit rainfall, and six districts received normal rainfall during the same period.
On Tuesday, in view of the emerging risk of drought-like conditions reported from certain districts due to the rainfall deficit, chief secretary Ravi Kota, through an order, directed the district commissioners (DCs), where there is a rainfall deficit or early signs of drought, to immediately hold coordination meetings with line departments — agriculture, irrigation, animal husbandry and veterinary — to implement measures with immediate effect.
The chief secretary also asked all DCs to intensify awareness and enrolment under the Pradhan Mantri Fasal Bima Yojana (PMFBY), especially in drought-prone areas.
"Insurance companies should be pursued to open special counters at district and block levels for quick enrolment. Farmers shall be encouraged to enrol in PMFBY as the deadline is extended for Sali Paddy up to Aug 20, 2025," the Assam chief secretary said in the order issued on Tuesday.
"All DCs shall urgently assess the functionality of irrigation schemes in affected areas and ensure restoration wherever required. Departments concerned shall deploy resources to activate pump sets, minor irrigation channels, and utilise other water sources for supplemental irrigation," the order stated.
Regarding seed availability, the chief secretary directed the agriculture department to ensure an adequate stock of Bina 10, Bina 11, or any other suitable short-duration paddy varieties for immediate supply to farmers.
The agriculture department was directed to prepare seed distribution plans, prioritising areas with the highest rainfall deficit.

Chairing a review meeting on the civic body's preparedness for post-flood challenges on Tuesday evening, Sharma emphasized the need for immediate action to clean the affected localities and spray insecticides to prevent the outbreak of waterborne diseases. He specifically instructed officials to focus on low-lying areas, where special drainage work and sanitation efforts must be carried out on a priority basis. The minister also addressed the issue of sewer blockage, which typically worsens after floods. He asked the general manager of Jal Kal to prepare a detailed action plan to tackle potential sewer jamming and ensure prompt resolution. During the meeting, the GM raised a demand for two super sucker machines and jetting machines to strengthen the city's post-flood response. New Delhi: The city continued to experience a humid day with "feels like" temperature of 44.5 degrees Celsius on Wednesday afternoon. Rains eluded the city for the third day though the IMD predicted light rain in isolated areas over the week with a slight rise in temperature. "The monsoon trough at mean sea level continues to pass through Ferozepur, Karnal, Moradabad, Lakhimpur Kheri, Jalpaiguri, and thence northeastwards to Arunachal Pradesh, close to the foothills of the Himalayas. The trough from central parts of north Uttar Pradesh to northern parts of Kutch across East Rajasthan and north Gujarat between 3.1 and 4.5 km above mean sea level persists," stated IMD. The maximum temperature was recorded 34.8 degrees Celsius while, the minimum temperature was recorded 26.1 degrees Celsius. The humidity oscillated between 60% and 85%.
