Government Business Partnership sets three-month sprint to accelerate delivery
President Cyril Ramaphosa today convened ministers and senior business leaders under the Government Business Partnership. The partners agreed to fast-track the implementation of key structural reforms and support performance improvements at Transnet and Eskom through an accelerated delivery plan and an intensified phase of the Partnership's ongoing efforts to expedite delivery on priority interventions vital to economic growth and job creation.
The partnership believes that this acceleration is necessary to achieve a step-change in progress in response to difficult economic headwinds. Focus will remain on improving Eskom's Energy Availability Factor (EAF) and unblocking delays in new generation capacity to ensure a continued reprieve from load shedding. Work is underway to resolve grid access and allocation bottlenecks that hinder new generation projects. Whilst Transnet's performance is not at the level required, it has stabilised and there is a significant focus on growing volumes which will increase exports and revenue collected to support economic growth and preserve and grow employment.
Expediting reforms and performance improvement is crucial to reducing the possible negative impact of the complex global and domestic environment, which continues to present substantial challenges and uncertainty. GDP growth projections for 2025 have been revised down, and current forecasts remain far below the minimum 3% required to create the level of jobs needed to make an impact on the country's high levels of unemployment.
The Government Business Partnership, established in 2023, is focused on accelerating crucial reforms and operational improvements to lift confidence levels and to drive economic growth in four priority areas: energy, transport and logistics, crime and corruption, and youth employment (the latter added in January 2025).
President Cyril Ramaphosa said: 'Through the strength of this partnership, we have been able to unlock many constraints that undermine growth and job creation. While there is much to improve, the dedication and commitment from both government and business remains undiminished. The pace of our work must increase to match the scale of the challenge.'
Important progress has been made to lay the groundwork for sustained accelerated action, including the finalisation of the Transnet Network Statement, the launch of a Request for Information (RFI) to attract private investment in port and rail infrastructure, and NERSA's approval of electricity wheeling regulations. These reforms enable broader private sector participation in energy and transportation and logistics. Both the crime and corruption and the youth employment focal areas are largely tracking against their plans which have a longer-term time horizon.
In line with this commitment to focused execution, the Partnership welcomed the launch of the second phase of Operation Vulindlela, which has a delivery focus that closely aligns with the Partnership's objective of more rapidly accelerating reforms and operational improvements that will drive growth and job creation.
Adrian Gore, BUSA Vice President and business co-convenor of the Partnership, said: 'We are entering this accelerated execution 'sprint' with a real sense of urgency. Progress has been made, but it's not enough. This requires a step change in the pace of decision making and execution. We need to redouble our collective efforts to help shift the country onto a sustained upward trajectory and deliver on our shared ambition of a virtuous cycle of growth, jobs, a more positive narrative and increased investment.'

Minister Dion George to sign Landmark Biodiversity Beyond National Jurisdiction Agreement on behalf of South Africa at the 2025 United Nations Oceans Conference in France
The Minister of Forestry, Fisheries and the Environment, Dr Dion George, will be attending the third United Nations Oceans Conference (UNOC3) in Nice, France and will on 9 June 2025, sign the Biodiversity Beyond National Jurisdiction (BBNJ) Agreement on behalf of South Africa. Co-hosted by France and Costa Rica, UNOC3 seeks to accelerate global action to conserve and sustainably use the ocean, in support of Sustainable Development Goal 14: 'Life Below Water'. This year's conference theme is Accelerating action and mobilizing all actors to conserve and sustainably use the ocean with three main priorities: (1) Advancing multilateral ocean processes and ambition; (2) Scaling up financing for ocean sustainability and blue economies; and (3) Strengthening marine science, knowledge-sharing and decision-making. Minister George and the other Member States are scheduled to formally sign the BBNJ Agreement during a high-level signing ceremony convened by the UNOC3 Secretariat. 'Signing the BBNJ, which is a crucial agreement geared toward strengthening governance in areas beyond national jurisdiction, will mark a significant milestone in the country's ocean governance journey and a reflection of our resolve to contribute meaningfully,' said Minister George. South Africa has developed a robust suite of legal frameworks, aligned with its obligations under the United Nations Convention on the Law of the Sea (UNCLOS). These include the National Environmental Management Act, the Integrated Coastal Management Act, the Marine Spatial Planning Act, the Marine Living Resources Act, the Biodiversity Act, and the Protected Areas Act. These instruments collectively provide for the sustainable use, spatial planning, and protection of marine ecosystems within national jurisdiction. South Africa also actively participates in regional fisheries management organizations (RFMOs), such as the Indian Ocean Tuna Commission (IOTC), promoting cooperative, science-based management of shared marine resources. 'In line with our local legal frameworks, the signing of the BBNJ will bolster global ocean governance and help advance our efforts to build our economy, while fiercely protecting our ocean,' said Minister George. South Africa is ahead of the curve because in line with the global efforts to protect the ocean, on World Environment Day, the Minister launched South Africa's inaugural Climate Change Coastal Adaptation Response Plan (CARP). CARP is a groundbreaking climate change national adaptation strategy which seeks to secure the future of South Africa's coastlines and the millions who depend on them. 'Our coastline or coastal cities are at the frontline of climate change, facing severe and multifaceted complexities that threaten livelihoods, communities, economies, infrastructure, and ecosystems,' said Minister George during the launch. In the build up to UNOC3, Minister George will also participate in the Blue Economy and Finance Forum, which is a high-level platform to showcase innovation and finance for ocean-based growth, taking place in Monaco on 7-8 June 2025. The Forum will highlight and promote the critical role that sustainable investment, cutting-edge innovation, and forward-thinking policies play in ensuring the long-term health and prosperity of our oceans and economies alike. Minister George highlighted that the Forum is a vital platform for South Africa, as our ocean and blue economy is a key driver of economic growth, job creation, and sustainable development. 'Scaling up financing for ocean sustainability and blue economies is one of the key priorities of the UNOC3 and the Forum thus becomes an integral space for us to advance our economic growth and job creation prospects,' said Minister George. President Ramaphosa meets with Judiciary to strengthen South Africa's justice system
President Cyril Ramaphosa supported by the Minister of Justice and Constitutional Development, Mmamoloko Kubayi and Deputy Minister Andries Nel, today hosted a high-level engagement with Chief Justice Mandisa Maya and Heads of Court at Mahlamba Ndlopfu, the President's official residence in Pretoria. This important engagement brought together the Executive and the Judiciary to reaffirm their shared commitment to building a stronger, more effective justice system, firmly anchored in the values of South Africa's Constitution. Also in attendance were Ministers Khumbudzo Ntshavheni, Minister in the Presidency, Enoch Godongwana, Minister of Finance, Inkosi Mzamo Buthelezi Minister of Public Service and Administration, and Dean Macpherson Minister of Public Works and Infrastructure. Chief Justice Mandisa Maya was supported by senior members of the Judiciary, including, Justice Mahube Molemela, President of the Supreme Court of Appeal, Judge Presidents, Cagney Musi of the Free State Division of the High Court, Dunstan Mlambo of the Gauteng Division and Pule Tlaletsi of the Northern Cape Division. At the core of our deliberations is our shared commitment to safeguarding and entrenching the independence of the Judiciary and ensuring that it has the space and means to administer justice", said President Ramaphosa. Key discussions focused on advancing the process to ensure institutional independence and unification of a single judiciary, and enhancing the capacity of the Constitutional Court, Supreme Court of Appeal, and High Courts. President Ramaphosa and Chief Justice Maya, welcomed the collaborative tone of the engagement and reaffirmed their commitment to continued engagement between the Executive and the Judiciary. "This meeting is significant in that it happened days before we are due to host dignitaries of the judiciary from across the globe, to celebrate the 30th Anniversary of the establishment of the Constitutional Court on the 20th of this month," added Chief Justice Maya. South Africa and Finland launch groundbreaking Youth Peace Mediators Mentoring Programme
The Minister of International Relations and Cooperation, Mr Ronald Lamola, today launched the South African leg of the South Africa-Finland Youth Peace Mediators Mentoring Programme. This pioneering initiative, co-implemented by the Department of International Relations and Cooperation (DIRCO) and the Ministry for Foreign Affairs of Finland, aims to empower a new generation of peacebuilders to advance global conflict resolution and sustainable peace. Programme Objectives The one-year capacity-building project will create a dynamic network of young peace mediators, equipping them with practical tools to contribute effectively to peace negotiation, mediation, conflict resolution and post-conflict reconstruction. The programme directly supports: United Nations Security Council Resolution 2250 (Youth, Peace and Security). African Union Agenda 2063 (particularly its youth-focused governance, peace, and security pillars). The inclusion of youth in formal peace processes worldwide. A Fitting Tribute during Youth Month Minister Lamola highlighted the symbolic significance of launching the programme during South Africa's Youth Month, which honours the legacy of young activists in the struggle against apartheid, notably the heroes of the 1976 Soweto Uprising: 'We know too well that ethnic hatred poisons communities, that religious intolerance fractures societies and that ideological fanaticism suffocates debate. When violence rises, freedoms crumble and the very light of democracy flickers under the storm of conflict. This is not some distant tragedy; it is the lived reality of women and children in Eastern DRC, Sudan, Gaza and other places across our wounded world. By building bridges across continents, we reaffirm that young people are not merely beneficiaries of peace — they are essential agents of its creation.' Programme Structure Fifteen (15) exceptional young peacebuilders — jointly selected by DIRCO's Diplomatic Academy and Finland's Centre for Peace Mediation — will participate in: In-person workshops in South Africa and Finland, Study visits to the United Nations (UN) and African Union (AU) headquarters, Online expert sessions on thematic areas of peace mediation. Participants represent nations in conflict, post-conflict societies and global peacebuilding leaders, including: South Africa, Finland, Colombia, Egypt, Ethiopia, Haiti, India, Indonesia, Jordan, Kazakhstan, Nigeria, Qatar, South Sudan, Türkiye, and Ukraine. Strengthening International Partnerships Aligned with the South Africa-Finland Memorandum of Understanding (MoU), the programme: Advances a strategic peace mediation partnership between the two countries, Fosters networking and knowledge-sharing among young peace mediators, Provides mentorship by seasoned international peace practitioners.
