'Tom will bring a wealth of experience to the squad from his time with the Ospreys and more recently GB 7s.
'His ability to play in multi positions is a big asset to the squad and we look forward to him showcasing his skills at the Arms Park.'
The 28-year-old has represented Great Britain in recent HSBC Sevens tournaments around the world including Los Angeles, Singapore and Hong Kong.
Williams added: 'Very exciting. I've lived in Cardiff for a while now and consider it my home, so I'm happy to be playing in Cardiff after a number of years playing 7s.
'I knew Gruff Rees from my early days at the Ospreys so we got in touch and went from there. I've been down the Arms Park for a few sessions now and enjoyed meeting some new faces and working with some new coaches.
'It's been refreshing to have young quality coaches and players involved. For the first time in my career I feel old in the a squad but I can't say too much on that with Jason Harries still knocking around.
The season gets underway on September 13 and the ex-Welshpool High School student cannot wait to get started.
'It looks to be a competitive league where a number of teams could win it. Hopefully we can go one better and win this year,' added Williams. 'What excites me most is being able to play down the Arms Park on a Saturday, have a few beers and then be able stroll back up the road home.'

The WTA Tour veteran looked like she'd never been away as she defeated world No35 Peyton Stearns, 22 years her junior, 6-3 6-4 in front of a raucous night session crowd. In doing so, Williams became the second-oldest woman to ever win a singles match at tour level, only behind Martina Navratilova, who did so at 47-years-old. The American legend won her first tour-level match 31 years ago, aged just 14. After her historic triumph, Williams revealed on court that she is engaged to actor partner Andrea Preti. The tennis icon said: "My fiance is here and he really encouraged me to keep playing. "There were so many times where I just wanted to coast and kind of chill. Do you know how hard it is to play tennis? "You guys don't know how much work goes into this, like it's 9 to 5 except you're running the whole time. Venus Williams, 45, becomes oldest winner of WTA match since Martina Navratilova
The 45-year-old defeated fellow American Peyton Stearns 6-3 6-4 for her first singles victory since August 2023. It was Williams' first singles match in 16 months and the unranked seven-time former grand slam singles champion will next face Polish fifth seed Magdalena Frech. Just 45-year-old things ™️@Venuseswilliams becomes the oldest player to win a tour-level singles match since then-47-year-old Martina Navratilova defeated Catalina Castano at 2004 Wimbledon.#MubadalaCitiDCOpen — wta (@WTA) July 23, 2025 Navratilova was 47 when she won her final singles match in 2004 in the opening round of Wimbledon. Williams, who returned to action on Monday with a doubles triumph alongside Hailey Baptiste, said on the WTA website: 'I think it was a big win for me today. 'It won't be easy. It's not easy for anyone out here. So I know I'll have to fight for every match, but I'm up for that. 'There are no limits for excellence. It's all about what's in your head and how much you're able to put into it. If you put in the work mentally, physically, and emotionally, then you can have the result.' Britain's Dan Evans, 10 years Williams' junior and battling to return to the top 100, posted another impressive victory, beating American 13th seed Alex Michelsen 6-4 6-4. Evans won the biggest title of his career in the American capital two years ago but was unable to defend it last year after opting to play doubles with Andy Murray at the Olympics in the Scot's swansong. Evans' win capped a brilliant day for the British players, with Emma Raducanu beginning her build-up towards next month's US Open with an impressive straight-sets victory over seventh seed Marta Kostyuk.
