‘Opportunities' for Australian firms in China despite tariffs chaos, RBA deputy governor says
Andrew Hauser last month travelled to China to take the temperature of Australia's largest trading partner.
The RBA deputy governor's trip coincidentally fell a week after Donald Trump's April 2 'Liberation Day' tariffs, which involved the US President slapping blanket tariffs of at least 10 per cent on most foreign goods, including from Australia.
As experts predicted, Beijing kicked back with reciprocal imposts on American goods, prompting a tit-for-tat that peaked with the Trump administration declaring 145 per cent levies on Chinese goods.
'Nearly everyone we spoke with felt the Chinese economy was at last turning a corner in the months leading up to 2 April,' Mr Hauser said in an address to the Lowy Institute on Thursday.
From the Chinese Communist Party's upper echelon pledging to supercharge stimulus and stabilise the property market to the market-shattering launch of DeepSeek, he said there was optimism in the air.
'For anyone visiting China, the ever-present abandoned housing developments and stationary cranes provide a potent reminder of the challenges the Chinese economy has been through,' Mr Hauser said.
'But an improvement in sentiment, if it persists, would itself be an important economic development, after such a long period in the doldrums.
'And harder data also support the view that domestic demand growth had begun to strengthen in the first quarter of 2025.'
Aussie companies 'upbeat' on China
Mr Hauser said he was surprised by how 'upbeat' Australian business leaders in China were during a roundtable.
He spoke with Australian firm operating across China's retail, agriculture, banking, finance, law, steel, healthcare, manufacturing and commercial property sectors.
'The recovery in sentiment in early 2025, and confidence that the authorities would 'do what it takes' to sustain the economy was part of it,' Mr Hauser said.
'But there was also a sense that recent developments in trade policy could enhance their competitive position in Chinese markets.'
The positivity extended to 'companies active in steel and iron ore'.
Iron ore is Australia's largest export to China.
While iron ore volumes were tipped to grow to 930 million tonnes by 2025-26, earnings from its exports have been forecast to fall from $138bn in 2023-24 to $107bn this financial year, and then down further to $99bn in 2025-26, according to the Department of Resources.
Much of that has been on the back of China's steel industry slowing due to its struggling construction and real estate sectors, which make up about two thirds of the country's total economic activity.
The Politburo's stimulus announcement in September last year included refinance options aimed at boosting liquidity that would theoretically bump up property purchases.
Mr Hauser said Australian firms 'saw few threats to the scale and cost advantages of Australian ore relative to other producers in the near term'.
'Their central expectation was for Chinese steel output to remain relatively robust, remaining at or near one billion tonnes a year in the near term,' he said.
'A large majority of Chinese steel is consumed domestically; and demand has been sustained in recent years by a pivot from property-related uses towards manufacturing and infrastructure.'
The confidence was also fuelled by the expectation stimulus would 'continue to involve steel-intensive infrastructure investment, despite the pivot to consumption'.
China's surprise at sale of Trump tariffs
But Mr Hauser flagged concerns, saying the US President's April tariffs and the escalation that ensued 'came as a genuine shock to most of those we spoke with'.
'Significant increases were of course expected – but there was surprise along three dimensions,' he said.
'On scale, the typical expectation had been for a 25-50 percentage point increase: anything over 60 was judged to be an effective embargo.
'On speed, expectations of a rolling increase, or a negotiation period, were dashed.
'And on scope, the huge tariffs on China's southeast Asian neighbours were seen as being aimed at cutting off trade and production chains that linked China to the United States via third countries.'
The Trump administration eased tariffs against Beijing last week after high level trade talks yielded a 90-day pause.
US officials agreed to lower the tariffs on Chinese goods to 30 per cent, while the Chinese dropped tariffs on American goods to 10 per cent, down from 125 per cent.
The White House has sought to frame it as a win for Mr Trump, but the speed at which the duties were unwound has led analysts to believe both sides were hurting.
Mr Hauser said that while the Chinese were surprised, they also had 'striking confidence that China was going into this trade war with a strong hand'.
The confidence was driven by 'a deep belief in the authorities' commitment to deliver the growth target of 'around 5 per cent' a year', he said.
He also said there was 'a general expectation that a large share of the economic costs of US tariffs would fall on the United States itself, and a determination not to cushion that impact'.
'Nearly half China's exports to the United States are products for which the United States has limited alternative external suppliers, including lithium batteries, computers, smartphones and video game consoles,' Mr Hauser said.
'The pass-through of US tariffs to US consumer prices for such goods is likely to be high – perhaps explaining why many were quickly exempted.
'Much of the rest of China's exports are products for which the United States is not a dominant source of demand, so could to some degree be divertible to other markets.'
He added there were 'real doubts about how much manufacturing currently done in China would relocate to the United States', echoing viral AI depictions of what a re-industrialised US might look like.

CFOs own sustainability reporting: here's what they need to know
Sustainability has shifted from being a peripheral concern to a central element of corporate governance. In Australia, the rollout of mandatory climate-related financial disclosure laws combined with growing expectations of transparency from shareholders, industry groups and society have made sustainability reporting inescapable. Increasingly, the Chief Financial Officer (CFO) is playing the leading role in the sustainability reporting process at many organisations. Deloitte's worldwide 2024 ESG reporting benchmark found that CFOs held primary accountability for sustainability reporting at 32 per cent of surveyed organisations. For context, Chief Sustainability Officers (CSOs) took the lead at 16 per cent of organisations, while a further 16 per cent of respondents said accountability was split between the CFO and CSO. It should be no surprise that CFOs are taking charge of sustainability reporting. Their extensive experience in reporting and assurance is directly applicable to sustainability reporting demands and evolving regulatory requirements. Additionally, boards and investors expect CFOs to own the financial implications of sustainability risks, making it difficult for CFOs to separate themselves from sustainability reporting, even when they are not leading it. It is a lot of responsibility – so how can CFOs rise to the occasion? The first step towards success is having a clear plan and strong operating model. This means forming a dedicated team with in-house sustainability knowledge to lead the reporting process, as many parts of the business feeding in data are unlikely to have sustainability experience. It also involves building controls in stages with a defined road map and a clear governance framework. This is a major stumbling block for many organisations. Three-quarters of the respondents to Deloitte's ESG Benchmark cite a lack of data analysis and data management skills and almost half report critical data gaps. For CFOs, being transparent about data quality and gaps is critical. The stakes are high. The quality of data inputs determines not just the quality of reporting outputs and achieving compliance, but the value organisations can create from new sustainability insights. However, long-term value cannot be built solely on strong processes. It also requires ambition. CFOs must work collaboratively with all stakeholders to drive sustainability reporting ambition across the organisation. It should be thought of as more than a compliance exercise – standards need to match the rigour of financial reporting. This isn't only because Australia is moving towards reasonable assurance sustainability reporting standards, but because more thorough reporting drives better insights and more strategic decision making. CFOs are uniquely positioned to elevate sustainability reporting from a mere compliance duty to a strategic move. By embedding sustainability into existing systems and decision-making processes, CFOs help shift it from a standalone priority to a fundamental component of long-term strategic success. For example, if a company were to adopt sustainability reporting to regularly track its resource consumption and waste generation across its operations, it might uncover that certain areas consume more energy and generate more waste than others. With these insights, leadership could implement energy-efficient practices and improve waste management where it's excessive. This approach and example are an easy way to reduce operational costs. Over time, embedding sustainability into the company's long-term strategy can unlock ongoing cost savings, foster competitive differentiation and create greater value for stakeholders. Still, for CFOs managing lean teams, producing sustainability reporting that feels meaningful and impactful can be a challenge. In fact, fewer than 50 per cent of respondents to Deloitte's 2024 ESG benchmark expressed confidence in their sustainability reporting controls. This makes it unlikely that they would feel confident using such reports to inform and drive strategic decisions. To address these challenges, CFOs should view technology and process accelerators as essential tools in their arsenal. Automating tasks like data collection, validation and consolidation not only reduces the reporting burden but also improves accuracy and ensures consistency across disclosures. These tools are critical for keeping pace with evolving regulations and stakeholder expectations. They also free up time to focus on higher-value strategic analysis. Technology enables CFOs to efficiently identify relevant public disclosures, align them with reporting standards and generate reliable outputs for expert review. This helps turn sustainability data into a foundation for smarter decision-making. As the CFO role continues to evolve, sustainability reporting is becoming an integral part of the agenda. By proactively integrating it into financial planning and risk management, CFOs are well positioned to transform sustainability from a compliance requirement into a strategic lever for long-term business success. How Megan Woodbury became a CFO after leaving school at 14
When Megan Woodbury left school at 14, becoming Chief Financial Officer (CFO) of a global company wasn't part of her life plan. Neither was juggling three kids, full-time work and study, all while in her mid-20s. Yet her inherent curiosity and drive to succeed took her from a work experience placement at an employment agency all the way to the top of global tech recruitment company Talent International, where she serves as both CFO and Chief Operating Officer. Woodbury says her unique career trajectory began with watching her older brother go through the stress of Year 12, which prompted her to approach her school careers adviser. 'I said, 'I don't want to do that. What are the other options?'' 'She suggested I do some work experience and got me a role in the local Commonwealth Employment Service (CES). 'It opened my eyes up to the corporate world.' The CES helped Woodbury find a business administration traineeship with the NSW government. 'I loved it – I loved wearing a suit, I loved having an income and a little bit of independence,' she says. Megan Woodbury is CFO and Chief Operating Officer at Talent International When she turned 18 years old, she moved from her hometown of Lismore into the big smoke. That is, Brisbane. 'I didn't know a soul,' Woodbury says. 'But I was able to use my experience in employment agencies to my advantage and found a new job working as a receptionist at a trucking company. 'I used to enjoy working with and observing the company's accountant. I thought what he was doing sounded really interesting. 'I always just showed initiative. He taught me about accounts payable and accounts receivable.' Building these skills helped Woodbury get her next role as an assistant collections officer, before working as the accounts receivable clerk and then in accounts payable and payroll. 'Along my career I've done almost every single job in the financial remit,' she says. However, she still had no formal qualifications. That changed when Woodbury was 23 years old, after a CFO pulled her aside and asked if she'd consider investing in herself. It was a lightbulb moment. She signed up to her Bachelor of Business and Accounting, before going on to do her Chartered Accountant (CA) training. 'By 25 years old, I was working full time and studying full time. I also had three young children,' Woodbury says. 'I guess you could say I've done it the hard way, the journey to CFO.' She says she got her big career break about 10 years ago, when her company's CFO and CEO both left overnight. It was two weeks before the end of the financial year and the audit was about to start. The board of directors came and asked: 'Megan, would you step in and just, you know, do what you can?' 'I'd never been in the C-suite before, so it was a real sink or swim moment,' she says. 'I'm proud to say I swam, and I swam well. 'I've been doing C-suite roles ever since.' While Woodbury's non-traditional path involved many trade-offs, it also had its benefits. 'I think I had an advantage in that my career hadn't taken flight before I had children,' she says. 'It happened after. The skills of being able to juggle family and study and home life taught me to juggle the pressures of being a CFO. 'It's also given me a deep understanding of what women in the workplace need, with flexibility obviously a key thing. 'I think the Covid-19 pandemic was a blessing in disguise for women in the workplace, with the flexibility in work-from-home arrangements.' Woodbury explains that she tries to support part-time workers by providing learning and development opportunities, valuing them in the same way as full-time employees and making sure their remuneration is not overlooked. 'Often, part-time employees have to take roles at lower salary points or lower responsibility, but those skills are still there and the growth of the individual is often more present than ever,' she says. 'Now they've got new skills, like the ability to multi-task, the ability to take on additional pressure and still produce outcomes. 'It's actually an advantage to the employer.' Woodbury says her biggest lesson in her journey to CFO was that you don't need to be the most technical person. Instead, it's the ability to see through the numbers and processes, to trust the people around you and get to the story behind it. 'It's really about building relationships and having a sense of curiosity,' she says. 'I never sat down and said, 'I want to be CFO'. 'I never even sat down and said, 'I want to be an accountant'. 'I just wanted work that empowers me, and that I enjoy, and it's led me here.' Looking to the future, Woodbury says she sees AI as a major disruptor for the tech and recruitment industry. Yet she also believes recruitment will always be needed. Instead, it's the service delivery that will change. 'For a large organisation like Talent, we've got to be agile and respond quickly, but at the same time, it's difficult because we've got scale that we need to protect,' she says. 'While we might get improved efficiency through automation and AI agents, we're also going to need to change what humans do alongside AI – that is, using AI industry analytics to tell a bigger story and predict market changes ahead of seeing them in our own organisation.
