Tripura CM Manik Saha announces $85.4 mn ADB-funded industrial push
The CM said that the funding is being utilised to develop power, roads, plug-and-play infrastructure, warehousing facilities, and more
ANI
In a move to attract more investment to Tripura, Chief Minister Manik Saha announced that significant developments are underway to strengthen the state's industrial infrastructure through an $85.4 million loan from the Asian Development Bank (ADB), said a release.
According to the release, he said that the funding is being utilised to develop power, roads, plug-and-play infrastructure, warehousing facilities, and more.
CM Saha said this while addressing delegates at a Stakeholder Consultation under the initiative of the High-Level Task Force on Investment Promotion in the North Eastern Region.
"With the mandate of formulating a strategic roadmap to position the Northeast as a preferred investment destination, we are organising this Stakeholder Consultation in collaboration with the Ministry of DoNER. I warmly welcome all participants to today's consultation. I believe that the insights and suggestions of all stakeholders will greatly aid us in shaping our strategy report," he said.
CM Saha shared that the High-Level Task Force has already held two meetings, during which the esteemed members provided valuable suggestions and feedback.
"We have agreed upon a six-month action plan to formulate a comprehensive roadmap for investment promotion in the region. Work has already begun to devise both long-term and short-term strategies to attract investment across various promising sectors. With investment promotion agencies now active in almost all states, policy decisions related to investments are expected to be more efficient and streamlined," Dr. Saha stated.
Referring to the recent Rising Northeast Investor Summit 2025 held on May 23 and 24, Dr. Saha said the summit resulted in significant investment commitments.
"For Tripura alone, 64 Memorandums of Understanding (MoUs) worth Rs 15,823 crore were signed during the summit. Prior to this, with joint efforts alongside the Ministry of DoNER, Tripura had signed 184 MoUs with an investment potential exceeding Rs 15,000 crore through roadshows, investment summits, and business conclaves. To date, over 25% of those MoUs have been grounded. I am confident that such consistent collaborative efforts will yield positive outcomes in the near future. The Northeast has several state-specific niche sectors that can be leveraged for economic development. Each state has unique resources and comparative advantages that can be capitalised upon," he added.
CM Saha emphasised that Tripura is fully committed to contributing proactively to the formulation of progressive, inclusive, and outcome-oriented roadmaps to achieve the vision of Atmanirbhar Bharat and Viksit Bharat.
"We have successfully implemented all 387 business reforms mandated under the Business Reforms Action Plan 2024. I would also like to inform you that we are one of the first states to pass the Tripura Jan Vishwas Ordinance 2025, which decriminalizes provisions in various state acts and rules and repeals obsolete laws. Under the guidance of the Task Force on Deregulation set up by the Cabinet Secretariat, we are working to reduce compliance burdens in state laws, as well as in regulations of local bodies, industrial corporations, and utility providers," he said.
The Chief Minister also announced amendments to the Tripura Industrial Investment Promotion Incentives Scheme 2022, introducing additional customised incentives for mega projects.
"Significant developments are underway to boost the state's industrial infrastructure through the $85.4 million ADB loan. The Tripura Industrial Development Corporation (TIDC) is executing a robust expansion plan, including the development of over 1,500 acres of new industrial zones, the creation of sector-specific industrial parks, and the development of land parcels along key transport corridors to meet investor demands," Dr. Saha stated.
Industries and Commerce Minister Santana Chakma, TIDC Chairman Nabadal Banik, Industries and Commerce Secretary Kiran Gitte, Director Dr. Shailesh Kumar Yadav, secretaries from other northeastern states, directors, and other senior officials were also present at the event.

AAI Unveils Mega Incentive Plan To Restart International Flights At Port Blair
Last Updated: This new scheme will be in effect for the first three years of international flight operations, a crucial period that often determines long-term sustainability. To promote international flight connectivity, the Airports Authority of India (AAI) has approved a mega incentive scheme at 13 airports which includes Veer Savarkar International Airport at Port Blair in Andaman and Nicobar Islands, an official said here. This scheme will be applicable for first three years of the operations to bridge the viability gap for the initial phase, which is a very crucial phase for the sustainability of operations. Speaking to PTI, Port Blair Airport Director Devender Yadav said, 'As per this scheme for the first year 100 per cent UDF (User Development Fees) which is Rs 709 per departing passenger will be waived off to the airline. For the second year, the incentive will be 85 per cent of UDF and for the third year incentive will be 65 per cent of UDF." Considering the flight load of 180 passengers, the incentive scheme has the potential of savings of Rs 128 lakh per flight for airlines, which is a significant amount to bridge the viability gap, he said. Veer Savarkar International Airport was designated as an international airport on April 1, 2007 and the first scheduled international flight was started on November 16, 2024 by AirAsia from Kuala Lumpur to Port Blair. But due to less passenger load the international operations were not viable for airlines and international flight operations were stopped from April 10, 2025. 'We have learnt a lot of lessons from the previous international flight operations by AirAsia from Kuala Lumpur to Port Blair. Now, we are better prepared for sustainable international flight operations with this incentive scheme and readiness to swing international cargo operations. I would like to thank the UT administration for jointly taking up the viability of international flight operations and achieving a significant breakthrough in it," he added. First Published:

If A Road Accident Victim Has No Insurance, Can The Family Still Get Compensation?
Last Updated: Having third-party insurance ensures if a vehicle causes injury or death, the insurance company must compensate the victim's family, even if the deceased had no insurance coverage In the event of a road accident where a family's sole breadwinner loses their life without having life insurance, the question of financial support naturally arises. Under the Motor Vehicles Act, 1988, such families may be entitled to compensation, providing a legal route for financial assistance in the absence of insurance. The Motor Vehicles Act, 1988 provides a legal framework to offer compensation to victims of road accidents or their families. This law includes two important provisions—Section 163A and Section 166—that deal with compensation claims. Section 163A of the Motor Vehicles Act allows the family of a person who dies in a road accident to claim compensation without having to prove who was at fault. Even if it is unclear who caused the accident or how it happened, compensation can still be granted. This is known as a 'no-fault claim" and is especially helpful for families, as gathering accurate details about an accident can often be difficult. On the other hand, Section 166 of the Motor Vehicles Act applies when it is clear that the accident was caused by someone else's negligence. In such cases, the victim's family can claim compensation from the vehicle owner or their insurance company, but they must prove that the other party was at fault. For example, if a truck is driven recklessly and causes a fatal accident, the family can seek compensation by proving the truck driver's negligence in court. What If The Deceased Did Not Have Insurance Even if the deceased did not have personal insurance, the family may still be eligible for compensation. In India, it is mandatory for all vehicle owners to have third-party insurance. This ensures that if their vehicle causes injury or death to someone, the insurance company is liable to compensate the victim's family—regardless of whether the deceased had any insurance coverage. Many times, the driver responsible for an accident flees the scene, and no information is available about the vehicle or the driver. Such incidents are known as hit-and-run cases. In these situations, the victim's family cannot claim compensation from any insurance company or individual, as the offender remains unidentified. To address this, the government launched the Motor Vehicles Accident Fund in 2022. Under this scheme, families of those who die in a hit-and-run accident are entitled to a compensation of Rs 2 lakh, while those who suffer serious injuries receive Rs 50,000. This initiative is especially important for low-income families or those who lack the means and resources to pursue a legal battle. It provides essential financial relief in times of crisis. Can Compensation Be Obtained Without A Lawyer? Yes, it is not mandatory to hire a lawyer to claim compensation. India has special courts called Motor Accident Claims Tribunals (MACT) that handle compensation cases related to road accidents. The victim's family can approach MACT directly to file a claim. The claim can be submitted in the district where the accident occurred or where the family resides. Importantly, if the family cannot afford legal representation, government legal aid services or certain non-governmental organisations (NGOs) offer free assistance. They help with filing the claim and managing the necessary paperwork. MACT examines the case, and if the claim is found valid, it directs the insurance company or the government to provide compensation. Watch India Pakistan Breaking News on CNN News18.
