The wider package of sanctions targeted around 100 oil tankers from Russia's so-called shadow fleet and was announced as leaders from northern Europe's Joint Expeditionary Force (JEF) security alliance meet in Norway on Friday.
The government notice announcing the sanctions listed Ahmed Kerimov, Tahir Garayev, Anar Madatli, Talat Safarov and Etibar Eyyub and said they had 'been involved in obtaining a benefit from or supporting the government of Russia' by working as directors of Coral Energy Group.
Coral Energy rebranded as 2Rivers Group after a management buyout in 2024 by Safarov, Kerimov and Madatli.
Sri Lanka says British sanctions on ex-military unhelpful

Macron suggests Geneva hosts Putin-Zelensky summit
PARIS: French President Emmanuel Macron suggested Geneva could play host to a peace summit between Russian and Ukrainian leaders Vladimir Putin and Volodymyr Zelensky, who look set to meet after separate talks with US President Donald Trump. Speaking after he and other European leaders joined the Ukrainian president for high-stakes meetings at the White House on Monday, Macron said the announced Zelensky-Putin summit would be held in Europe. 'It will be (hosted by) a neutral country, maybe Switzerland – I'm pushing for Geneva – or another country,' Macron said in an interview aired Tuesday on French news channel LCI. 'The last time there were bilateral talks, they were held in Istanbul,' he added, referring to the three rounds of lower-level negotiations between Russia and Ukraine held in Turkiye between May and July. Macron said France and Britain would hold a meeting Tuesday with other Ukrainian allies to 'keep them up to date on what was decided' in Washington on providing security guarantees for Ukraine, a key talking point in the meetings with Trump. Macron to raise French defence targets, citing Russia threat 'Right after that, we'll start concrete work with the Americans. So as of tomorrow (Tuesday), our diplomatic advisers, ministers, chiefs of staff begin work on seeing who's ready to do what,' he said. Addressing whether Zelensky would be forced to give up territory to Russia, Macron said it was 'up to Ukraine'. 'Ukraine will make the concessions it deems just and right,' he said. But 'let's be very careful when we talk about legal recognition', he added. 'If countries… can say, 'we can take territory by force', (that) opens a Pandora's box.'

India removes import duty on cotton in temporary relief for garment industry
NEW DELHI: India has exempted import duties on cotton from August 19 to September 30, fulfilling the demand of industry groups who said exemptions would help make the sector more competitive. The temporary suspension of the duty, announced in a government order late on Monday, is seen as a relief for India's garment industry, which is reeling from a steep 50% tariff on shipments to the United States. The US tariff comprises an existing 25% levy and an additional 25% set to take effect later this month, imposed as a penalty for India's purchases of Russian oil. The effective rate compares unfavourably with 20% for Bangladesh and Vietnam, and 30% for China. Industry bodies such as the Confederation of Indian Textile Industry (CITI) had urged the government to scrap the cotton import duty to help make the sector more competitive. Before the exemption, cotton imports were subject to an 11% duty. Industry officials now expect the government to extend duty-free cotton imports beyond September. Reuters earlier reported that some Indian exporters were scrambling to explore manufacturing options overseas to offset the impact of the higher tariffs. India's garment sector was already grappling with a labour crunch and limited production capacity. The prospect of exporters relocating production abroad poses a further challenge to the government's 'Make in India' manufacturing drive. India's tax restructuring a 'huge reform', will boost competitiveness, Maruti Suzuki chair says India aims to increase textile exports to $100 billion by 2030. The sharp rise in US tariffs comes just as India was emerging as a strong alternative for American garment buyers, with Bangladesh facing political uncertainty and companies seeking to diversify supply chains beyond China.

Euro zone bonds struggle for direction after Washington talks, eyes on Jackson Hole
LONDON: Euro zone government bonds were in a holding pattern on Tuesday as traders looked ahead to a symposium of global central bankers later in the week, and after talks in Washington on ending Russia's war in Ukraine. NATO Secretary General Mark Rutte told Fox News on Monday that US President Donald Trump's meeting with Ukrainian President Volodymyr Zelenskiy and other European and NATO partners had been very successful. In a social media post late on Monday, Trump said he had called Russian President Vladimir Putin and begun arranging a meeting between Putin and Zelenskiy, to be followed by a trilateral summit among the three presidents. Analysts have said an end to the war could support risk appetite and weigh on safe-haven government bonds. Germany's 10-year bond yield, the euro zone benchmark, was little changed at 2.774%. It hit a 4-1/2 month high of 2.787% on Monday. Yields move inversely with prices. Germany's two-year yield, which is sensitive to changes in interest rate expectations, was steady at 1.966%. Expectations for European Central Bank interest rates remain well-anchored in the near term, with markets expecting the central bank to remain on hold in September. For the Federal Reserve, markets are currently pricing in around an 85% chance of a quarter-point rate cut at its September 16-17 meeting, little changed from the day before. The Fed's policy rate has been in the 4.25%-4.50% range since December. Investors were awaiting the Fed's Jackson Hole Symposium where Chair Jerome Powell is due to speak on Friday. Italy's 10-year bond yield was unchanged at 3.5949%, keeping the spread between Italian and German 10-year yields unchanged at 82 basis points (bps).
