Plans to almost double the size of a pier's amusement arcade are being recommended for approval, despite concerns over the scale of the development.
The owners of the Wellington Pier in Great Yarmouth submitted proposals last year to expand the site on to derelict land which was once used for an outdoor roller skating rink.
Historic England objected, warning the new-look building would be "large and utilitarian", while failing to preserve the local conservation area.
But it has welcomed the revised proposals and a report by Great Yarmouth Borough Council advises councillors to give planning permission.
The heritage organisation said it still had concerns about the size of the building and that any harm it might cause should be weighed against the public benefits.
The council's conservation officer also voiced opposition to the original plans, but has since worked with the pier's owners - Family Amusements Ltd - on a compromise.
The pier owners have agreed to limit the height of the extension to 7.5m (24ft), rather than 9.2m (30ft) - and the footprint of the building would not be as large.
The report for councillors said the changes to the amusement arcade would bring a number of positives including employment and "bringing back an underused site in the conservation area into use".
It said that its verdict was "finely balanced" but said harms to local heritage were outweighed by longer-term social and economic benefits to jobs and tourism.
A decision is due to be made on the plans on Thursday.

The 51-year-old, full-time dad, who has had an unsettling two years following treatment for bowel cancer, also plans to buy a Fiat 500 for his daughter who is learning to drive. 'Life hasn't always been easy, but the kids mean the world to me, and they always come first,' he said. 'We have never been away abroad together, and I would love to take them both to Greece. 'But first we need to get our passports.' Mr Harvey filmed the moment he broke the news of his win to his son, as the teenager got home from school. With his voice cracking with emotion, Mr Harvey asked his son: 'How many millionaires do you know?' His son, whose details he is keeping private, said 'zero, I've got not money', and Mr Harvey swore and told him: 'You do now.' His son said: 'Shut up, you're joking, you're lying.' Mr Harvey replied: 'On my life, a million pounds, mate.' The pair then excitedly hugged, laughed and jumped around the kitchen. 'I wanted to tell the kids in person so when my son got home I set up my phone to record it,' said Mr Harvey. 'I got a massive lump in my throat as I asked him, 'how many millionaires do you know?'' Mr Harvey also plans to help his son and daughter as they near the end of their full-time education. 'I am so proud of what the kids have achieved already in life,' he said. 'They both have big ideas about what they want to do when they leave school, and I cannot wait to help them in their chosen careers. 'It's the important stuff like helping them to learn to drive and getting them a car and insurance so they can get to college and then work. 'My daughter has a driving test later this year and I would love to get her a second-hand Fiat 500 for her to practise in.' Mr Harvey entered the EuroMillions draw on July 4 but did not realise he had won the life-changing sum until a week later. He got an email from the National Lottery urging him to check his account and get in touch urgently, which he initially thought was a scam. He won by matching the unique raffle code in the EuroMillions Millionaire Maker draw. 'It felt like forever waiting for the kids to get home from school so I could break the news,' he said. 'Their reactions were hilarious and heart-warming. 'We all feel ridiculously excited and relieved in equal measure. 'It just doesn't seem real.' Mr Harvey, who previously lived in Cyprus, said: 'We can afford our very own home, and I can finally have my own bedroom rather than sleeping downstairs. 'And to go on a family holiday altogether will be fantastic. 'I can speak Greek fluently and I can't wait to show off to the kids. 'I lived in Cyprus for 12 years when I was younger. 'I would love to go back one day but for now it's a holiday in Greece for me and the kids. 'This win gives us so many more options, but I want to take my time and do it right.'

BBC Scotland is marking 50 years of Sportscene with a special anniversary broadcast. The programme will air on Saturday, August 9, at 8.15pm and will reunite some of Scottish football's most recognisable voices. Dougie Donnelly will return to the Sportscene studio as presenter, joined by current host Steven Thompson, with analysis from Gordon Smith. Dougie said: "It was a great time for Scottish football and the Saturday night sports programme was absolutely required viewing. "I was hugely lucky and very much appreciate that. "I'm looking forward to going back on the show. "Fortunately, I'm still working in broadcasting, so it's not going to be as intimidating as it might have been. "It's live TV, what I've done my whole career, and it'll be fantastic to go back again and talk about Scottish football. "I look forward to seeing the reaction from the Scottish footballing public." The anniversary edition will feature archive footage dating back to the black and white television era and will include reflections and highlights from broadcasters who have helped shape the programme over the decades. Rob Maclean, who has worked on Sportscene for more than 25 years, will commentate on the Rangers v Dundee fixture. Archie Macpherson, who appeared on the inaugural episode in 1975, will provide commentary for St Mirren v Motherwell, while Jock Brown, a regular voice in the 1990s, will cover Livingston v Falkirk. Archie said: "I started in 1962 with Sportsreel – on Black Saturday, the weekend of the Cuban missile crisis. "My first report was Hamilton against Stenhousemuir at a time when the world was worried about nuclear warfare. "Programmes rely on the events they cover – and I was lucky enough to cover a succession of World Cups for Sportscene. "They gave the programme a great status in the public eye. "I'm very grateful for this opportunity to go back on the show. "It's quite a gesture after all this time away from commentating on Sportscene." Jock said: "I've done a lot of broadcasting since leaving Sportscene and I'm really looking forward to going back on the show. "It'll be good fun. More resilient consumer spending helped food delivery giant Deliveroo record a strong first half and upgrade its earnings forecasts for the full year. At 177p per share, Deliveroo's share price was unchanged on the news. The food delivery giant – which in May agreed to a $3.9 billion takeover by US rival DoorDash – said that revenues rose 8% between January and June, to £1 billion. At constant currencies growth was slightly higher at 9%. Gross transaction value (GTV), meanwhile, was up 9% at both reported and constant currencies, at £3.8 billion. This metric reflects the total amount customers pay, and is inclusive of food costs, delivery charges and taxes. Deliveroo said first-half takings were 'driven by further execution on our growth initiatives and a more resilient than expected consumer.' Order numbers improved 8% year on year to 147 million. GTV per order rose 1% at reported currencies and 2% at stable exchange rates, to £25.80. Adjusted EBITDA increased 46% over the period to 46%. However, the firm swung to a loss of £19.2 million from a profit of £1.3 million in the same 2024 period. It said this swing primarily reflected 'higher exceptional items relating to costs associated with the DoorDash acquisition.' Growth Accelerates Deliveroo said its first-half numbers were 'driven by further execution on our growth initiatives and a more resilient than expected consumer.' The business said that growth in order numbers accelerated to 8% in quarter two from 7% in the prior three months. GTV growth at constant currencies came in at 10% in the last quarter versus 9% in quarter one. Revenue rose to 9% from 8% on the same basis. Deliveroo said it now expects full-year GTV growth at constant currencies 'around the top end of the previously-guided range of high single-digits percentage growth.' Adjusted EBITDA, meanwhile, is expected to be 'in the upper half of the previously-guided range of £170-190 million.' This boost to forecasts reflects the company's strong first half, it said, along with the weighting of earlier investments during the second half. 'Highly Encouraging' Deliveroo founder and chief executive Will Shu commented that described the first-half performance as 'highly encouraging.' He commented that 'consumer engagement is encouraging, with order frequency and retention continuing to improve across all cohorts.' Shu added that 'both growth and profitability are accelerating [and] we are delivering on our mission to change the way people shop and eat and to bring the neighborhood to people's doors.' Deliveroo said its acquisition by DoorDash is proceeding as predicted. It expects the deal to close out in the fourth quarter pending regulatory approval. Food Delivery 'Here To Stay' Analyst Adam Vettese of eToro noted that 'Deliveroo is showing once again that online food delivery is here to stay,' and added that 'its latest update demonstrates a decisive step forward both operationally and strategically.' He noted that international markets like the United Arab Emirates (UAE) and Italy are 'thriving,' complementing growth at its core UK and Ireland territory. Vettese added that 'there is little movement in shares this morning due to the ongoing acquisition by DoorDash but overall Deliveroo will be a robust addition to the group if it carries on this trajectory.'
