Synopsis The Lieutenant Governor of Delhi has updated document requirements for free medical lab tests, effective May 20, 2025. Individuals must provide Aadhaar proof or enroll for it. Alternatives are available for those without Aadhaar, including specific documents for children and adults, ensuring access to free medical lab tests funded by the Delhi NCT government. The Lieutenant Governor of National Capital Territory of Delhi has made changes to the list of documents required for availing free of cost medical laboratory tests. The updated list of documents has been mentioned in an official gazette notification on May 20, 2025.
ADVERTISEMENT To give you a brief background, under this scheme the laboratory tests are outsourced to another company and the tests are ordered by government hospitals, polyclinics, Delhi government dispensaries, AamAadmiMohalla Clinics in Delhi for the patient's health investigation purposes. Consumers are not charged any money for availing this free of cost laboratory tests under this scheme since the money for these tests are paid from the consolidated fund of the government of NCT of Delhi.

According to the official e-gazette notification dated May 20, 2025, here are the details of the documents: An individual desirous of availing the benefit under the above-mentioned Schemes shall hereby be required to furnish proof of possession of the Aadhaar number or undergo Aadhaar authentication. Any individual desirous of availing the benefit under the above mentioned Schemes, who does not possess the Aadhaar number or, has not yet enrolled for Aadhaar, shall be required to make application for Aadhaar enrolment subject to the consent of his parents or guardians (in case of child beneficiaries), provided that he is entitled to obtain Aadhaar as per section 3 of the said Act and such children/person shall visit any Aadhaar enrolment centre (list available at the Unique Identification Authority of India (UIDAI) website www.uidai.gov.in) to get enrolled for Aadhaar.
ADVERTISEMENT Henceforth, the benefit under the above-mentioned Schemes shall be given to individuals subject to production of the following documents, namely: In case individual/beneficiary possesses Aadhaar number: proof of possession of the Aadhaar number or undergo Aadhaar authentication
In case individual/beneficiary does not possess Aadhaar number: For children (a) Aadhaar Enrolment Identification slip, or of bio-metric update identification slip; and any one of the following documents, namely: -
ADVERTISEMENT 1. Birth Certificate; or Record of birth issued by the appropriate authority; or 2. School identity card, duly signed by the principal of the school, containing parents' names; and3. Any one of the following documents as proof of relationship of the beneficiary with the parent or legal guardian as per the extant Scheme guidelines, namely: –
ADVERTISEMENT Birth Certificate; or Record of birth issued by the appropriate authority; or Ration Card; or Ex-Servicemen Contributory Health Scheme (ECHS) Card; or Employees' State Insurance Corporation (ESIC) Card; or Central Government Health Scheme (CGHS) Card; or Pension Card; or Army Canteen Card; or Any Government Family Entitlement Card. For other than children (a) Aadhaar Enrolment Identification slip; and (b) any one of the following documents, namely:- Bank or Post office Passbook with Photo; or Permanent Account Number (PAN) Card; or Passport; or Ration Card; or Voter Identity Card; or Kisan Photo passbook; or Driving license issued by the Licensing Authority under the Motor Vehicles Act, 1988 (59 of 1988). 'Provided further that the above documents shall be checked by an officer specifically designated by the Department for that purpose,' the notification read as follows.
ADVERTISEMENT According to the notification dated May 20, 2025, in all cases, where Aadhaar authentication fails due to poor biometrics of the beneficiaries or due to any other reason, the following remedial mechanisms shall be adopted, namely: - In case of poor fingerprint quality, iris scan or face authentication facility shall be adopted for authentication, thereby the Department through its Implementing Agency shall make provisions for iris scanners or face authentication along with finger-print authentication for delivery of benefits in seamless manner; In case the biometric authentication through fingerprints or iris scan or face authentication is not successful, wherever feasible and admissible authentication by Aadhaar One Time Password or Timebased One-Time Password with limited time validity, as the case may be, shall be offered; In all other cases where biometric or Aadhaar One Time Password or Time- based One-Time Password authentication is not possible, benefits under the scheme may be given on the basis of physical Aadhaar letter whose authenticity can be verified through the Quick Response code printed on the Aadhaar letter and the necessary arrangement of Quick Response code reader shall be provided at the convenient locations by the Department through its Implementing Agency. The decision comes in the wake of a disturbing surge in violence against doctors and medical staff at govt hospitals — a crisis that eroded morale and endangered lives on the frontlines of public healthcare. Despite repeated assurances over the past year, frontline medical professionals continued to face physical assaults and verbal abuse, particularly during night shifts, in govt-run hospitals. The combination of insufficient security, staffing shortages, and rising patient aggression left doctors and paramedics operating in a climate of fear. According to data compiled by the Punjab Civil Medical Services Association (PCMSA), over 50 cases of violence against doctors were reported from govt hospitals across Punjab in the past year. Amritsar emerged as the worst-hit district with six such incidents, followed by Hoshiarpur and Pathankot (five each), Moga (four), and Gurdaspur, Nawanshahr, Muktsar, Ludhiana, and Patiala (three each). Following its sustained campaign, including a strike last year, the govt committed to deploying round-the-clock security personnel at all hospitals handling medicolegal cases by Sept 9, 2024. However, the deadline lapsed without implementation. Under renewed pressure, the health department has now directed all civil surgeons to furnish detailed reports by Jun 9 on incidents of violence from the past two years, as well as corresponding police actions taken. It was only during a follow-up meeting on April 14, 2025 — involving health minister Dr Balbir Singh, principal health secretary Kumar Rahul, and Cheema — that the finance department reportedly agreed to deploy guards through PESCO, an organisation comprising ex-servicemen. Dr Akhil Sarin, president of PCMSA, welcomed the step, but cautioned that urgency is paramount. "A disturbing pattern of violence emerged against doctors and medical staff at govt facilities. We can no longer afford delays. The state must ensure immediate implementation of security arrangements," he said. Recent Incidents of Violence A series of disturbing incidents of violence were reported at civil hospitals in Gurdaspur, Derabassi, and Hoshiarpur during April, raising serious concerns about the safety of healthcare staff and patients. On April 12, an altercation erupted at Gurdaspur civil hospital when two groups brought their fight into the emergency ward. The clash led to significant property damage and forced both doctors and patients to flee for safety. Just a day before, Derabassi civil hospital witnessed a similar incident. A clash between two groups led to chaos, with reports of vandalism and hospital staff locking themselves inside rooms to avoid harm. Eleven individuals were said to have been injured in the incident. Care centres for mentally challenged to come up in four dists
Bengaluru: The Karnataka government has approved establishment of care centres for mentally challenged in Chitradurga, Yadgir, Kolar, and Bidar districts, with a grant limit of Rs 6 crore. The centres will be established in collaboration with NGO Aaladamara Foundation, said an order issued by the health department on Friday. It was declared in the Budget 2025, care centres for mentally ill persons will be established at district-level hospitals in the state in collaboration with NGOs. The order issued on Friday stated that in the remaining 27 districts, too, care centres will be established at district-level hospitals in collabora-tion with NGOs. According to the Mental Health Care Act 2017, it is the duty of a police of-ficer to protect persons found wandering aimlessly on the streets, as these individuals are at risk of causing harm to themselves or others or creating public nuisance due to their mental state. The Act also prescribes that it is essential to initiate community-based, human rights-friendly care, support, assessment, and treatment for these individuals. 'Due to challenges in accessing nearby mental health services, thousands of mentally ill persons leave their homes and become homeless every year. Identifying mentally ill persons among the homeless and bringing them to a safe place is a key function of the system,' added the preamble to the order.

Officials ordered to keep a tab on overcharging hospitals
Nirmal: District Collector Abhilasha Abhinav has ordered the officials that private and government hospitals in the district must strictly follow the provisions of the Clinical Establishment Act - 2010. On Friday, the Collector held a review meeting with the relevant officials at the Collectorate on the implementation and monitoring of the Clinical Establishments (Registration and Regulation) Act - 2010 and the Women and Child Protection Acts. Speaking on the occasion, she ordered that quality medical services should be provided to the people in government and private hospitals in the district. She said that there should be no negligence in the implementation of the Women and Child Protection Acts. Hospitals should not charge high charges from patients, and the rate chart should be clearly displayed at the reception in every hospital. Every hospital should follow minimum standards and properly manage bio-medical waste. It was clarified that all private medical institutions, scanning centers, and diagnostic labs in the district should be registered under the Clinical Establishments Act.
