
House Republicans Want to Force States to Cut SNAP for Them
The Supplemental Nutrition Assistance Program, known as SNAP, has traditionally been fully funded by the federal government and administered by states. But this week, the House Agriculture Committee approved along party lines a measure that would slash more than $290 billion from SNAP, formerly known as food stamps. These cuts would be achieved in part by pushing a portion of benefit costs onto states, as well as requiring individual states to shoulder more of the administrative expenses.
Haley Kottler, campaign director at Kansas Appleseed, an anti-hunger advocacy organization, described the potential changes as 'the most outlandish policy that I've seen on SNAP, maybe ever.' According to the Center on Budget and Policy Priorities, requiring Kansas to pay for 25 percent of SNAP benefits would cost more than $100 million over six years.
'If these go through, it absolutely will wreak havoc on the program overall,' said Kottler. 'For one, we don't have that in our state budget right now, and two, lawmakers in Kansas do not have the political will to put any more money forth for SNAP.'
If the bill passes both chambers of Congress, beginning in 2028, states would be forced to pay between 5 percent and 25 percent of SNAP benefits based on payment error rates. In 2023, more than half of all states had an error rate of higher than 10 percent, meaning that they would shoulder a quarter of the cost of SNAP. Kansas, for example, had an error rate of more than 12 percent in 2023.
Kottler said that she was disheartened but 'not surprised' by the efforts to cut SNAP, as they echoed recent bills in her state's legislature to expand work requirements and shave program costs. She was skeptical of House Republican assertions that states would understand the shift in cost and would be able to pick up the slack.
'I'm a fifth-generation Kansan, and I've been working with our state legislature for six years now, and I've never heard them being interested in something like that,' said Kottler.
Elaine Waxman, senior fellow in the Tax and Income Supports Division at the Urban Institute, noted that SNAP payment error rates increased amid the upheaval of the coronavirus pandemic and that the state offices administering the program remain understaffed and underfunded. Historically, states and the federal government have split the cost of administering SNAP evenly. Under this bill, states would now be responsible for 75 percent of administrative costs, which would make it even more difficult for them to balance supervising the program and providing benefits themselves. The bill would also lower a 'tolerance level' for SNAP error payments from $37 to $0, which would likely increase error rates across the board.
'You're [between] a rock and a hard place in that, OK, you have a higher error rate—in order to get your error rate down, or to implement other things that will reduce your costs, you need more administrative investment, probably. But where will that be coming from?' she said. 'You had an atypical situation the last few years, and so you're predicating the program on an atypical situation, but without diagnosing why things are the way they are, and what would be required to make them better.'
As nearly every state has some form of balanced budget requirement, they may not have the leeway to expend greater funds on providing SNAP benefits. 'What states cannot do, that the federal government can, is they cannot infinitely borrow to run an entitlement program,' said Lauren Bauer, associate director of the Hamilton Project. 'Pushing things off onto states who do not have the capacities that the federal government does is a way to push responsibility onto people who don't have every tool that they would need to to prevent the shrinking of these programs.'
States would have limited options for finding the funds to cover increased SNAP costs that Republicans are proposing. One potential route states might take would be eliminating 'broad-based categorical eligibility,' a policy that allows households to participate in the program if they qualify for certain other benefits. Eliminating this policy would increase bureaucratic red tape for families who would suddenly be dealing with a more complicated application process and potentially result in people losing their benefits. This, in turn, would affect access to other programs—for example, children would no longer be automatically enrolled in free school meals or immediately qualify for early childhood nutrition programs.
'Should this cost shift go through, states would have to pull back on this SNAP expansion, and leave people who need the program without a recourse,' said Salaam Bhatti, SNAP director at the Food Research and Action Center. 'It's not just a ripple effect that these proposals have. It's a shock wave.'
SNAP can be considered an 'automatic stabilizer' during times of economic hardship because it allows for the rapid enrollment of people who are newly eligible due to job loss or other financial struggles. During the Great Recession and the coronavirus pandemic—which saw significant expansions in program benefits—SNAP was a key resource for Americans suddenly floundering in an unstable economic environment. The U.S. Department of Agriculture has estimated that every $1 spent on SNAP during a recession generates $1.50 in economic returns.
'Let's say that you're in a place where a lot of people have lost their jobs because a recession is starting, but more people go onto SNAP to help buffer that income decline. And so what does that mean? Well, they can still go to the grocery store and buy food. So what does that mean? Well, it means that the grocery store doesn't need to lay off one of their checkout people, or one of their shelf stockers,' said Diane Whitmore Schanzenbach, an economist at Northwestern University who studies policies addressing child poverty. 'There's a multiplier effect.'
With economists warning of a potential recession on the horizon—with uncertainty surrounding tariff policy simultaneously heightening and lessening worries of an economic downturn—cuts to SNAP would mean losing that automatic stabilization. A recent report co-authored by Waxman estimated that, should the U.S. enter a recession, states subject to a 10 percent cost share would need to spend an additional $980 million in the first year of the economic downturn to cover increased benefit costs. The report also found that if states did not increase spending, but instead reduced benefit amounts, all SNAP participants would face an average reduction in benefits by $327. Given that these changes would be implemented beginning in fiscal year 2028—crucially, after the 2026 midterm elections that will be a referendum on Republican guardianship of Congress—it's uncertain where the economy will be at that point.
The potential changes to SNAP are not happening in a vacuum—the cuts are part of a massive package to slash federal spending and extend tax breaks that Republicans are currently trying to muscle through both chambers of Congress, through an arcane process known as 'budget reconciliation.' The bill also includes cuts to Medicaid that could result in millions of low-income people losing their coverage at the same time that they see changes to SNAP benefits, even as losses in SNAP benefits are associated with poorer health outcomes.
'Ironically, if you're cutting SNAP, you may push that pressure over onto the Medicaid program … at the same time that you're looking at cutting Medicaid,' said Waxman.
While shifting more costs onto states would comprise roughly half of the $290 billion in proposed cuts to SNAP, tightening work requirements would slash an additional $92 billion in spending. Currently, able-bodied adults without children under age 54 can receive SNAP benefits for only three months over a three-year period unless they are able to prove that they are fulfilling a 20-hour-per-week work requirement or are disabled. The Republican plan would lift that cap to able-bodied adults without dependents up to age 64. It would also tighten work requirements for parents; instead of allowing parents with children under age 18 to be exempt from work requirements, those exemptions would only apply to parents with children under age 7. Research by Bauer has shown that SNAP work requirements do not meaningfully increase employment, and lead to a decrease in program participation.
It's uncertain whether the cuts to SNAP will pass as is, given that the reconciliation bill still needs to pass the House, and some senators have appeared skeptical about changes to federal benefit programs. Efforts to address some issues in the reconciliation bill that would normally be part of the farm bill—the massive legislation that oversees nutrition, agriculture, and conservation policy—may also run afoul of Senate rules.
Still, even with changes to the bill on the horizon, the proposal to slash SNAP spending indicates where Republican priorities lie. Bauer argued that the intention of the cuts to SNAP did not fulfill the program's purpose of assisting low-income Americans but that instead they were merely concerned with cutting the federal deficit.
'This program right now is about reducing human suffering, getting people back on their feet, improving nutrition and food security outcomes, preventing hunger, stimulating local economies, helping rural economies, helping rural grocery stores, helping all grocery stores,' said Bauer. 'All of the proposals that are in this bill are cost-cutting. That's why they're there.'

Trump to join Washington patrol while feds deploy checkpoints around city
WASHINGTON (AP) — President Donald Trump plans to join a Thursday evening patrol in the nation's capital as federal authorities deploy checkpoints around the city and sometimes ask people for their immigration status after stopping them. 'I'm going to be going out tonight with the police and with the military," the Republican president told Todd Starnes, a conservative commentator. Trump's presence during his controversial crackdown, which has lasted for two weeks, would be the latest show of force from the White House. Hundreds of federal agents and National Guard soldiers have surged into Washington this month, leaving some residents on edge and creating tense confrontations in the streets. Vice President JD Vance and Defense Secretary Pete Hegseth on Wednesday visited some of the troops at Union Station, showing their support while protestors chanted 'free D.C.' Although the city has historically struggled with crime, statistics show the problem was declining before Trump declared there was a crisis that required his intervention. Immigration enforcement has been a core part of the crackdown, rattling people in some of the city's neighborhoods. A daycare was partially closed on Thursday when staff became afraid to go to work because they heard about federal agents nearby. An administrator asked parents to keep their children at home if possible. Other day cares have stopped taking kids on daily walks because of fears about encountering law enforcement. Since Aug. 7, when Trump began surging federal agents into the city, there have been 630 arrests, including 251 people who are in the country illegally, according to the White House. Trump has been ratcheting up the pressure since then, seizing control of the D.C. police department on Aug. 11 and deploying more National Guard troops, mostly from Republican-led states. Soldiers have been largely stationed in downtown areas, such as monuments on the National Mall and transit stations. However, federal agents are operating more widely through the city. D.C. Mayor Muriel Bowser acknowledged the proliferation of traffic checkpoints on Thursday. 'The surge of federal officers is allowing for different types of deployments, more frequent types of deployments, like checkpoints,' Bowser said. Not a normal traffic stop On Thursday morning, as Martin Romero rode through Washington's Rock Creek Park on his way to a construction job in Virginia, he saw police on the road up ahead. He figured it was a normal traffic stop, but it wasn't. Romero, 41, said that U.S. Park Police were telling pickup trucks with company logos to pull over, reminding them that commercial vehicles weren't allowed on park roads. They checked for licenses and insurance information, and then U.S. Immigration and Customs Enforcement agents came over. Romero said there were two agents on one side of his truck and three on the other. He started to get nervous as the agents asked where they were from and whether they were in the country illegally. 'We just came here to work,' Romero said afterwards. 'We aren't doing anything bad.' Two people in his truck were detained and the agents didn't give a reason, he said. He also saw three other people taken from other vehicles. 'I feel really worried because they took two of our guys," he said. "They wouldn't say where they're taking them or if they'll be able to come back.' Romero said he called his boss, who told him to just head home. They wouldn't be working today. Enrique Martinez, a supervisor at the construction company, came to the scene afterwards. He pondered whether to call families of the detained men. 'This has never happened to our company before," Martinez said. "I'm not really sure what to do.' Checkpoints are legal, to a point The Supreme Court has upheld the use of law enforcement and government checkpoints for specific purposes, such as for policing the border and for identifying suspected drunk drivers. But there are restrictions on that authority, especially when it comes to general crime control. Jeffrey Bellin, a former prosecutor in Washington and professor at Vanderbilt Law School who specializes in criminal law and procedures, said the Constitution doesn't allow 'the government to be constantly checking us and stopping to see if we're up to any criminal activity.' He said checkpoints for a legally justifiable purpose — like checking for drivers' licenses and registrations — cannot be used as 'subterfuge' or a pretext for stops that would otherwise not be allowed. And though the court has affirmed the use of checkpoints at the border, and even some distance away from it, to ask drivers about immigration status, Bellin said it was unlikely the authority would extend to Washington. Anthony Michael Kreis, a professor at Georgia State College of Law, said the seemingly 'arbitrary' and intrusive nature of the checkpoints in the capital could leave residents feeling aggrieved. 'Some of the things could be entirely constitutional and fine, but at the same time, the way that things are unfolding, people are suspicious — and I think for good reason,' he said. From Los Angeles to D.C. There are few places in the country that have been unaffected by Trump's deportation drive, but his push into D.C. is shaping into something more sustained, similar to what has unfolded in the Los Angeles area since early June. In Los Angeles, immigration officers — working with the Border Patrol and other federal agencies — have been a near-daily presence at Home Depots, car washes and other highly visible locations. In a demonstration of how enforcement has affected routines, the bishop of San Bernardino, California, formally excused parishioners of their weekly obligation to attend Mass after immigration agents detained people on two parish properties. Immigration officials have been an unusually public presence, sending horse patrols to the city's famed MacArthur Park and appearing outside California Gov. Gavin Newsom's news conference last week on congressional redistricting. Authorities said an agent fired at a moving vehicle last week after the driver refused to roll down his window during an immigration stop. The National Guard and Marines were previously in the city for weeks on an assignment to maintain order amid protests.

Iowa Democrats consider bringing back lead off caucuses, even if it means going 'rogue' in 2028
DES MOINES, Iowa (AP) — Just days before national Democrats gather for their annual summer meeting, Iowa's state party officials on Thursday said it was a mistake for the party to have abandoned Iowa in the 2024 early nominating calendar and opened up the possibility of going rogue the next time around. In 2022, President Joe Biden ordered a shake-up of the 2024 election calendar, moving South Carolina's primary ahead of contests in Iowa, New Hampshire and Nevada. The move forced Iowa Democrats to ditch the five-decade, first-in-the-nation caucus where community members publicly signal their support for a candidate, a process that was plagued with problems in 2020. The state party's criticism came with an open threat of defying the national party's orders in 2028 as Iowa Democrats look to bring the once-competitive, Midwestern state back on the radar of a party questioning its values, direction and future leaders. 'It was a big mistake in the Biden calendar to know that Iowa Republicans are going first here in this state and that, as Democrats, we sat and watched all this attention and the millions of dollars being spent in the state without those kinds of resources to push back on the Republican agenda," said Rita Hart, state party chair. 'That did not help us here in Iowa and it did not help us long term for the national Democratic cause.' Hart said that would be reflected in her own response to the state party's new survey, designed to solicit feedback from Democrats across the state on the priorities for 2028, including on the tradeoffs of the traditional caucus process and potential threats from the Democratic National Committee. Officials in the traditionally four early-voting states — and many others — are readying themselves to campaign for top billing, even though it's likely still two years before the Democratic National Committee actually solidifies the order. Iowa Democrats said Thursday that Ken Martin, chair of the Democratic National Committee, might unveil the process for states to make their 2028 pitch at next week's biannual meetings. Democratic officials said they expect to have preliminary conversations next week. But Iowa's Scott Brennan will no longer be a member of the DNC's Rules and Bylaws Committee, which deals with the nominating process. That leaves Iowa without a seat at the table for the first time for the better part of 25 years, Brennan said. Brennan, former state party chair, said Iowans are 'rule followers by nature' but reiterated Thursday that last cycle's process was not fair as he conveyed his own wishes for 2028: "Full speed ahead and damn the DNC." Last year, Iowa Democrats held caucuses eight days before any other state's contest, as is required by Iowa law. But Democratic voters had cast their 2024 presidential preference ballots by mail, with results released that March on Super Tuesday alongside other states. Meanwhile, New Hampshire rebelled in 2024, holding an unsanctioned primary in January, but the DNC ultimately dropped its threat to not seat the state's national convention delegates. Even as the Iowa Democratic Party considers going forward with a first-in-the-nation contest once again, it will still come with logistical questions. The survey includes questions on how the party should handle issues of inclusion and accessibility for the process, which has historically required participants to be registered with the party and physically present, sometimes for hours, in the evening during the heart of the Midwest winter. While Hart said the survey is designed to better understand Iowa Democrats' values to guide their approach to 2028, she suggested there are 'too many moving pieces' to say now how that approach will look. For now, 2028 prospects are making visits to the historically early states, including Iowa. Minnesota Gov. Tim Walz reemerged after the 2024 election loss with a town hall in Des Moines in March; Biden's Transportation Secretary Pete Buttigieg, who performed well in the 2020 Iowa caucuses, stopped by a VoteVets Action Fund gathering in May; and Sen. Ruben Gallego of Arizona spoke to hundreds in eastern Iowa earlier this month. Higher mortgage rates and climbing asking prices have eroded Americans' buying power in most large cities over the last few years, but a handful of metros continue to stand out for offering homes that families can actually afford. Buying power refers to the amount of money a homebuyer can spend on the purchase of a home with mortgage funds, which are based on the buyer's income and current interest rates. Advertisement This summer, homebuyers have been forced to contend with rates that have risen faster than wages since the pre-pandemic era, arriving at the high 6% range, says senior economic research analyst Hannah Jones. Meanwhile, home prices have continued to surge, while housing inventory has shrunk compared with 2019, leaving budget buyers with fewer affordable choices, according to the latest buying power report from 6 Some metros stand out for offering homes that families can afford despite high mortgage rates and rising asking prices. Advertisement Nationally, the maximum affordable home price for a median-income household has plunged by nearly $30,000 compared with 2019, even as wages have climbed 15.7%. Put simply, six years ago, a median-income household could afford a $325,000 property. Today, that same household could only manage a $298,000 home even while earning more money. To make matters worse, the median list price has surged nearly 38% since 2019, reaching $439,450 as of July, up 0.5% year over year, according to the latest monthly housing market trends report. 'Buyers face a conundrum,' says Jones. 'Their purchasing power has dropped at the same time that homes have gotten more expensive.' Among the 50 largest U.S. metros, buying power has improved since 2019 in six cities: Cleveland; Phoenix; Richmond, VA; Indianapolis; Tampa, FL, and Austin, TX. Though spread across the map, these metros share one key factor helping homebuyers there stretch their dollars further: robust wage growth. Six years ago, the typical household in Cleveland could comfortably purchase a $249,000 home. Fast forward to July 2025, the same household could afford a $260,000 price tag, representing a 4.4% increase in buying power. The pandemic-era boomtowns of Phoenix, Tampa, and Austin also saw buying power tick up thanks to growing wages, with increases ranging from a mere 0.3% for Austin to a solid 2.5% for Phoenix—the second highest among the top metros. For instance, in Phoenix, a typical family in July could afford a $332,000 property—about $8,000 higher than in 2019. 'Right now is actually a strong time to buy, with sellers more willing to negotiate repairs, credits, and price adjustments—opportunities that may shrink once rates come down and competition picks up,' he adds. Despite improvements in that department, surging home prices mean that few listings are available at an 'affordable' price point in these metros. 'Even in these six markets where buying power has improved, none of them see a higher share of homes for sale that are affordable to median earners compared to 2019,' points out Jones. Phoenix saw its share of affordable homes shrink drastically from 50% to under 14%, while Tampa's budget-friendly inventory dropped from 54% to roughly 22% in six years. 6 The supply of cost-effective listings in Cleveland went down from 65% to 50%.Advertisement Hageman predicts that central Phoenix will likely become less affordable in the near future, but buyers willing to look beyond the city center 'will continue to find affordable housing,' he says. At the height of the pandemic, the rates reached historic lows, but by 2025 had climbed to 6.5% to 7%, pricing many would-be buyers out of the market. Advertisement To see how that affects buying power, consider a $400,000 home. At a 4% rate, the monthly principal and interest payment (with a 20% down payment) amounts to about $1,500. 'It helps, but not enough,' says the economist. The bottom line is that buyers in 2025 have significantly more modest homebuying budgets because of elevated interest rates, even if their incomes are higher. Stronger income growth could also improve housing affordability, but its impact is slower because wages tend to rise more gradually than interest rates can fall. 'That's why focusing on easing rates and increasing housing supply may be the fastest way to expand buying power and give buyers more options within their budget,' concludes Jones.
