
CNBC Sport: Sports world waits for historic NCAA settlement ushering in new era of athlete pay
The sports world is waiting on a finalized settlement for , the landmark resolution that will define new rules allowing universities to directly pay their athletes. The final OK from Judge Claudia Ann Wilken could happen as soon as this week.
Assuming the settlement is approved, several important things will change – perhaps the two biggest being:
1) It will create a revenue-sharing model that will allow schools to directly pay certain student-athletes – initially about $20 million per year.
2) About $2.8 billion will be allocated to former Division I college athletes who played from 2016 to 2024. (For athletes that graduated in 2015, I feel your pain.)
There are a number of outstanding issues that will need to be taken care of in the coming months. One is oversight of the new system. As ESPN reported this week, the NCAA will no longer be responsible for ensuring payment rules are followed. Instead, a new enforcement committee – the College Sports Commission – will be in charge of doling out punishments for rule-breakers. You can almost be certain that plenty of schools will look for loopholes or push the limits of what's allowed as they try to compete.
This new House settlement won't stop name, image and likeness collectives, though some will be shut down. This is already happening.
But mid-market Division I schools will need every dollar they can get. It's a topic I discussed with former ESPN senior NBA insider and current St. Bonaventure University men's basketball General Manager Adrian Wojnarowski – this week's On The Record guest.
"We've got to be able to get high-major players for mid-major money in the Atlantic 10," Woj told me. "You need high major players to win in our league. I feel like we've got several of them in this recruiting class, but it is a constant challenge for schools."
There are so many interesting threads to pull on as college athletes move from amateurism to professionalism. How the money is allotted to the biggest sports at the biggest sports schools – versus smaller sports and schools – will certainly be a theme for years.
I'm very worried about how March Madness may lose its magic, as I wrote about last month. To me, that event – enormously important to both men's and women's college basketball and their media partners – stands out among all other big-money tournaments because it's the only one where you can have true David vs. Goliath stories, with small schools beating the mighty on the biggest stage.
Woj told me he agrees that the days of major March Madness upsets may be going away. All four No. 1 seeds made the NCAA Final Four this year.
"It does take away the magic," Woj said. "What you're seeing right now is the Power Four conferences (the Big Ten, the Big 12, the ACC, and the SEC) are really dictating the rules, the landscape. You're seeing with this House settlement. It's the Power Four leagues deciding the rules and how this is going to go, and all of that, literally, all of it is to benefit them."

One other subject I wanted to touch on briefly – YouTube released its weekly top podcast list for the first time. Perusing the top shows, I was struck by something — not a lot of sports!
It's the polar opposite of traditional TV, where sports (particularly the NFL) dominate the ratings. NBC's "Sunday Night Football" finished the 2024-25 TV season, which concluded yesterday, as primetime's No. 1 show for its 14th consecutive year.
This was quite evident at last week's advertising upfronts, where sports programming frequently led media companies' presentations.
A few interesting takeaways:
1) People still want to watch non-sports content, but they've moved away from the traditional TV ecosystem.
2) Sports may be too immediate for the on-demand podcast world. It's basically the inverse of why sports dominate in a live TV setting. Sports are immediate, but they're also fleeting. There's not a lot of value in listening to a three-day old sports podcast, but there's plenty of value for a time-delayed comedy, true-crime or idea-based political podcast.
3) Of the sports content that did make the Top 50 ("The Pat McAfee Show," "Club Shay Shay"), the shows tend to be broader in focus than just sports. McAfee is willing to go in many different directions. "Club Shay Shay," a weekly podcast hosted by former Denver Broncos star Shannon Sharpe, is a standard interview show, even if many of the guests are athletes.This third point is particularly salient to ESPN, which will need to start programming for a streaming world outside of traditional TV with the launch of its $29.99 all-access service this fall. It will be interesting to see if ESPN invests in broader content that is sports-adjacent to keep people subscribing to the service. That would be a change for a network that's recently moved away from polarizing political topics to emphasize its focus on sports.

House lawmaker proposes budget cuts to Hope Florida
TALLAHASSEE — In an early, antagonizing move during the dedicated two-week budget conference that began Tuesday, the Republican House lawmaker investigating Hope Florida is proposing to cut millions from its state funding. Rep. Alex Andrade is striking funding for 20 Hope navigator positions, state workers who man a hotline and are supposed to direct people in need to nongovernmental programs for help. Andrade also suggested striking six proposed positions for navigators from the Florida Department of Veterans' Affairs. The positions were requested in Gov. Ron DeSantis' proposed budget and initially funded in the House's health care offer from March. But that was before Andrade began investigating the charity supporting Hope Florida. The House is proposing to cut from its March health care budget offer $2.5 million. The Senate would have to agree. Hope Florida's helpline is currently funded by federal child abuse prevention grants through the American Rescue Plan, which is set to expire. DeSantis asked lawmakers for $2 million to continue staffing the call line. It's not clear how much Hope Florida, a program that spans numerous state agencies, costs the state. DeSantis has said it repurposes existing resources, including by converting at least 150 people to Hope navigators, but the state has also paid a vendor about $6 million to match needy Floridians with local churches and nonprofits under the program. Andrade said that while the Hope Florida navigators give him 'less heartburn' than the related charity, he was still concerned about the state program. The program and the charity are linked in their mission to get Floridians off of government aid. Since Hope Florida has come under scrutiny, the governor and first lady Casey DeSantis have been calling it a 'philosophy,' not a program. Andrade said their inability to define Hope Florida was troubling. And it also worried him that the state official who ran Hope Florida in the Department of Children and Families, Shevaun Harris, didn't know while testifying in his health budget committee earlier this year that there was someone responsible for the entire program. 'Shevaun Harris didn't realize she'd hired the Hope Florida executive director,' Andrade said over text message about why he was making the cuts, 'and the Governor's office can't decide if the program is a 'philosophy' or a 'movement.'' When asked whether the proposed cuts would affect negotiations between the two chambers, Sen. Jay Trumbull, a Panama City Republican and the Senate chairman of the health budget conference, said he didn't 'see any particular issue being a hang-up at this point.' 'It's more of a question of how far we can get before tomorrow at 2,' Trumbull told the Times/Herald in a text message. 'We are working to make as much progress as possible.' Without a resolution by Thursday afternoon, higher-ranking members of the House and Senate will decide what to do with the navigator positions. A Senate spokeswoman said that while Senate President Ben Albritton supports his chamber's offer on the Hope navigators — funding the 20 staffers currently employed and six additional positions in Veterans' Affairs — he wasn't going to weigh in at this time on how big a deal the House's decision is for negotiations. Albritton generally supports Hope Florida. 'The mission of Hope Florida makes sense to me. I do believe it will help people that need direction to be able to build a better path for their life,' Albritton, R-Wauchula, told CBS News Miami on April 13. Republican senators face Wall Street worries over megabill's retaliatory tax
Senate Republicans have a new headache as they wrangle President Donald Trump's megabill toward a final vote: panic on Wall Street over its proposed new retaliatory tax on certain foreign investment in the US. Corporate interests are pushing back against the bill's escalating taxes against foreign investors from countries that impose 'discriminatory' taxes on multinational business. The House included the retaliatory tax in its version of Trump's tax bill, but several Republican senators told Semafor they are weighing changes to make sure the provision doesn't stifle job creation in the US, especially in manufacturing. The House-passed tax was crafted in response to a global minimum tax plan from the Organization of Economic Cooperation and Development, which wants to stop multinational corporations from taking advantage of tax loopholes in jurisdictions where they operate. Trump has criticized that proposal, vowing countermeasures — and Republicans don't like the global tax, either. Still, some Republicans worry the new tax risks embroiling the US into a tit-for-tat tax war that causes blowback for companies trying to invest domestically. 'In terms of implementation, I'm going to have to get more comfortable with it. Going into it in its current form, I'm not comfortable,' Sen. Thom Tillis, R-N.C., a staunch ally of Wall Street who serves on the tax-writing Finance Committee, said in an interview. Tillis said the possible chill on foreign companies' investment in the United States is 'why we've got to look at it … we've got to be smart about that.' The wonky yet critical fight has bubbled up over the past week as investors pored over the House bill in anticipation of potential Senate amendments. In its most basic form, the retaliatory tax would top out at 20% on corporations and individuals headquartered in countries that impose taxes deemed unfair by the United States, including global minimum corporate taxes and digital service taxes. Senators are diving into the House-passed foreign tax language, referred to as 'Section 899″ in the bill, after investors started airing their worries. Some Republicans are inclined to agree with a Wall Street Journal editorial arguing that the proposal can succeed — if other countries back off a global tax framework and avoid retaliatory taxes. There are plenty of others arguing the opposite point, though. 'I am certainly hopeful that senators will recognize that this provision will not impact bureaucrats in London, England, or Paris, France. It's going to impact American workers in places like Paris, Ky., and London, Ohio,' said Jonathan Samford, who leads the Global Business Alliance. 'It is a punitive and discriminatory tax aimed at major US employers who are guilty of nothing more than being founded abroad.' Others urging the Senate to rethink the House approach include the American Enterprise Institute, which wrote a rebuttal to the WSJ that senators 'should be cautious about enacting broad, discriminatory taxes on foreign investment, regardless of their intent.' Business publications have written multiple stories in the past week highlighting alarmed investors. GOP senators said they could change the bill but are making no commitment yet. 'There are some issues that have been raised there and we are looking at it,' Senate Finance Chair Mike Crapo, R-Idaho, told Semafor. 'The issue has been raised, and we are evaluating.' Sen. James Lankford, R-Okla., said 'there's a lot of nervousness about how it could be used' and that while Republicans want to push back against the global tax plans, they also 'want to make sure there's not some unintended consequences.' There are a couple problems with removing the retaliatory tax section; among them, it raises $116 billion in revenue, which means removing it would blow a further hole in the deficit. Not to mention that the House likes it. Responding to the kerfuffle on Wall Street, Ways and Means Chair Jason Smith, R-Mo., said on Wednesday that the bill arms 'President Trump with retaliatory countermeasures' and urged the Senate to quickly 'pass this bill and protect Americans from economic bad actors around the world.' Because of those factors, several senators told Semafor they expect the provision to ultimately stay in, albeit perhaps with some tweaks. Sen. John Kennedy, R-La., said he expected the provision to survive the upper chamber because it prevents countries 'from supporting President Biden's global plan.' Republicans said the conference hasn't fully explored the issue yet, but that more and more people are talking about it in the Capitol. Many supporters of the retaliatory tax section say it's aimed at avoiding an escalating capital war with other countries rather than starting one. 'It's more to protect our guys from having to pay taxes unfairly in other countries,' said Sen. John Hoeven, R-N.D., adding that he, too, expects the provision to remain intact. We're saying, 'Hey, if you are in another country, you tax our companies, we're going to tax your companies.' So it's actually to prevent that.' Section 899 is one of the intra-GOP fights we'll be watching closely as the Senate draws closer to releasing its version of the megabill. The Wall Street freakout over the proposal hasn't been enough to totally derail it. Yet Crapo's comment that the committee is reviewing it means that it's not totally safe yet, either. Some analysts are calling Section 899 a 'revenge tax,' according to MarketWatch.

Former Biden spokeswoman quits Democratic party
Former White House press secretary Karine Jean-Pierre has quit the Democratic party after its "betrayal" of Joe Biden to become an independent, her publisher said in a statement Wednesday announcing a new book. Jean-Pierre, 50, who served under Biden for two years, will explain the decision in her book, titled "Independent: A Look Inside a Broken White House, Outside the Party Lines," publishing house Hachette said. Jean-Pierre blazed a trail as the first Black and gay presidential spokesperson. "Jean-Pierre didn't come to her decision to be an Independent lightly," the Hachette statement said as it announced the book, which will be published on October 21. "She takes us through the three weeks that led to Biden's abandoning his bid for a second term and the betrayal by the Democratic Party that led to his decision," the statement added. Biden, who was 81 at the time, dropped his bid for a second term after a disastrous debate performance against Republican Donald Trump renewed concerns about his health and mental acuity. Jean-Pierre strongly defended Biden after the debate, when a series of senior Democrats including former House speaker Nancy Pelosi pushed him to step aside. But she and other former White House aides have since faced questions about whether they covered up the impact of Biden's age, fanned by the publication of another book by two journalists, "Original Sin." The revelations have also prompted a bout of Democratic infighting as party members seek to distance themselves from Biden's legacy and fight back against Trump ahead of the 2026 midterm elections. Jean-Pierre's book will however also push back at what her publisher called a "torrent of disinformation and misinformation." She would also urge people to look beyond "blind loyalty" to the current two-party system and share "why Americans must step beyond party lines to embrace life as Independents." dk/st
